Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Cameo Highlands Street Reconstruction — Notice of Completion for Contract No. 7067-2 (20R21) ABSTRACT: On May 26, 2020, the City Council awarded Contract No. 7067-2 for the Cameo Highlands Street Reconstruction project to All American Asphalt. The work is now complete and staff requests that the City Council accept and close out the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $ 2,425,694.00 Actual Cost of Bid Items Constructed: $ 1,297,604.36 Total Change Orders: $ 1,023,831.15 Final Contract Cost: $ 2,321,435.51 The final contract cost was $2,321,435.51, which was approximately 4.3 percent lower than the original bid amount. This cost decrease was primarily due to a field change in which the structural pavement section was revised to a full -depth AC section, in lieu of using geotextile fabric and base material. Revising the pavement section design to full -depth AC allowed for an overall decrease in pavement thickness, while still providing the same service life as the original design. Additionally, the full -depth AC section shortened the construction duration and provided cost savings by eliminating the use of geotextile fabric and base material as originally proposed. There were seven contract change orders approved for the project. These change orders were primarily due to the revised design for the structural pavement section, which included increased asphalt concrete quantities and the deletion of geotextile fabric and base material. Overall, a project cost savings was realized as a result of the change orders. ENVIRONMENTAL REVIEW: On May 26, 2020, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(b)(c), Class 1, (maintenance of existing public facilities involving negligible or no expansion of use), of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
