Bicycle Speed Calming Research
Findings
1. All trails are unique
2. Most agencies receiving similar complaints related to bicycle speeds and
E -devices
3. Agencies utilize signing/striping strategies to encourage proper behavior
4. None of the responding agencies have installed "vertical" speed calming
devices — Concern of lack of effectiveness and creating a possible hazard
5. Separate pedestrian and wheeled paths is the preferred strategy
Oceanfront Improvement Project
Project to Explore/Develop Concepts to Improve the Oceanfront
Boardwalk, Oceanfront Parking Lot & McFadden Plaza
1. Oceanfront Boardwalk
• Continue search for near-term speed/conflict reduction items
• Consider large-scale improvements to separate pedestrian and wheeled
travel, such as widening or splitting the trail
• Prepare concept plans for preferred alternative
• Review possible Grant Funding
2. Oceanfront Parking Lot
• Look for efficiency improvements to parking lot
• Consider ways to continue Oceanfront trail through/around the lot
3. McFadden Plaza
• Consider new layouts and features to update and improve plaza

Consider Restoring deferred Project Funding in FY 21/22 CIP Budget
Boardwalk Ambassador Pilot Program
Contemporary Services Corporation (CSC)
• CSC is a private contractor with prior boardwalk safety experience in the City of
Manhattan Beach. Their focus in Newport Beach is to improve quality of life for
residents/visitors to the peninsula by ensuring compliance with City municipal
codes and boardwalk safety rules as well as providing friendly advice, guidance,
and directions to visitors in need of assistance. CSC will provide staff that are
highly visible, approachable, and professionally uniformed (but unarmed).
• The goal of the pilot program is to provide NBPD with additional presence on the
boardwalk in addition to our PET, HLO, and Area 1 Patrol deployments.
• Operational Details:
■ Two 2 -person teams, including a supervisor, that will patrol the boardwalk on foot.
■ The area of responsibility is E Street to 36th Street, including the Balboa and Newport Piers.
■ For now, the teams will deploy Saturday & Sunday during daylight hours (10AM-6PM).
• Current Status:
■ Two teams deployed for the first time on Saturday, 2/13/21 & Sunday, 2/14/21.
■ The teams reported generally positive feedback from their interactions with the public.
■ NBPD PET is providing direct operational support and oversight for the ambassadors.
