outdoors or in cars

needs
✓ Staff asks probing questions to determine veteran status, possession of
government documents, and housing needs
✓ City Net completes a Vulnerability Index and Housing Assessment for
enrollment into the County's Coordinated Entry System to secure
appropriate housing
✓ City Net and the client collaborate to obtain necessary documents, such as
disability verification
✓ City Net Housing Navigators advocate through the Coordinated Entry
System to locate housing
✓ City staff and City Net staff assist with the move -in day logistics

✓Six firms responded to RFQ
✓Panel evaluated all 6 firms
✓Panel recommends two firms

✓Recommended Process:
✓Ask both firms to compete to develop a viable project in the
City of Newport Beach
✓Each firm will provide the City Council with:
✓Conceptual presentation of project and housing units
✓A viable site and reasonable assurance that they can put
an offer on the site.

V" Recommended Process (continued):
✓An analysis of zoning changes that the site will require
✓A public outreach plan for the immediate area around the
proposed site.
Whichever developer brings a viable project to the City that is
acceptable to the City Council and community, the City will
engage in a development agreement to secure the project.
✓ Recommended City Contribution of $3 million, funded through
Development Agreement funds and General Fund surplus funds

directly to homeless individuals
