Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process.
The following documentation is required to complete the application:
1. Tenant Use Listing.
a. Revise the tenant listing to include the removal of the 818 sq ft as proposed
and demonstrate that any additional floor area beyond 0.5 FAR will be
dedicated to marine-related uses.
b. Exclude the insurance and tax planning businesses from the marine-related
uses category.
2. Project Plans. Please provide one 24 inch by 36 inch set and four reduced 11 inch by
17 inch set of revised plans, which include the following information:
a. Parking
i. Provide existing and proposed on-site parking calculations. The parking
information indicates that 82 spaces are provided on-site but the plans show
83 spaces on-site. Please include total existing spaces, number of spaces
removed, number of spaces, added, and the new total parking spaces in the
parking calculations. Identify the number parking spaces provided through
the off-site parking agreements (24 at 2620 Avon Street and 50 spaces at
2700 West Coast Highway after 5:00 p.m.).
ii. The current parking note under project information references the incorrect
project. Please reference Staff Approval No. SA2014-015 (PA2014-112) and
Operator License No. OL2014-007 (PA2014-094).
iii. Provide a net floor area calculation for the office uses to confirm the new
parking requirement. Based on the information provided, the gross floor area
for the office is 15,494. However, the office uses should be based on net
floor area (this will help reduce the parking requirement).
iv. The proposed parking layout is not consistent with the existing parking
layout of the latest approved parking configuration (Plan Check No. 1442-

2001 based on Operator License No. 68). Ensure that the parking layout is
consistent with the approved layout per Plan Check No. 1442-2001,
attached.
v. Label all compact stall locations. Only previously approved compact stall
locations can remain. Use Permit No. UP2051 indicates that a total of 11
compact parking stalls were permitted on-site. However, the project plans
indicate that more than 11 compact parking stalls are provided.
vi. Show valet drop-off/pick-up locations. Show on-site circulation. Fully
dimension parking layout. Refer to redlines, attached.
vii. Provide a copy of Exhibit A as referenced in the Parking Lot Lease for 2700
West Coast Highway, which identifies the location of the 50 leased parking
spaces at this lot.
viii. Please identify the number of boat slips on docks adjacent to 2801 West
Coast Highway and 2751 West Coast Highway. Parking is required for this
use at a rate of 0.75 spaces per slip or 0.75 per 25 feet of mooring space.
Based on the parking available, up to 26 slips (requiring 20 parking spaces)
can be accommodated between 2751 and 2801 West Coast Highway.
b. Site Plan.
i. Show all existing easements on the site plan (pedestrian, traffic, water,
storm drain).
c. Floor Plan:
i. Provide additional exterior dimensions to verify the gross floor area
calculations where square footage is being removed or added throughout
the building. The floor area added appears to exceed 818 square feet
based on the dimensions provided. Provide a tissue overlay or exhibit
showing the floor area changes if necessary. Refer to redlines on the
project plans.
ii. Dimension and identify the net public area on the floor plans to verify the
floor area calculations are consistent with the discretionary approvals on
file. Refer to highlighted area on the redlined set.
iii. Provide a detail for the retractable awning over the outdoor dining patio.
There should be no permanent frame included for the installation of this
structure. The awning must be retracted when the restaurant is closed for
business.
iv. Dimension the proposed distance between the Billy’s and the Ritz’s outdoor
dining patios. Refer to redlines, attached. A minimum distance of 10-ft
should be provided, consistent with Outdoor Dining Permit No. OD68.
v. Dimension the bulkhead setback to the proposed patio for the Ritz.
3. Electronic Copy. All of the application items are required to be submitted in
electronic format (i.e., USB flash drive or CD-ROM) as determined by the
Planning Department prior to application submittal. Specifically, please provide
electronic copies of the parking agreements and correspondence in addition to
the revised project plans.
Upon verification of completion, the application will be processed and scheduled for a
Zoning Administrator Hearing.

Please also note the following comments received from the following departments:
Fire Department:
1. A sidewall fire sprinkler will be required under the retractable awning area and
should be included with the fire sprinkler pan check submittal. N.F.P.A. 13
8.15.7.1.
2. Fire sprinklers will require modifications with tenant improvements.
Police Department:
1. Under the requested operator license, the Police Department recommends the
outdoor dining patio close at 10:00 p.m., daily.

Said easement shall terminate if the traffic signal system is
removed from the easement area for more than 90 days and/or the easement
area ceases to be used as a driveway for a period of 90 days.
