NEWPORT BEACH ZONING ADMINISTRATOR MINUTES 100 CIVIC CENTER DRIVE, NEWPORT BEACH ZOOM THURSDAY, FEBRUARY 11, 2021 REGULAR MEETING – 10:00 A.M. I. CALL TO ORDER – The meeting was called to order at 10:00 a.m.

Afshin Atapour, Planning Technician II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF JANUARY 28, 2021 Action: Approved
IV. PUBLIC HEARING ITEMS ITEM NO. 2 Linos Residential Condominiums Tentative Parcel Map No. NP2020-015 (PA2020-329) Site Location: 714 Iris Avenue Council District 6
The Zoning Administrator provided a brief project description stating that this is a request for a tentative parcel map at 714 Iris Avenue for two-unit condominium purposes for a new duplex currently under construction. No
waivers of Title 19 (Subdivisions) are proposed. The Tentative Parcel Map would allow each unit to be sold individually.
Applicant Michael Linos of Sonil Construction stated that he had reviewed the draft resolution and agrees with
all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed.
Action: Approved
ITEM NO. 3 Dobson Residence Coastal Development Permit No. CD2020-137 (PA2020-282) Site Location: 408 38th Street Council District 1
Liz Westmoreland, Associate Planner, provided a brief project description stating that the project proposes the
construction of a third-floor roof deck and addition of approximately 280 square feet. Ms. Westmoreland clarified that the 280 square feet cited in the resolution and staff report are accurate. The Coastal Development Permit is required to allow an increase in height of more than 10 percent. The project includes raising the existing bulkhead to comply with the City’s Standard of 10.65 feet NAVD88.
The Zoning Administrator clarified that the scope of work includes raising the bulkhead, and Condition of
Approval No. 2 should be revised to state that no development bayward of the face of the existing bulkhead is proposed. Staff agreed to revise the condition accordingly. Applicant Chris Meddock, on behalf of the Owner, stated that he had reviewed the draft resolution and agrees
with all of the required conditions.

The Zoning Administrator asked staff to confirm that the application was submitted and deemed complete prior to the effective date of the new residential design standards. Staff stated that the application was deemed
complete prior to the effective date of the new standards. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved as amended
ITEM NO. 4 JL Oceanfront LLC and Waterfront 777 Residence Coastal Development Permit No. CD2020-144 (PA2020-304) Site Location: 1120 West Bay Avenue Council District 1
Joselyn Perez, Assistant Planner, provided a brief project description stating that the request is for a coastal development permit that will allow the demolition of an existing single-family home and the construction of a new single-family home along with the standard improvements. The proposed new home is approximately 3,719 square-feet of habitable area with an attached 653-square-foot garage and is located on a waterfront lot
that is zoned R-1. The home complies with all applicable development standards. While not a part of this coastal development permit, a new bulkhead was approved by the Coastal Commission and will be constructed
concurrently with the new home. Once the bulkhead is installed, no additional protective devices will be necessary to protect the proposed development from any existing or anticipated future coastal hazards. The
project site is located between the nearest public road and the sea. Access to the coast is available at either end of the block.
The project does not include any features that would obstruct access, increase demand on public access and
recreation opportunities, or degrade a coastal view road, public access way, or Coastal Viewpoint.
Miss Perez then made a correction to the draft resolution and ended her presentation.
Applicant Ryan McDaniel of Brandon Architects, on behalf of the Owner, stated that he had reviewed the draft resolution and agrees with all of the required conditions.
The Zoning Administrator opened the public hearing.
One member of the public, Mr. Jim Mosher, spoke and stated that he believed the surrounding neighborhood
was characterized by two-story homes rather than three-story and he characterized the lateral access at the site to be severely impacted by private docks.
The Zoning Administrator closed the public hearing.
Action: Approved as amended V. PUBLIC COMMENTS ON NON-AGENDA ITEMS

VI. ADJOURNMENT The hearing was adjourned at 10:21 a.m.
