HomeMy WebLinkAbout3b_Additional Materials_Non-Agenda ItemsTO:     Housing Element Update Advisory Committee HEupdate@newportbeachca.gov Re: RHNA Development in Corporate Plaza, Newport Center Dear Chair Tucker and Members of the Committee: Our Harbor View Hills Community Association is made up of 146 homes, who along with residents of 100 homes in Harbor View Broadmoor, have for over 60 years enjoyed the height limit protection of the City’s Sight Plane Ordinance (#1596). The ordinance limits the height of all buildings and landscaping to a maximum height of 32 feet and never to invade the Sight Plane. It is important to remember the historical basis for this ordinance. In 1960, The Irvine Company began selling homes in Harbor View Hills with views of the Bay, Ocean and City.  The Company also owned most of the vacant land in Newport Center. Agreeing they could not sell the same view twice, The Irvine Company agreed to the Sight Plane Ordinance to protect the views from Harbor View Hills across the land that is now Corporate Plaza, Corporate Plaza West, CdM Plaza and the Library and City Hall sites.  For over 60 years, hundreds of residents of Harbor View Hills have purchased their homes and paid a very substantial premium for this protected view.  This view has been enjoyed by my Family which has lived at 2807 Setting Sun Drive in Harbor View Hills for nearly 30 years.  The property values in our neighborhood have a direct relationship to the expansive and at times breathtaking views from the homes in our neighborhood.  We understand that your committee and the City have a difficult task to accommodate the demands of the state in the RHNA numbers.  However, we ask that your planning and recommendations to the City Council respect the long From:Curtis Holmes To:Housing Element Update Advisory Committee Cc:debraeallen@yahoo.com Subject:Newport Beach Sight Plane Ordinance Date:Wednesday, March 3, 2021 3:39:27 PM [EXTERNAL EMAIL] DO NOT CLICK links or attachments unless you recognize the sender and know the content is safe. I am also a member of the Board of Directors of the Harbor View Hills Community Association and its Vice President. I am writing this email to you in mycapacity as a home owner, not in my capacity as an officer or board member. I want to convey my hopes that the City will not change, modify or amend in any way Sight Plane Ordinance (#1596) which protects the views of the residents of Harbor View HillsCommunity Association and Harbor View Broadmoor and has done so since at least 1975. The ordinance limits the height of all buildings and landscaping in the impacted sight plane to a maximum height of 32 feet and never to invade the Sight Plane. The Sight Plane Ordinancewas adopted and subsequently amended to protect the views from invasion by the developments that were occurring over time in Corporate Plaza, Corporate Plaza West andNewport Village. For over half a century, hundreds of residents of Harbor View Hills have purchased their homes and paid a very substantial premium in reliance on the protections afforded by the SightPlane Ordinance and the related protected view. While I can appreciate that your committee and the City have a difficult task to accommodate the demands of the State in the RHNA numbers, I am asking that your planning andrecommendations to the City Council keep intact the long established height limits reflected in the Sight Plane Ordinance. Dear Board and Council Members, It is widely known across the entire nation that the California State Legislature and Governor Newsom have, with their unreasonable and foolish ideas, compelled many life-long residents and major businesses toleave the state. These decisions are made out of desperation, and are often a last resort to get away from the tyranny of these legislators, many of whom have neversuccessfully run anything in the private sector. Voters have sent a strong message to Governor Newsom with the robust and bi-partisan recall petition. I encourage you to embark upon a lawsuit if necessary to keep the State Mandated Low-Income Housing OUT of Newport Beach, especially the Fashion Island area, and let the private sector decide what gets built andwhere. But it is not a question of property value; some things are beyond money. We are causing no harm to others but clinging to the physical and abstract possessions we value.
