RESOLUTION NO. 6713
A RESOLUTION OF THE CITY COiNCIL OF THE CITY
OF NEWPORT BEACH ADOPTING CERTAIN AMENDMENTS
TO THE MASTER STREET AND HIGHWAY PLAT
WHEREAS, the Planning Commission and the City Council
have heretofore adopted a Master Plan which i.Acludes as a unit
thereof a Master Street and Highway Plan, with revisions ; and
WHEREAS, studies by the Planning Commission reveal
that since the adoption of said Master Street and Higrwzy Plan
there have been changes in conditions which indicate that said
Plan should be amended to show new alignments , additions, street
name corrections and classification changes; and
WHEREAS, the Planning Commission of the City of Newport
Beach, after notice as required by law, has held a public hearing
on the proposed amendments and has recommended the adoption of
those certain amendments to the Master Street and Highway Plan;
and
WHEREAS, the City Council, after notice as required by
law, h:.s held a public hearing on said proposed amendments, and
WHEREAS , the City Council has determined that it is
desirable to amend said Master Street and Highu.ay Plan as
recommended;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach does hereby adopt' Amendment No. 14 to
the Master Street and Highway Plan as shown on a map entitled
Exhibit "_A", attached 'r.__eto, by including thereon rifth Avenue
from a point intersecting at Dahlia Avenue extending westerly to
a point connecting with MacArthur Boulevard and extending easterly
along the present alignment to Poppy Avenue an� thence easterly and
northerly across Buck Gully to a point of connection with the future
arterial street to be located easterly of Cameo Highlands, and to be
designated tl}�ereon as a secondary arterial roadway.

BE IT FURTHER RESOLVED that Amendment No. 15 to the
Y..ster Street and Highway flan is hereby adopted as shown on a
map entitled Exhibit "A", .ttached hereto, designating thereon
that MacArthur Boulevard between_ the East Coast Highway and San
Joaquin Hills Road be classified a primary road,
BE IT FURTHER RESOLVED that Amendment No. 16 to the
Master Street and Highway Plan is hereby adopted as shown on a
map entitled Exhibit "A", attached hereto, designating thereon
that Hospital Road and Placentia Avenue between Superior Avenue
and Newport Boulevard be classified a secondary -road connecting
to Placentia Avenue, also a secondary road.

RESOLUTION NO. 703
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF NEWPORT BEACH APPROVING
AND RECOMMENDING AN AMENDMENT TO THE
MASTER STREET AND HIGHWAY PLAN
WHEREAS, the Planning Commission and the City Council
have heretofore adopted a Master Plan which includes as a unit
thereof a Master Street and Highway Plan, vith. revisions; •
and
WHEREAS, studies by the Planning Commission reveal that
since the adoption of said Master Street and Highway Plan there
have been changes in conditions which indicate that said Plan
should be amended to show new alignments, additions, street name
corrections and classification changes; and
WHEREAS, in accordance with Section 65351 of the
GovernmentCode the Planning Commission has held a public hear-
ing to consider the above mentioned amendment;
NOW,. THEREFORE, BE IT RESOLVED that the Planning Com-
mission of the City of Newport Beach does hereby recommend to the
City Council that the Master Street and Highway Plan as shown on
a map entitled Exhibit "A", attached hereto, be amended by
including thereon Fifth Avenue from a point intersecting at
Dahlia Avenue extending westerly to a point connecting with
MacArthur Boulevard and extending easterly along the present
alignment to Poppy Avenue and thence easterly and northerly
across Buck Gully to a point of connection with the future
easterly of Cameo Highlands,

BE IT FURTHER RESOLVED that the Chairman and Secre-
tary of the Planning Commission are hereby directed to endorse
said amendment and transmit same to the City Council for con-

Fifth Avenue , Corona del Mar
Background and Recommendation
The City Council at its meeting of September 11 , 1967 by Resolution
No . 6639 requested the Planning Commission to initiate proceedings
to include Fifth Avenue in Corona del Mar on the Master Plan of
Streets and Highways as a secondary arterial .
The Planning Commission after considerable discussion and study at
public hearings conducted on October 19 , . 1967 , November 16 , 1967 ,
December 7 , 1967 and January 4, 1968 determined that it was appro-
priate and in the best interests of sound planning for Newport Beach
to include Fifth Avenue on the Master Plan of Streets and Highways
as a secondary arterial street provided that such designation be
from a point intersecting at - Dahlia Avenue extending westerly to a
point connecting with Mac Arthur Blvd. and extending easterly along
the present alignment to Poppy Avenue and thence easterly and
northerly across Buck Gully to a point of connection with the future
arterial street to be located easterly of Cameo Highlands .
The matter is recommended for City Council approval .
A copy of the resolution and Exhibit "A" map from• the Planning Commis-
sion as well as the Public Works Department report is attached for
City Council review.

Mar. A letter report describing the consultant's findings
is expected within the next day or so.

me today by phone that the need to improve and widen Fifth
Avenue is clear. He stated further that this need would be
even greater were the Coastal Freeway not to be built in
this area. This evaluation is based on the area-wide traffic
service requirements which were determined in the traffic
studies now approaching •completion.

Dear Mr. Jaffe:
In response to your recent request we are submitting this letter report sumpIgizing
our comments with respect to proposals for widening of Fifth Avenue in Cgrgn4 lei
Mar.
We understand that the City is discussing the need for widening of Fifth �•V'Rnue if
the construction of a freeway parallel to Fifth Avenue on the north side is',net '
accomplished. Based upon investigations carried out during the course of the
current traffic study, we consider that the need for the widening and reconstruction
of Fifth Avenue would be greater without the freeway than if the freeway were built.
This area presently experiences heavy traffic loadings. During the summer months

traffic volumes approaching and leaving Corona Del Mar along the Coast Highway
range from 33,800 vehicles daily at Poppy Avenue to 41,000 vehicles daily at
MacArthur Boulevard. MacArthur Boulevard carries 16,000 vehicles per day and
Bayside Drive 5,000 vehicles per day. Approximately 70 percent of this volume
of vehicles is through traffic having neither origin nor destination in that portion
of Corona Del Mar between Poppy Avenue on the east and MacArthur Boulevard on
the west.
The California Division of Highways studies show that with the future growth of
Newport Beach and Orange County, there will be a need for a high type freeway
facility along the Coast Highway corridor to accommodate an approximate doubling
of existingttaffic volume anticipated by 1990. The freeway. ,proposals envisage an
interchange northeast of the intersection of Poppy Avenue and Fifth Avenue to serve
both Corona Del Mar and future residential developments on the north side. The
only other interchange along this section 'of the Coast freeway which would be
available to serve Corona Del Mar would be a considerable distance west of Mac-
Arthur Boulevard:

For these reasons, and in conjunction with the proposed system of north-south
one-way streets in Corona Del Mar between Poppy Avenue and MacArthur Boule-
vard, our studies indicate a need for widening of Fifth Avenue to primary arterial
street standards. Fifth Avenue would then function as a distribution street
connecting the one-way couplets and would also provide an essential link between
Corona Del Mar and the future system on the north side.
If the freeway is not constructed within the next ten years it is evident that some
,•, relief must be provided along the Coast Highway corridor to avoid severe c ges-
tion and to serve traffic access needs for the residential areas and business
districts of Corona Del Mar as well as the future developments on the north side.
An improved Fifth Avenue would be the most feasible way to provide an alt� nate
parallel facility to give the requisite traffic relief'. It would be necessar)4-%o
reconstruct Fifth Avenue to present city standards for a primary arterial by-Vide-
ning on the north side and extending this street westerly to a junction with 't4e .
Coast Highway near its intersection with MacArthur Boulevard.
If the freeway is not constructed, consideration could be given to extending Fifth
Avenue easterly to connect with the Coast Highway south of the present city
limits. This would complete the alternate parallel routing. However, construction
of the freeway route would necessitate only extending Fifth Avenue easterly to the
interchange, and this section could form part of the freeway agreement with the.
California Division of Highways. The extension of Fifth Avenue northeast from
this interchange to serve the future north side developments would then be a
matter for resolution between the City'of Newport Beach and.priv6tb developers.

Background
The Commission will recall that at its November 16 , 1967 study
session this amendment was' discussed fully with staff. The
Commission however wished for a broader more comprehensive summary
of the entire City freeway story.
At, that time I suggested a joint Planning Commission - City - Council
meeting to give everyone an opportunity to be brought up to date on
freeway planning .
I have attempted to arrange such a meeting but have not yet been
able to work out mutuall-y . convenient time .
Therefore , the Mayor, who is in closest and most direct contact
with the Freeway Committee and the State has volunteered` to spend
an hour with the Commission to explain fully the need for this
particular. Master Plan Amendment and how it relates to the entire
freeway program .
Since this is the first , matter on the study session agenda your
prompt arrival at 3 : 00 P .M . is earnestly requested .

SUBJECT: CHANGES PROPOSED FOR MASTER STREET AND. HIGHWAY PLAN
At the City Council meeting of September 11, 1967, resolution
No. 6639 was adopted requesting the Planning Commission to initiate pro-
ceedings to include Fifth Avenue in the Master Street and Highway Plan.
This change to the Masten Plan is required in order to provide
for a grade separation and interchange in the design of the proposed Route
1 Freeway alignment.
As shown on the attached sketch, 5th Avenue has been extended
northeasterly across the Route 1 Freeway to a primary road above Cameo
Highlands and is classified a secondary (4 lanes undivided) road between
Marguerite Avenue and the above intersection. Between Goldenrod Avenue
and Marguerite Avenue, Fifth Avenue is shown as a local road southerly of
its present location. The ultimate width in this location will depend on
the final traffic studies in conjunction with the freeway design.
The local roads across Buck Gully and within the Lusk Development
in Harbor View Hills, have been revised to agree with the new subdivision
maps. Also, Goldenrod Avenue is now shown as a local street, crossing the
Route 1 Freeway.
In addition to the above, the Public Works Department is re-
questing that the following changes to the Master.Plan also be considered
at this time:
1. That MacArthur Boulevard between the East Coast Highway and
San Joaquin Hills Road be classified a primary (4 lanes
divided) , a change from the previous secondary road status.
The revision would provide for a single goad classification
for the entire length of MacArthur Boulevard within the
City.
2. That Hospital Road and Placentia Avehue between Superdor
Avenue and Newport be classified a secondary road (4 'lanes
undivided) connecting to Placentia Avenue,` also a secondary
road. Hospital Road is a private street, bUt the Public
Works Department is currently studying thb; request of the
Kospi tal for dedication of the road as a. �Ublic street. It
is felt that this street provideds -a strong link in the
street pattern of the West Newport Beach area and should
be classified a secondary.

As shown on the attached sketch, 5th Avenue has been extended
northeasterly across the Route 1 Freeway to a primary road above Cameo
Highlands and is classified a secondary (4 lanes undivided) road 'between
Marguerite Avenue and the above intersection. Between Goldenrod Avenue
and Marguerite Avenue, Fifth Avenue is shown as a local road southerly of
its present location. The ultimate width in this location will depend on
the final traffic studies in conjunction with the freeway design.
The local roads across Buck Gully and within the Lusk Development
in Harbor View Hills, have been revised to agree with the new subdivision
maps. Also, Goldenrod Avenue is now shown as a local street, crossing the
Route 1 Freeway.
In addition to the above, the Public Works Department is re-
questing that the following changes to the Master Plan also be considered
at this time:
1. That MacArthur Boulevard between the East Coast Highway and
San Joaquin Hills Road be classified a primary (4 lanes
divided) , a change from the previous secondary road status.
The revision would provide for a single road classification
for the entire length of MacArthur Bdulevard within the
city.
2. That Hospital Road and Placentia Avehue between Superoor
Avenue and Newport be classified a secondary road (4 'lanes
