A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ADOPTING AMENDMENT NOS. 182 19
AND 20 TO THE MASTER STREET AND HIGHWAY PLAN
WHEREAS, the Planning Commission and the City Council
have heretofore adopted a Master Plan which includes as a unit
thereof a Master Street and Highway Plan, with revisions; and
WHEREAS, studies by the Planning Commission reveal
that since the adoption of said Master Street and Highway Plan
there have been changes in conditions which indicate that said
Plan should be amended to show new alignments, additions, street
name corrections and classification changes; and
WHEREAS, the Planning Commission of the City of Newport
Beach, after notice as required by law, has held a public hearing
on the proposed amendments and has recommended the adoption of
the amendments to the Master Street and Highway Plan; and
WHEREAS, the City Council, after notice as required by
law, has held a public hearing on said proposed amendments; and
WHEREAS, the City Council has determined that it is
desirable to amend said Master Street and Highway Plan as
recommended;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach does hereby adopt Amendment No. 18
to the Master Street and Highway Plan as shown on a map entitled
Exhibit "A", attached hereto, designating thereon that the
section of Bison Avenue extending from Jamboree Road to
MacArthur Boulevard be added to the City of Newport Beach
Master Street and Highway Plan.
BE IT FURTHER RESOLVED that the City Council of the
City of Newport Beach does hereby adopt Amendment No. 19 to
the Master Street and Highway Plan as shown on a map entitled
Exhibit "A", attached hereto, designating thereon that the
section of Bonita Canyon Road between Palisades Road and
MacArthur Boulevard be changed in designation from a major
street to a secondary street.
BE IT FURTHER RESOLVED that the City Council of the
City of Newport Beach does hereby adopt Amendment No. 20 to the
Master Street and Highway Plan as shown on a map entitled
Exhibit "A", attached hereto, designating thereon that a section
of Avocado Avenue extending from East Pacific Coast Highway to
San Joaquin Hills Road be added to the City of Newport Beach
Master Street and Highway Plan.

Notice of public hearing was published in the Newport Harbor

Background
At its meeting of October 28 , 1968 the City Council , under Reso-
lution No . 6891 , approved a freeway agreement covering the pro-
posed Corona del Mar Freeway and the easterly portion of the pro-
posed Coastal Freeway . Included in the Council action was a re-
quest that the Planning Commission initiate proceedings to upgrade
Bison Avenue to the classification of "Major Street" on the Master
Street and Highway Plan .
Findings of the Planning Commi,s•sion
That section of Bison Avenue extending from Palisades Road on the
west to Mac Arthur Boulevard on the east is currently designated
as a local street westerly of the Corona del Mar Freeway and as a
secondary street easterly of the freeway . It is proposed that
this section be now designated as a major street to be developed
as a six-lane divided arterial . This change is necessitated by
revisions to the freeway construction plans which now call for a
full four-way intersection between the freeway and Bison Avenue .
It was originally anticipated that there would be an interchange
with the freeway at Bonita Canyon Road . However , this interchange
proved to be too close to the necessary interchange at University
Avenue and -so the plans were revised to the current propqsal . It
is now projected that this section of Bison Avenue will align with
the designated major street portion of Bonita Canyon Road at
Mac Arthur Boulevard .
Recommendation of the Planning Commission
After considering the facts presented at the public hearing , the
Commission determined that the Master Street and Highway Plan should
be revised to designate Bison Avenue from Jamboree Road to Mac Arthur
Boulevard as a "Major Street" and recommends that the City Council
concur in such action .

Background

"Primary Street" .
Amendment No . 18 - Bison Avenue
Analysis and Recommendation -
That section of Bison Avenue extending from Palisades Road on the west
to MacArthur Boulevard on the east is currently designated as a local

nated as a major street to be developed as a six-lane divided arterial .

Amendment No . 19 - Bonita Canyon Road
Analysis and Recommendation
The section of Bonita Canyon Road under consideration extends from

Jamboree Road on the west to MacArthur Boulevard on the east; it is
currently designated as a major street . As explained in the dis-
cussion of Bison Avenue , closer analysis of the Corona del Mar Free-
way arterial street interchange system indicated that an interchange
at Bonita Canyon Road was undesirable due to its proximity to
University Avenue . An interchange was , therefore , proposed for
Bison Avenue . This , then , eliminated the need for Bonita Canyon
Road to be a full six-lane divided arterial in this particular section .
It is now proposed that this section of Bonita Canyon Road be re-
designated as a secondary street (four-lane undivided collector) .
The alignment will be changed somewhat to provide a T-intersection at
MacArthur Boulevard .
The staff , therefore , recommends the adoption of this amendment to the
Master Street and Highway Plan .
Amendment No . 20 - Avocado Avenue .
Analysis and Recommendation
The proposed extension of Avocado Avenue from Coast Highway to San
Joaquin Hills Road is recommended for inclusion on the Master Street
and Highway Plan as a primary street (four-lane divided arterial ) . This
extension of Avocado Avenue has been shown for sometime on the various
development and circulation plans of both the Irvine Company and the
City and on the freeway plans studied and approved by the City Council .
It ' s primary function will be to serve as a connection between San
Joaquin Hills Road , a major street on the plan , the Newport Center
area and the Corona del Mar Community . The street will border the
proposed Civic Center site currently under consideration and will
afford secondary access to Newport Center.
Based on this analysis and the service that this street will provide
in the City ' s overall circulation system , the staff recommends that
the Master Street and Highway Plan be amended to designate Avocado
Avenue as a primary street between Coast Highway and San Joaquin Hills
Road.

On October 28, 1968 the City Council approved a freeway agree-
ment covering_the Corona del Mar Freeway and the easterly portion

Enclosed are the following:

2. Copy of proposed Freeway Agreement covering both the Corona del Mar Freeway
and a portion of the Coastal Freeway easterly of the Upper Bay to Buck Gully. '
3. Copy of drawing showing proposed freeway-southeasterly of Buck Gully.
On August 4, 1967 the City received a proposed Freeway Agreement covering a
portion of the Coastal Freeway between Bayside Drive and Or Avenue. The proposed
Freeway Agreement at that time was referred back to the staff to more fully consider •
many of the details that were not directly part of the agreement itself; such as land-
scaping, architectural treatment, and construction scheduling. These matters have been '
discussed with the State Highway Division, The attached letter, dated June 6, 1968,
outlines the State' s position on the questions 'raised by the -City.
On October 10, 1968 the City received a revised Freeway Agreement with drawings,
dated July 16, 1968, covering both the portion of the Coastal Freeway easterly of the
Upper Bay and,the portion of the Corona del Mar Freeway within the present City limits.
As a result of a series of meetings on the Corona del Mar Freeway among ,the State
Division of Highways, The Irvine Company, Orange County Road Department, University of
California, City of Costa Mesa, Collins Radio and the Ci.ty of Newport Beach, a satisfactory
freeway design concept has been developed for the area at the northeasterly end of the
Upper Bay. Because of the rapid progress that has been made in this area, it is felt that
the agreement should be expanded to include the Corona del Mar Freeway.
The geometric's shown on the attached exhibits are •essentially the same as those
that have been shown to the local Chambers of Commerce and have been on display in the
City Hall• during the past year.

Subject: ' Freeway Agreement
In connection with the Freeway Agreement the State has notified 'us that' it will
be necessary for- the City to pass a resolution requesting the connection of Bison Avenue
to the Corona del Mar Freeway.' Bison Avenue is currently shown as a local street on the
Master Plan, and it is proposed that•it be upgraded to a major street status.
The proposed ,Freeway Agreement covers approximately 7.3 miles of freeways within .
the City of Newport Beach, and will complete the agreements for all freeway construction '
easterly of the Upper Bay within the present City• limits. The portion of the Coastal
Freeway easterly of Buck Gully to a downcoast connection with Coast Highway will be .
included in a separate Freewdy' Agreement between the State Division of •Highways and the
County of Orange.
The staff feels that the Agreement is favorable to the City of Newport Beach$ •6
and recommends approval at this time.

Subject: ' Freeway Agreement
In connection with the Freeway Agreement the State has notified us that it will
be. necessary for the City to ,pass a resolution requesting the connection of Bison Avenue
to the Corona del Mar Freeway, . Bison Avenue is currently shown as a local street on the
Master Plan, and it is proposed that it be upgraded to a major street status.
The proposed ,Freeway Agreement covers approximately 7.3 miles of freeways within,,
the City of Newport Beach, and will complete the agreements for all freeway construction. '
easterly of the Upper Bay within the present City limits. The portion of the Coastal
Freeway easterly of Buck Gully to a downcoast connection with Coast Highway will be .
included in a separate Freeway Agreement between the State Division of•Highways and the
County of Orange. ,
The staff feels that the Agreement is favorable to the City of Newport Beach, e
and recommends approval at this time.

RESOLUTION NO. 71�
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF NEWPORT BEACH APPROVING AND
RECOMMENDING CERTAIN AMENDMENTS TO THE
MASTER STREET AND HIGHWAY PLAN
WHEREAS, the Planning Commission and the City Council,
have heretofore adopted a Master Plan which includes as a unit
thereof a Master Street and Highway Plan, with revisions; and
WHEREAS, studies by the Planning Commission reveal
that since the adoption of said Master Street and Highway Plan
there have been changes in conditions which indicate that said
Plan should be amended to show classification changes; and
WHEREAS, in accordance with Section 65351 of the
Government Code the Planning Commission has held a public hearing
to consider the above mentioned amendments;
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Newport Beach does hereby recommend to
the City Council that Amendment No. 18 to the Master Street and
Highway Plan be approved as shown on a map entitled Exhibit "A",
attached hereto, designating thereon that the section of Bison
Avenue extending from Jamboree Road to MacArthur Boulevard be
added to the City of Newport Beach Master Street and Highway Plan.
BE IT FURTHER RESOLVED that the Planning Commission of
the City of Newport Beach does hereby recommend to the City
Council that Amendment No. 19 to the Master Street and Highway
Plan be approved as shown on a map entitled Exhibit "A".
attached hereto, designating thereon that the section of Bonita
Canyon Road between .Palisades Road and MacArthur Boulevard be
changed in designation from a major street to a secondary street.
BE IT FURTHER RESOLVED that the Planning Commission of
the City of Newport Beach does hereby recommend to the City
Council -that Amendment No. 20 to the Master Street and Highway
Plan be approved as shown on a map entitled Exhibit "A",
attached hereto, designating thereon that a section of Avocado
Avenue extending from East Pacific Coast Highway to San Joaquin
Hills Road be added to the City of Newport Beach Master Street
and Highway Plan.
BE IT FURTHER RESOLVED that the Chairman and Secretary
of the Planning Commission are hereby directed to endorse said
amendment and transmit same to the City Council for consideration
and adoption.
Regularly passed and adopted by the Planning Commission
of the City of Newport Beach, State of California, on the 6th day
of February, 1969 .
