HomeMy WebLinkAboutMASTER PLAN AMENDMENT # 21 i I • RESOLUTION NO. 6937 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF III NEWPORT BEACH AMENDING THE PARKS, BEACHES AND RECREATION ELEMENT OF THE MASTER PLAN j WHEREAS, the Planning Commission and the City Council have heretofore adopted a Master Plan which includes as a unit thereof a Parks, Beaches and Recreation element, with revisions; and WHEREAS, studies by the Planning Commission reveal that since the adoption of said Parks, Beaches and Recreation element there have been changes in conditions which indicate that said Master Plan should- be amended; and WHEREAS, the Planning Commission of the City of Newport Beach, after notice as required by law, has held a public hearing on the proposed amendment and has recommended the adoption of the amendment to the Parks, Beaches and Recreation element of the Master Plan; and WHEREAS, the City Council, after notice as required by law, has held a public hearing on said proposed amendment; and WHEREAS, the City Council has determined that it is desirable to amend said Parks, Beaches and Recreation Element of the Master Plan as recommended; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach does hereby adopt an amendment to the Parks, Beaches and Recreation element of the Master Plan as shown on a map entitled Exhibit "All, attached hereto, by including thereon a plan for the location of a network of bicycle trails. First map shows original Harbor Area Trails as outlined by the Committee involving officials from Costa Mesa, Newport Beach, County of Orange, the Irvine Company and interested citizens. It covers a broad master plan of bicycle routes in the whole Harbor Area. 2. The second map shows a refined master plan of trails located within the boundaries of Newport Beach as proposed by the Newport Beach staff committee. Some realignment was done due to consideration of traffic load, points of interest, etc. Also, some seasonal segments were added. 3. The third map shows the Newport Beach plan after consideration by the Planning Commission at a public hearing. The plan was adopted by the Planning Commission after the following changes: A. Delete future ocean front segment between "G" Street and the West Jetty. B. Delete future ocean front segment between 34th Street and the Santa Ana River and -relocate it on Seashore Drive. C. Delete the seasonal route around the outer perimeter of Balboa Island. The plan as offered now will form the basic routes for a network of bicycle trails within Newport Beach. As these routes are implemented, amendments to the plan will be made to Include further desirable segments or to delete any that might prove unsatisfactory. The segments in Newport Beach will still connect with those proposed by the City of Costa Mesa and those proposed for the County of Orange in order to complete a total network as proposed by the original Harbor Area Bicycle Trails Committee. The staff committee recommends that the first segment of implementation be the backbone route between 34th Street and the Peninsula Point. This segment will be included in the 1969-70 capital improvement budget. In the' 1970-71 budget, the balance of the backbone route will be proposed. Future routes and points of interest segments will be proposed in future budget years. �J CITY OF NEWPORT BEACH February 24, 1969 TO : City Council FROM : Planning Commission BY : Planning Department SUBJECT : Master Plan Amendment No . 21 - Bicycle Trails Procedure Followed by the Planning Commission Notice of Public Hearing was published in the Newport Harbor Ensign on January 23 , 1969 , and the Planning Commission conducted a public hearing on this matter on February 6 , 1969 . Application This proposal consists of an amendment to the Parks , Beaches and Recreational Element of the City' s Master Plan to include a plan I for the location of a network of bicycle trails within the City of Newport Beach . The proposal also includes estimated costs and suggestions for implementation . Background At its meeting of October 5 , 1967 , the Planning Commission unani - mously approved in concept the Bicycle Trails Report dated July 25 , 1967. This report set forth in general terms a proposal for the establishment of bicycle trails throughout the City of Newport Beach . On December 11 , 1967 , the City Council concurred in the Planning Commission ' s recommendation and endorsed the report in concept . The City Council at the same time instructed a committee composed of appropriate City staff members to make definitive studies on bicycle trail locations . The results of these studies were approved by the Parks , Beaches and Recreation Commission on December 17 , 1968, and by the Planning Commission , with minor modi - fications , on February 6 , 1969. Findings of the Planning Commission The plan being presented herein is the result of a study conducted by the City staff over the past year and the hearings before the two Commissions . It is composed of four areas of concern : 1 . Backbone route (a.n outline from which future segments can evolve) . AW TO: City Council - 2 . 2 . Future additions (major segments which should be added at some point in time )_. 3. Seasonal segments (areas where cycling would be permitted by season and/or specified hours ) . 4. Point of interest segments ( initial side trips to points of interest which will be followed by a series of segments of this type) . During the study , the staff based its selection of the proposed routes on certain criteria including : (1 ) Scehic value ( local color as well as panoramic view) . (2 ) Changes i.n elevation to add interest for the cyclist. (3) Relationship to parks , points of interest , schools , etc . (4) Final destinations . (5 ) ' Traffic conditions . (6 ) Connections with routes being designed by other agencies . ( 7 ) Ease of travel for bicycles . Additionally , the Staff Committee consulted with those community associations Which expressed interest on the subject of bicycle trails and their location . Initially , the precise plan for bikeways will relate to existing roads and sidewalks only. This is true of a majority of the routes that are started throughout the nation . However, after acceptance by the community , routes will usually extend to flood control channel levies , wilderness pathways and other areas where the serenity 'of bicyclists is not violated by motorized vehicles . Therefore , initial development costs will be based on installa- tion of bikeway signs and installation of a few access ramps . The following information identifies the cost anticipated to develop the entire precise plan as proposed : TO : City Council - 3 . Segment Miles Signs Cost _ Backbone 21 . 1 375 $ 4,000 Future Additions 8. 3 158 1 ,600 Side Trips 3 . 6 100 1 ,000 Seasonal 1 . 5 75 1 ,000 TOTALS 34 . 5 708 $ 7 ,600 10% Contingencies + 760 $ 8 ,360 Both the Planning Commission and the Parks , Beaches and Recreation Commission also suggest that the Balboa Peninsula area be desig- nated as the first stage development . This 3 . 69 mile long section extending from 36th Street to the tip of the peninsula will require 100 signs and will cost approximately $1 ,000 . Recommendation of the Planning Commission After considering the facts presented at the public hearing , the Planning Commission approved the recommendation of the staff with the following modifications : 1 . That the seasonal trails ' segment on Balboa Island be eliminated . 2 . That the future trails ' segment along the ocean front at the easterly end of the peninsula be eliminated . 3 . That the future trails ' segment designated along the ocean front in the West Newport Area be redesignated along Seashore Drive . The Commission recommends the adoption of this amendment to the Master Plan to the City Council for the following reasons : 1 . Cycling has become recognized as a healthful and recreational way of life and its inclusion in the recreational element of a master plan is a logical extension of a city ' s policy to provide for the recreational enjoyment and needs of its citizens . 2 . Since there are about 12 ,000 cyclists in the City of Newport Beach , the inclusion of a bicycle trails ' system in the City ' s Master Plan and' its implementa- tion will identify the trail system and the precise locations where cyclists may ride and visit the various , points of interest in the City. 0 TO : City Council - 4. 3. The proposal also includes estimated costs and suggestions for implementation . The proposal is being made on behalf of the Parks , Beaches and Recreation Commission . Background At its meeting of October 5 , 1967 the Planning Commission unanimously approved in concept the Bicycle Trails Report dated July 25 , 1967 . This report set forth in general terms a proposal for the establish- ment of bicycle trails throughout the City of Newport Beach . On December 11 , 1967 the City Council concurred in the Planning Commis- sion ' s recommendation and endorsed the report in concept . The City Council at the same time instructed a committee composed of appropri - ate city staff members to make definitive studies on bicycle trail locations . The results of these studies were approved by the Parks , Beaches and Recreation Commission on December 17 , 1968 and are now being presented for Planning Commission approval . Analysis The plan being presented to the Commission is the result of a study conducted by the City staff over the- past year . It is composed of four areas of concern : 1 . Backbone route (an outline from which future segments can evolve) . 2. Future additions (major segments which should be added at some point in time) . 3 . Seasonal segments (areas where cycling would be permitted by season and/or specified hours ) . 4. Point of interest segments ( initial side trips to points of interest which will be followed by a series of seg- ments of this type) . TO : Planning Commission - 2 . During the study , the staff based its selection of the proposed routes on certain criteria including : ( 1 ) Scenic value ( local color as well as panoramic view) . (2 ) Changes in elevation to add interest for the cyclist . (3 ) Relationship to parks , points of interest , schools , etc . (4) Final destinations . (5) Traffic conditions . (6 ) Connections with routes being designed by other agencies . (7 ) Ease of travel for bicycles . Additionally , the Staff Committee consulted with those community associations which expressed interest on the subject of bicycle trails and their location . Initially, the precise plan for bikeways will relate to existing roads and sidewalks only. This is true of a majority of the routes that are started throughout the nation . However , after acceptance by the com- munity , routes will usually extend to flood control channel levies , wilderness pathways and other areas where the serenity of bicyclists is not violated by motorized vehicles . Therefore , initial development costs will be based on installation of bikeway signs and installation of a few access ramps . The Parks , Beaches and Recreation Commission also recommends that the Balboa Peninsula area be designated as the first stage develop- ment . This 3 . 69 mile long section extending from 36th Street to the tip of the peninsula will require 100 signs and will cost approx- imately $1000 . Recommendation The staff recommends that the Planning Commission approve this amend- ment to the Master Plan and recommend its adoption to the City Council for the following reasons : 1 . Cycling has become recognized as a healthful and recreational way of life and its inclusion in the recreational element of a master plan is a logical extension of a city ' s policy to provide for the recreational enjoyment and needs of its citizens . 2 . Since there are about 12 ,000 cyclists in the City of Newport Beach , the inclusion of a bicycle trails system in the City ' s Master Plan and its implementa- tion will identify the trail system and the precise locations where cyclists may ride and visit the various points of interest in the City . 3 . The plan will ultimately connect with routes being planned by the City of Costa Mesa and will conform generally to the Master Plan of Bicycle Trails as proposed by the County of Orange for the entire Harbor Area. Hawley Senior Planner DAG : BNH : hh Attachment: Proposed Master Plan of Newport Beach Bike Trails RESOLUTION NO. 720 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH APPROVING AND RECOMMENDING AN AMENDMENT TO THE PARKS, BEACHES AND RECREATION ELEMENT OF THE MASTER PLAN WHEREAS, the Planning Commission and the City Council have heretofore adopted a Master Plan which includes as a unit thereof a Parks, Beaches and Recreation element, with revisions ; and WHEREAS, studies by the Planning Commission reveal that since the adoption of said Parks, Beaches and Recreation element there have been changes in conditions which indicate that said Master Plan should be amended; and WHEREAS, the Parks, Beaches and Recreation Commission of the City of Newport Beach has recommended that a network of bicycle trails be included in the Parks, Beaches and Recreation element of the Master Plan; and WHEREAS, the Planning Commission has held a public hearing to consider the above mentioned amendment; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Newport Beach does hereby recommend to the City Council that the Parks, Beaches and Recreation element of the Master Plan of the City of Newport Beach as shown on a map entitled Exhibit "A", attached hereto, be amended by including thereon a plan for the location of a network of bicycle trails . BE IT FURTHER RESOLVED that the Chairman and Secretary of the Planning Commission are hereby directed to endorse said amendment and transmit same to the City Council for considera- tion and adoption.
