A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ADOPTING AMENDMENT NO. 22 TO THE
MASTER STREET AND HIGHWAY PLAN
WHEREAS, the Planning Commission and the City Council
have heretofore adopted a Master Plan which includes as a unit
thereof a Master Street and Highway Plan, with revisions; and
WHEREAS, studies by the Planning Commission reveal
that since the adoption of said Master Street and Highway Plan
there have been changes in conditions which indicate that said
Plan should be amended to show new alignments, additions, street
name corrections and classification changes; and
WHEREAS, the Planning Commission of the City of Newport
Beach, after notice as required by law, has held a public hearing
on the proposed amendment and has recommended the adoption of
the amendment to the Master Street and Highway Plan; and
WHEREAS, the City Council, after notice as required by
law, has held a public hearing on said proposed amendment; and
WHEREAS, the City Council has determined that it is
desirable to amend said Master Street and Highway Plan as
recommended;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach does hereby adopt Amendment No. 22
to the Master Street and Highway Plan as shown on a map entitled
Exhibit "A", attached hereto, designating thereon that the south-
westerly section of the Newport Freeway (Highway 55) should be
aligned westerly of Superior Avenue and be added to the City of
Newport Beach Master Street and Highway Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ADVISING THE ARTERIAL HIGHWAY
FINANCING PROGRAM ADVISORY COMMITTEE OF CERTAIN
CHANGES IN THE MASTER STREET AND HIGHWAY PLAN
OF THE CITY OF NEWPORT BEACH AND REQUESTING THAT
SAID CHANGES BE ADOPTED INTO THE COUNTY ARTERIAL
HIGHWAY MASTER PLAN AND MADE ELIGIBLE FOR
INCLUSION IN THE ARTERIAL HIGHWAY FINANCING
PROGRAM
WHEREAS, the City of Newport Beach is a participant in
the Orange County Arterial Highway Financing Program; and
WHEREAS, the County of Orange Arterial Highway
Financing Program Procedure Manual requires that each city that
intends to participate in said program adopt a resolution inform-
ing the Advisory Committee of any changes made to the Arterial
Highway Master Plan within said city; and
WHEREAS, on February 24, 1969, by adoption of
Resolution No. 6933, the City Council adopted a Revised Master
Street and Highway Plan of the City of Newport Beach, which
reflected certain changes shown on Exhibit "A" which is attached
hereto; and
WHEREAS, on June 5, 1969, the City of Newport Beach
Planning Commission recommended that the Master Street and
Highway Plan of the City of Newport Beach be revised to reflect
the changes shown on Exhibit "B" which is attached hereto;
NOW, THEREFORE, BE IT RESOLVED that the City Council
hereby requests the Arterial Highway Financing Program Advisory
Committee to take action to cause the inclusion of said changes
in the Orange County Master Plan of Arterial Highways, as shown
on said Exhibits "A" and "B", in order that said streets may be
included in the County Arterial Highway Financing Program.

PRESENTATION BY MAYOR MARSHALL BEFORE THE DIVISION OF HIGHWAYS ON THE SUBJECT OF REALIGNMENT
OF THE SOUTHERN PORTION OF THE NEWPORT FREEWAY
FEBRUARY 18, 1969
Mr. Chairman and Representatives from the California State Division of Highways:
I appreciate this opportunity to appear before you this morning to present the position
of the City of Newport Beach regarding the selection of a route adoption for the Newport
Freeway.
The City of Newport Beach is vitally concerned about the location of the Newport Freeway
and the preservation of Newport Boulevard as a major local arterial .. By a unanimous vote
the City Council has passed a resolution urging the adoption of a new alignment for the
Newport Freeway along Superior Avenue in place of the presently adopted route on Newport
Boulevard. The City will support any of the proposed routes that will accomplish a
realignment along Superior Avenue.
The existing Newport Boulevard was adopted as a freeway route in 1944. At that time
no public hearings were held. The planning concept was simply to upgrade an existing State
route to freeway standards. Since then, Newport Boulevard has developed into a high
capacity six lane divided arterial street which is now the principal traffic link between
the cities of Costa Mesa and Newport Beach. Preservation of this major local arterial is
a matter of great importance to the entire harbor area.
In this harbor area a 1944 population of approximately 20,000 has now grown to 120,000.
The 1985 projection is 270,000. At the present time the number of summer weekend visitors
to Newport Beach often approachs 250,000. This figure in the foreseeable future could
climb to a half million. To accommodate the resulting traffic demands, we must develop a
total street planning concept. We are convinced that both a north-south freeway and Newport
Boulevard, as a high capacity local arterial , will be required.
Already the summer ADT for Newport Boulevard exceeds 30,000 vehicles per day, The lack
of alternate routes in the area would require the detouring of these vehicles through the
construction zone if the Newport Freeway were to be placed on a Newport Boulevard alignment.
By the selection of a route away from Newport Boulevard the need to disrupt large volumes of
local traffic and the need for costly detouring would be largely eliminated.
Representatives from the City of Newport Beach have reviewed with Costa Mesa representa-
tives the studies for the proposed relocation of the Newport Freeway prepared by Division VII.
We appreciate very much the cooperation shown by our neighbors, and their sincere efforts to
work with us to preserve the major local arterial that now connects our cities. In addition,
we appreciate the resolution passed by the Orange County Board of Supervisors supporting a
Superior Avenue alignment.
We also want to thank the State Highway Commission and the division staff for the care-
ful consideration given to our traffic needs.
In closing, we again urge the adoption of a new alignment along Superior Avenue for
the southerly terminus of Newport Freeway.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH URGING THE CALIFORNIA HIGHWAY -
COMMISSION TO ADOPT A SUPERIOR AVENUE ALIGNMENT
FOR THE ROUTE 55 (NEWPORT) FREEWAY
WHEREAS, on October 7, 1968, the City Council of the
City of Newport Beach adopted a resolution requesting the
California Highway Commission to reopen the matter of the
alignment of the southerly terminus of the Newport Freeway; and
WHEREAS, the City of Newport Beach is vitally concerned
over the location of the Newport Freeway and the preservation of
Newport Boulevard as a major local arterial street; and
WHEREAS, the City Council has carefully reviewed the
alternate routings within the City of Newport Beach, and has
determined that the harbor area's traffic- needs would best be
served by the preservation of Newport Boulevard as a major
arterial street which would be accomplished if the Superior
Avenue alignment is adopted;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of Newport Beach urges the California Highway Commission to
adopt an alignment along Superior Avenue for the Route 55
(Newport) Freeway in place of the presently adopted route along
Newport Boulevard.
BE IT FURTHER RESOLVED that the Mayor of the City of
Newport Beach is authorized and instructed to present the City's
position in this matter before the Public. Hearing to be held by
the State Division of Highways on February 78, 1969, at the
Orange County Fair Grounds .

Background

. . to adopt an alignment along Superior Avenue for the Route 55
(Newport) Freeway in place of the presently adopted route along
Newport Boulevard. "
In the report of the Newport Freeway Alignment Study prepared by
the State Highway Engineer , it was recommended that the California
Highway Commission adopt the most westerly Superior Avenue align-
ment of the four realignments considered in the study . The State
Highway Engineer ' s report , therefore , concurred with the recom-
mendation of the City Council .
The existing Newport Boulevard was adopted as a freeway route by
the State in 1944. The planning simply called for the upgrading
of an existing State highway to freeway standards .
Analysis
An analysis of the existing street and highway system points out
a deficiency in the north-south access between the cities of
Newport Beach and Costa Mesa -- Newport Boulevard representing
the only major street connection . Recognizing this existing
deficiency , replacing a major street with a freeway would not
completely alleviate the problem. During the summer months
average daily trips along Newport Boulevard currently exceed
30,000 vehicles per day. Traffic demands will only increase as
the population of Newport Beach increases from its present esti -
mate of 45 ,200 to a 1985 estimate of 120 ,000 and as the population
of the harbor area increases from 120 ,000 to 270 ,000 in the same
time span . From this and recent traffic studies , it can be con-
cluded that both a north-south freeway and Newport Boulevard
would be required to adequately accommodate the future traffic
demands of the area .
This analysis conforms to that conducted by the City Council in
their consideration of the freeway alignments and their adoption
of Resolution No . 6927 .

SUBJECT: REVISIONS TO MASTER PLAN OF STREETS AND HIGHWAYS. ,
It is requested that the following changes to the Street Master
Plan be initiated as soon as possible:
1. Show the Newport Freeway on a Superior Avenue alignment ._
rather than on a Newport Boulevard alignment as presently
shown. The new location would be in accordance with the
: City.'s official position as expressed in Resolution
No. 6927, adopted on February 10, 1969. This proposed
revision to the Master Plan was informally approved by
the Council at the study session on March 10, 1969.
2. Add 32nd Street between Newport Boulevard and Lafayette
Avenue, and also between Balboa Boulevard and Seashore
Drive.; with the classification to be a secondary high-
way,. This upgrading Would correspond to present traffic
planning and with the recommendations of' the Wilbur
Smith report* . This proposed revision is staff initiated.
