RESOLUTION NO. 7 0 3 9
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ADOPTING AN AMENDMENT TO THE MASTER
LAND USE PLAN (AMENDMENT NO. 24) TO ESTABLISH A
CIVIC CENTER SITE FOR THE CITY OF NEWPORT BEACH
WHEREAS, the Planning Commission and the City Council
have heretofore adopted a Master Plan which includes as a unit
thereof a land use element, with revisions; and
WHEREAS, studies by the Planning Commission reveal that
since the adoption of said land use element there have been changes
in conditions which indicate that said Master Plan should be
amended; and
WHEREAS, in 1968 the City of Newport Beach retained
consulting firms of architects and economists to evaluate potential
locations for the new City civic facilities ; and
WHEREAS, the Planning Commission of the City of Newport
Beach, after notice as required by law, has held a public hearing
on the proposed amendment, and has recommended the adoption of
the amendment to the land use element; and
WHEREAS, the City Council, after notice as required by
law, has held a public hearing on said proposed amendment; and
WHEREAS, the City Council has determined that it is
desirable to amend said Master Land Use Plan, as recommended;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach does hereby adopt Amendment No. 24 to
the Master Land Use Plan, as shown on a map entitled Exhibit' "A",
attached hereto, designating thereon that the site consisting of
approximately 19.23 acres located northeasterly of East Coast
Highway and Newport Center Drive, and westerly of the future
prolongation of Avocado Avenue, be added to the City of Newport
Beach Master Land Use Plan as a Civic Center facilities site;

BE IT FURTHER RESOLVED that the Planning Director is
authorized and directed to endorse the Master Land Use Plan map
to show that Amendment No. 24 has been adopted by the City Council,
and the same be placed on file with the Master Plan of the City
of Newport Beach.

At its meeting on July 3 , 1969 , the Newport Beach City Planning Commis-
sion held a public hearing to consider Master Plan Amendment No . 24 to
establish a Civic Center site for the City of Newport Beach to be loca-
ted in the 100 and 200 block of Newport Center along the east side of
Newport Center Drive , north of East Coast Highway . The Civic Center will
have an area of 19. 23 acres containing City building , other governmental
buildings and certain cultural facilities . Copies of the following are
attached :
1 . Planning Department Staff report dated June 27 , 1969 .
2. Map showing location of Master Plan Amendment .
The Planning Director addressed the Commission regarding this proposed
amendment. There were no questions or comments from the public . After
discussion the Planning Commission unanimously recommended that Master
Plan Amendment 24 be adopted and that the Master Land Use Plan be
amended to establish the Civic Center site for the City of Newport
Beach as described above .

Center will have an area of 19 . 23 acres con-

Planning Director Wilson had on display a model
of the proposed Civic Center site showing the
alignment of the proposed freeways and inter-
changes in relation to the site .
After discussion , the Commission adopted Reso- Motion x
lution No . 723 recommending to the City Council Second r,
the adoption of Master -Plan Amendment No . 24 . All Ayes

Amend the Master Land Use Plan to establish a
Civic Center Site, for the City of Newport Beach
Application_
The subject proposal is to amend the existing Master Land Use Plan
to include and designate the location of a proposed Civic Center
for the City of Newport Beach . The site to be designated consists
of about 19 . 23 acres located in the 100 and 200 Blocks of Newport
Center, northeasterly of East Coast Highway and Newport Center
Drive . Access to the site ultimately will be provided by Avocado
Avenue on the east and Newport Center Drive on the west , both
primary streets and by the future Corona del Mar and Pacific
Coast Freeways., and by East Coast Highway .
Background
The existing Master Land Use Plan was first adopted by the Planning
Commission in December 1957 and by the City Council in January 1958 .
There have been several -subsequent amendments to the land use element ,
the last one being earlier this year when the bicycle trails system
was added .
In 1968 (as a result of previous studies conducted since 1966) the
consulting firms of Welton Becket and Associates and Economics Research
Associates were commissioned by the City to evaluate three sites as
potential locations for the City ' s civic facilities .- The findings of
their study indicated that the site proposed in the Newport Center
Complex was the most desirable . The two firms recommended that the
City actively pursue the acquisition and development of this site as
a Civic Center. The findings of the study were accepted by the City
Council early in 1969 with the Council going on record as supporting
the establishment of the Civic Center on the Newport Center site .
Analysis
The Master Plan as presented by Hahn , Wise and Associates and as main-
tained by the City serves more as a master zoning map rather than as
a guide to future development . This is exemplified by the fact that
two of the three objectives of the plan were "To preserve , and to
improve where practicable , the zoning pattern for these annexation
areas . . . " .

The plan was composed of only three elements -- land use , circula-
tion , and parks , beaches and recreation ; it did not contain a public
facilities or public buildings element so therefore made no investi -
gations or recommendations concerning a civic center. However , the
proposed location of the Civic Center is in an area designated on
the plan for professional , multiple residential , hotel and motel uses .
Therefore , the Civic Center location would not be inconsistent with
the plan .
The deficiency in the preparation of the plan has been alleviated
by the Civic Center Site Selection Study and the recommendations con-
tained therein , and by the acceptance of the findings by the City
Council . The lack of a civic center location on the plan itself can
be corrected by amending the plan as per the recommendation of the
Civic Center Study .
It might be added that the Master Capital Improvement Plan as adopted
in 1964 and amended in 1966 outlined existing and proposed locations
of certain public facilities such as schools , parks , fire stations
and libraries but , like the Master Land Use Plan , made no comment or
recommendations concerning a civic center.
Recommendation
The Planning staff recommends that the Master Land Use Plan be amended
to designate the location of a future Civic Center in the southeasterly
portion of the Newport Center and that the Commission recommend this
amendment for adoption by the City Council .
This . recommendation is based on the following findings :
1 . The proposed site will be close to the future geographic
and population centers of the community.
2 . The site contains adequate land area for the services to
be provided.
3 . Excellent access to the site will be provided from both
the freeway and local arterial street systems .
4. The development of a civic center at this location will
be compatible with the existing and proposed surrounding
uses .
5. The economics involved in this site -- land costs and
development costs -- have been shown to justify this site
over other sites considered .
