SPECIAL NOTICE REGARDING COVID-19
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of COVID-19.
On March 12, 2020, Governor Newsom issued Executive Order N-25-20, which allows City Arts Commissioners to attend
City Arts Commission meetings by electronic means. Please be advised that to minimize the spread of COVID-19, City
Arts Commissioners may attend this meeting either electronically or telephonically.
Also, please be advised that on March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows for the
public to participate in any meeting of the City Arts Commission telephonically or by other electronic means. Given the
health risks associated with COVID-19, the City of Newport Beach will conduct this meeting via Zoom. As a member of
the public, if you would like to participate in this meeting, you can participate via the following options:
1.You can submit your questions and comments in writing for the City Arts Commission to consider. Please send
them by email to the Library Services Department at ArtsCommission@newportbeachca.gov by Wednesday, March 10,
2021, at 4:00 p.m. to give the City Arts Commissioners time to consider your comments. All emails will be made part of

The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the City Arts Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and
that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are
within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a
reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will

Library Services Director Hetherton stated that Cultural Arts expenditures are on track. Cultural Arts is currently paying invoices for Phases 5 and 6 of the sculpture exhibition. There were also funds spent on maintenance in January; otherwise, there is little

spending due to COVID-19. There may be an increase in spending in the spring with the
art show and potential for summer concerts.
3.Cultural Arts Activities – Monthly review of cultural arts activities from
the Library Administrative Office for upcoming Library and City arts events
and services
Library Services Director Hetherton introduced Camille Escareal-Garcia, the new Cultural Arts Assistant. She previously worked part time for the Library. Cultural Arts Assistant Escareal-Garcia stated her excitement for the position.
Director Hetherton reported the Sculpture Photo Contest ended on January 31st with 330 submissions from 45 photographers. The Art in Public Spaces Ad Hoc Subcommittee will review the submissions and make recommendations to the Art Commission in March.
Motion made by Chair Little, seconded by Commissioner Simon, and carried (4-0-0-3) to approve the Consent Calendar.

VI.CURRENT BUSINESS
A.Items for Review and Possible Action
4.Cultural Arts Grants, Fiscal Year 2020-2021 - Staff recommends thatthe City Arts Commission review the grant applications and approve the
recipients for recommendation to City Council for FY 2020/21 CulturalArts Grants in accordance with City Council Policy I-10 – Financial
Support for Culture and the Arts.
Chair Little explained she assigned Commissioners Kaufman and Simon to the Ad Hoc
Subcommittee and requested they present their report. The public can access the document from the library website.
Commissioner Simon explained the subcommittee reviewed nine grant applications, two of which were new applicants and the other seven were previous grant awardees. They used the criteria as defined by the City Council Policy 1-10 and the Cultural Arts Grants Scoring Sheet.
Commissioner Kaufman summarized the nine applications received as follows:
•The Arts & Learning Conservatory requested $2,500 and estimate the program
will serve 55 residents by making the Ensign Middle School’s musical theatreprogram virtual.
•Backhausdance requested $4,000 to serve 275 residents with a new programcalled Dance Expressions: Creativity and Choreography aimed at movement for

high school students. Dance and creative movement instruction are not currently
included in K-12 core curriculum, so this program will most likely be popular.
•Baroque Music Festival, CDM requested $4,000 to serve an estimated 650
residents. The funds will be designated for 1) a prerecorded virtual presentationof a Bach Keyboard Extravaganza and a ticketed event, and 2) subsidized $5student tickets to the live concerts during festival week.
•The Chuck Jones Center for Creativity requested $8,000 to serve 192 residents55 years of age and older. The program is called Food for Thought and it is their
adult health brain program which will be held virtually over four weeks.
•The Inland Futures Foundation is a new applicant that requested $5,000 to serve
an estimated 5,800 residents per month. The program is to support the fundingfor the filming of an episode of the second season of Uncovered in the Archivesfocused on the history and culture of the City of Newport Beach. It will air on PBSaffiliate KCBR.
•Kontrapunktus requested $2,000 to potentially reach 5,000 residents. This will
cover 1) the spring production of a virtual prerecorded concert called Opus 6:
The Music of Handel and 2) a spring Master Class course in cello and violin formiddle and high school students.
•The Laguna Playhouse requested $5,000 to serve an estimated 650 residents.The program is a presentation though The Theatre for a New Generation
Program of The Outsiders. The first streaming will include a live panel discussionon the topic of social equity. The program is targeted at teens to adults ages 14to 25.
•The Pacific Symphony requested $5,000 for their Class Act Program, which isestimated to serve 875 elementary school students. The program has been
adopted for virtual delivery instead of assemblies and a field trip.
•South Coast Repertory requested $5,000 to serve an estimated 700 residents for
two presentations through the Theatre for Young Audiences Program. Thisprogram has been adopted for virtual delivery including an online classroomviewing of Red Riding Hood and six ticketed live outdoor productions of You’re a
Good Man, Charlie Brown.
Commissioner Simon stated that they recommend three of the nine applications not be funded. First, Kontapunktus has requested 50% funding of the project cost, but had a surplus in excess of $25,000 last year and anticipate a surplus of over $68,000 this year. Therefore, they should fund the project themselves. Second, Chuck Jones Center for Creativity requested $8,000 and funds 46% of the project cost. However, the committee feels the organization is not fiscally prudent since 63% of their income is spent on
marketing, advertising, and administration. Third, Inland Futures requested $5,000 and funds a single episode that may not have widespread availability in Newport Beach and is lower on the I-10 list of priorities.
Commissioner Simon stated the Ad Hoc Subcommittee recommends the remaining requests be accepted and funded in full. He provided the Commission with a summary of
the fiscal responsibility of the remaining organizations. The total amount to be granted is $25,500 with the total requested $40,500. The City Arts Commission Grants Budget was $30,000. The Ad Hoc Subcommittee recommends the remaining $4,500 be spent on a program to be determined later in the fiscal year.

Chair Little thanked Commissioners Kaufman and Simon for their work. She liked the
idea of reserving the $4,500.
Secretary Flanagan agreed with the Ad Hoc Subcommittee and commended them for a job well done. She also approved of reserving the $4,500.
Chair Little asked for public comment. Newport Beach Resident Jim Mosher commended the Ad Hoc Subcommittee on their analysis. He stated that the PBS Station’s letters were transposed, and it should be KVCR. He did not believe the station was available in Newport Beach even with cable service.
Chair Little noted she was also unable to find KVCR.
Commissioners voted and approved the following grantees: ⋅ Arts & Learning ($2,500) ⋅ Backhausdance ($4,000) ⋅ Baroque Music Festival-CDM ($4,000) ⋅ Laguna Playhouse ($5,000) ⋅ Pacific Symphony ($5,000) ⋅ South Coast Repertory ($5,000) The balance of $4,500 will be retained by the CAC for possible future programming.
Motion made by Chair Little, seconded by Secretary Flanagan, and carried (4-0-0-3) to approve the Cultural Arts Grants for the Fiscal Year 2020-2021 as allocated by the Ad Hoc Subcommittee listed above.

5.Recommendation for Acceptance of Donated Art – The Art in Public
Spaces Ad Hoc Subcommittee recommends that the Commission acceptdonated painting, Grandma’s Spirit by Thekla Hathaway Hammond, into
the City’s art inventory.
Chair Little explained the Art in Public Spaces Ad Hoc Subcommittee met with Mr. David Kuhn, Jr., a Newport Beach resident, to discuss the denotation of a painting by his late
sister, Thekla Hathaway Hammond, to the City. Ms. Hammond studied at the University of California, Santa Barbara and exhibited her work from 1972 to 2016. “Grandmother’s Spirit” was completed in 1995. Chair Little provided the dimensions and noted Mr. Kuhn agreed to the conditions in Council Policy I-11. Chair Little and Vice Chair Greer acting as the Ad Hoc Subcommittee viewed the painting, liked the piece, and recommend that the City acquire it. She presented a picture of the painting to the Commission. The piece has not been professionally appraised, but Ms. Hammond’s work sells for $10,000 and up.
Commissioner Simon stated he lives near Mr. Kuhn and was able to view the painting. He said the pictures do not do the piece justice as it is beautiful. He felt it should be
displayed on a wall of at least 8 or 9 feet.

Chair Little stressed again that the piece is beautiful in person.
Secretary Flanagan appreciated the other Commissioner’s comments as she was not impressed with the photographs.
Commissioner Kaufman said she hoped to see the piece in person someday.
Commissioner Simon explained Ms. Hammond’s paintings sell for $10,000 to $20,000. Most of her work is large, as is “Grandmother’s Spirit,” and the City should acquire it and display it prominently.
Library Services Director Tim Hetherton said he made an error in the staff report. The Art
Commission approves the piece for inclusion in the City art inventory, but it does need to go to City Council. The Motion to approve should state “The Arts Commission recommends the City Council approve “Grandmother’s Spirit” for inclusion in the City art
inventory.
Commissioner Simon asked if the City Council should view the painting as he thought
that could be arranged.
Library Services Director Tim Hetherton said that had been done before and if allowed he would do so with this request, but the item will most likely be on Consent Calendar and approved as a slate.
Chair Little requested public comment. Newport Beach Resident Jim Mosher thought that absent a definite idea for placement he would recommend the Commission not accept the donation. He explained that past Arts Commissions acquired pieces and the Library ended up with a storeroom full of art.
Library Services Director Tim Hetherton said that was not accurate. The City maintains wall art in the art inventory that can be displayed in offices and then switched out. Generally permanent places are secured for sculptures and the like. The Arts
Commission could recommend a site to the City Council or allow the piece to go into the art inventory to be displayed in offices. He felt the art hung in City offices was a personal choice by the staff.
Motion made by Commissioner Simon, seconded by Chair Little, and carried (4-0-0-3) to approve the recommendation to the City Council to approve “Grandmother’s Spirit” for inclusion in the City art inventory.

7.Newport Beach Art Exhibition Ad Hoc Subcommittee –Commissioners Maureen Flanagan, Arlene Greer, Marie Little
Chair Little reported the call for entries opened on February 1st. This will be the 56th annual Newport Beach Art Exhibition for paintings, drawings, sculpture, mixed-media, and photography. First prize is $300, second prize is $200, third prize $100, juror’s choice $200, and people’s choice $100. The event is all ages and scheduled for Saturday, June 26, 2021. Online call for entries is at www.callforentry.org and further information is available at www.newportbeachca.gov/culturalarts.

•Chair Little had two announcements:
° Commissioner Simon has stepped down as NBAF liaison. She thanked him for his time served and announced Secretary Flanagan would take the position for the remainder of 2020-2021. Chair Little will make the appropriate announcements.
° Vice Chair Greer was unable to attend the meeting due to the death of her mother. The Commission keeps the Vice Chair and her family in their hearts.
•Chair Little wanted the following added to the Consent Calendar:
° Art in Public Spaces Ad Hoc Subcommittee will meet to discuss locations for donation.
° Community Arts Survey will be reported by the special Ad Hoc Subcommittee.
° Sculpture exhibition photo contest Ad Hoc Subcommittee will recommend winners.
VIII.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Newport Beach resident Jim Mosher reported that the Art Commission’srecommendations for the Phase VI Sculpture exhibit was presented to and accepted bythe City Council. There were several comments about how the selections were made,
particularly by Council Members Brenner and Dixon. They hoped the way the entrieswere evaluated would change in the future, in particular giving preference to local artistsand more weight to the public survey. They further suggested a City Council studysession on the selection process. Mr. Mosher suggested the Commission watch thevideo of the Tuesday, February 9, 2021, Council Meeting.
Chair Little stated she watched the Council Meeting and that the Commission was awareof what happened and would address it.

TITLE: Cultural Arts Activities for February 2021
Sculpture Exhibition in Civic Center Park, Phase VI
At their February 9, 2021 meeting, Newport Beach City Council approved the ten sculptures and three
alternates recommended by the City Arts Commission for exhibition within Civic Center Park. The ten
sculptures will be on display for a two-year period, with installation commencing in May 2021.
Approved sculptures include:
Sculptor Chris O’Rourke withdrew his piece Windows from the exhibition, and it has been replaced by
1st alternate Leaf Spiral.
City Art Inventory
Cultural Arts Assistant Camille Escareal-Garcia is currently conducting the annual inventory of City-
owned art.
Local History Project
Camille is also working on a project documenting National, State, County, and City historically
designated buildings and landmarks in Newport Beach and presenting this information on the Local
History web pages.

"Animal Kingdom+", mixed media: wood and watercolor by Michael Crook

(A Little Nip for Mom by Michael Crook)
The Newport Beach City Arts Commission presents "Animal Kingdom+", an exhibition of mixed media
wood and watercolor works by artist Michael Crook, on display at the Newport Beach Central Library
gallery.
Michael Crook creates hand-carved wildlife art pieces from various types of hardwoods and hand-
paints them using opaque watercolors. Born in Lincoln, Nebraska and raised in Sierra Madre, California,
Crook has worked in various media, including painting and drawing, photography, silversmithing,
stained glass, ceramics, printmaking, and woodworking.
While serving in the Army in the late 1960s, Crook was a Combat Artist in Vietnam. His works from that
time are now the property of the Military History Department of the U.S. Army and were, at one time,
displayed at the Pentagon. Since 1994, he has participated in many art shows around Southern
California, including 18 years at the Art-A-Fair in Laguna Beach.
Michael lives in Newport Beach with his wife Pamela and their cat, Coal.
The exhibition will be on display March 8 through May 7, 2021, during the library's modified operating
hours.

TITLE: Community Arts Survey Results
RECOMMENDATION:
The Community Arts Survey Ad Hoc Subcommittee will present the results of the recent public
arts survey.
DISCUSSION:
In November 2019, the City Arts Commission asked staff to draft a public art survey to capture
basic information from the public concerning art in the community. The survey was initially
presented to the City Arts Commission at the March 2020 regular meeting. The Commission
implemented revisions and the survey (ATTACHMENT A) was disseminated on September 14,
2020. The survey closed on November 9, 2020.
A summary including written responses from the public is attached (ATTACHMENT B).
NOTICING:
This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting
at which the City Arts Commission considers the item).

Would it be feasible to add an app corresponding to the pieces in the Civic Center Sculpture Garden which could provide more information about the artists and
their work? Some have extraordinary back rounds, such as Gerardo Hacer from the first group of artists in 2014, and Stephanie Bacciero whose work is currently
displayed.
I like the sculptures at Civic Center. I thought the kerfuffle over the bunnies was inane. I enjoy their sense of whimsy. Big fan of the rotating exhibits in the
Central Library. It makes art so accessible without a large time commitment and it gives me a chance to see several different artists and styles. Loved Rex

It was always my hope that the Arts Commission would create an annual arts exhibition of some sort . Something on the sale of the annual film festival.

As a journalist who covers the NBFF every year since year 9, I feel that Newport Beach is my second home and the events feature in the city need to remain
classy, yet colorful.
A place to learn and share knowledge
Public funds Should go to art lectures and exhibitions not to receptions or parties that you to try to be in the magazine page not for the people or the community.
25 years in NB, now visit twice a tear Have relationships with several gallery owners and think it's time to ENHANCE NB into a higher sophistication
Art education programs haven't been addressed. Perhaps programs like water coloring, working with Clay, etc. for different ages.
I encourage our city government to be more supportive of the arts.
Let's not forget the literary arts. This is all about visual art and music, which is great, but the literary arts--authors, plays--is important, no? I run the Pen on Fire
speaker series that began in Corona Del Mar at Scape Gallery and moved to the Lido Bookstore. We are on hiatus now, due to COVID-19, but when we held
events, we got 30-50 people.
We already have the Laguna Beach, future IMA and Chapman's for local art. Focus must be on world-class art, great national and international exhibitions, while
aiming at getting closer to LACMA and The Getty.. Same for the Performing Arts, YES, but ONLY if better than all existing ones. Construction is too costly for
second-rate venues.
My personal experience is with both SCFTA and museums. I would love to see more outdoor entertainment, varied, kept simple (not whole orchestra) and
weekend local artist shows. I do not favor more on Island, already overcrowded. Use the space around our City Hall or parks. Music once a month could be
great. Could be good spirit lifters.
Love the sculpture park
I'm not convinced we need an art museum or performing arts concert hall in Newport Beach because we have such close access to others nearby who present
quality presentations.
We should do more classical music, opera and musicals. I am not particularly a big fan of any of these. But they are important because they introduce cultural
elements to NPB families who don't otherwise regularly seek them. It helps us expand our minds, and good family time too.
Would like to see mort Art installations at the city parks - most seem to be concentrated at the civic center and not as much at Grant Howald or Mariners Park
Local public art often consists of soulless geometric metal sculptures. Public art should be moving, meaningful and exhibit the high level of technical skill
warranting its placement in the public square. Unknown but talented art students (i.e. from UC Davis) could be affordable sources of high-caliber truly modern and
neoclassical sculpture.

Let us not make requirements for all new buildings to have art, I think art at the civic center is appropriate, interesting, and available. There is no need to place
expensive art everywhere in the city.

I use to live in in Huntington Beach. My family and I went to the lCentral Library there to see The Nutcracke and other ballets and performances on the stage. I
miss that. I feel a center should be near the central library and not at Balboa Island
I love Newport Beach. That said, I do believe it does not support the arts enough. And when it does, it's in very small bite-size pieces and not part of the overall
community spirit. I know we will never Have the vibe of Laguna Beach but we certainly can try to do a little better. Arts and humanities out what makes a

More family arts events would benefit the community, as well as more open space art similar to the Sculpture Park at the Civic Center. Especially in these times,
open space art experiences that are self-guided would be popular.
I have been a docent for the OCMA for over 20 years, beginning when the museum was in Newport. I am excited to see the museum join the constellation of fine
arts venues at the Segerstrom Center. I do not think the county needs another art museum right now but we all need to support the arts venues that are
struggling during this hard time.
I appreciate you including me in this survey as my son is an opera singer and so the arts are very important to me for a long time. He has sung at the Samueli
home for a private and he has sung at Mr. Segerstrom's home. I would like to see some music sculptures or murals at Fashion Island and for the concerts to
continue their during the summer.
I think the outdoor sculpture garden behind the Central Library is a marvelous venue with a nice variety of distinct pieces. I also like the rotating interior exhibits
which I was once featured in.I was also able to give a talk in the big meeting room for a slide show and Q&A. Very enjoyable, and I think the staff for their great
support.
Very important to have a museum we are so close to Laguna and need an Art identity it will give us more of a sense of community and community pride.
Not every city has the funding for public arts and such, and I think that with sufficient funds, a long-term plan and goal is good to have to develop the activities,
holdings, and showings. What will be unique points? eg. HB sells itself as "Surf City", so what's Newport's angle? I like the NB Jazz Festival, the library arts and
music.
I am disturbed by some of the pagan-type sculptures in the civic park; two in particular are the bunnies and the silver boy that looks like a demon has possessed
him.
Movies like the film festival
I believe that it will continue to be important to have outdoor, social distanced venues for people to gather, and in fact, I believe it may very well be the only safe
way for people to gather for some time, even after a vaccine.

We could have dance performances on the green by Civic Center.
Arts are important for the young and old and I especially enjoy when everyday objects or necessities (electrical/utility boxes on sidewalks, etc.) can serve a dual
purpose of function and entertainment.
I would love to help put together production workshops for community businesses. I work with a team of video professionals of all technical capacities. I also truly
appreciate the Cultural Arts Competition. More events like it would be my suggestion.

I enjoyed the art museum when it was in NB, but its a very expensive endeavor that might be pushed out into the community with greater impact. Art "around us"
like the VanSant sculptures in Newport Center and the (now gone) engaging fountains in Fashion Island are more interactive and bring across a message of

underway for a permanent location in Costa Mesa. I don't think NB should establish a new museum in our community.

At the current sculpture exhibit at the Civic Center Park, one sculpture was placed on a hill away from the walkway. It is one about a view of the sea. There
were other locations where it could have been placed. I could not go up the hill to see it because I use a cane. Not good planning. Some visitors did not even
know it was there.

Much prefer activities that I can do on my own time and at my leisure and during weekdays when there are fewer people about, with or without Covid in the
background.
While I like the sculptures in the parks, I think most of the other stuff is a waste of money. The Concerts on the Green are too noisy and interrupt our enjoyment
of our backyard.
The City is committed to building a lecture hall. It was not clear whether your question about a cultural arts center is referring to the lecture hall. I expect many will
answer yes to your question assuming you are referring to the lecture hall. So it's unclear to me why such an ambiguous question is being asked.
The cultural aspects of a society are extremely important for sharing and communication among all people
Highlight local artists living in the area of which there are many.
The programs should be run by trained arts professionals and should not be confined to local participants. Current programs, with the exception of the Witte
Lectures and Library Live are too provincial. Newport Beach be able to draw national/international figures in the arts.
Both my husband and I love the Sculpture Park at Civic Center. I'm also a huge fan of the Central Library and miss it so, though I appreciate curb-side pickup.
Since Laguna Beach is so close and such an art museum town, I feel that NB doesn't need to compete with LB and could use that money towards something

We sincerely enjoyed the summer concerts when the location rotated to the different Newport Beach parks. The Civic Center location is too small, windy, shady
and crowded. Most of the other Newport Beach parks have more room and ability to social distance if necessary.
I feel that the arts should be more integrated with daily life. Art is an outward invitation to promote reflection and that makes an impact on the community at large.
If more people took time to reflect and enjoy the community I believe it would beneficially impact everyone.
Interactive public art is great. I love art in parks. I've never attended concerts on the green but want to. There are enough venues for performing arts in the area
(SCFTA, SCR, Chance, etc). I'd like to see NB give money to existing orgs rather than building something new.
The sculpture at Civic Center Park is interesting but lacks a consistent flow. I visited the park a few times but I do not feel drawn to visit it repeatedly. It's just a

The City of Newport Beach residents love the City, Arts, Performing Arts, History and Culture. A large (1000 seat) and additional smaller(400) seat dedicated
indoor venue and exhibition space for programming of the Arts - Performing Arts, Visual Arts, History and Cultural Events would be greatly appreciated and
utilized in the community.
I'm not a fan of most of the "art" at the Civic Center and would like to see NB residents select the "art" that should be displayed. It should not be selected by a
professional curator. I would only support classical type music for concerts in the green. In No. 14, I'm not interested in most of those choices, so would have

Excited!
I am relatively new to Newport Beach and have not as yet had an opportunity to enjoy all of the arts projects that the city has to offer.
Marie Little does a great job
We already tried the museum. We have Segerstrom Center. We also have the wonderful small theater near newport Harbor High. The sculpture at city hall is
terrible...instead of spending all that money, why not utilize the art department students at UCI, Chapman and the Jr colleges.
I love the art aspect of Laguna Beach - galleries, art walk, surprising visual art scattered throughout the city, and music everywhere. It would be lovely to
experience more authentic music in Newport via live music venues, etc.
Performing arts center is not necessary inasmuch as the Segerstrom Center is nearby. We are fans of classical art from the Renaissance to early 20th Century.
We also like classical plays and performances. We are NOT fans of trendy, political "art" forms of any kind.
I don't think we need any more buildings. The Newport Beach Theater Arts Center is a lovely building in a beautiful setting and should be used and supported
more by the city. Costa Mesa has a wonderful Arts Center at South Coast. We are close to there and it would be helpful to have shuttles going from places in
Newport Beach.
I would love a performing arts center like the one Laguna Beach has in Newport. I would love for it to have affordable parking attached to it as well.

The Art in Public Spaces Ad Hoc Subcommittee will recommend the winners of the 2020-2021
Sculpture Photo Contest for City Arts Commission approval.
DISCUSSION:
The Sculpture Photo Contest; open to all ages was designed to encourage public awareness of
Sculpture Exhibition Phases IV and V, currently on display in Civic Center Park. There was a total
of 330 photo entries, all of which are posted for public viewing on the Cultural Arts section of
the City’s website.
The City Arts Commission would like to thank those who participated in the Sculpture Photo
Contest. The ad hoc subcommittee was pleased with the number of exceptional entries
received, finding them to be beautiful, creative, and inspiring; making it difficult to select the 12
finalist photos for ultimate review and vote by the City Arts Commission as to the six Prize
winners. After much deliberation, Chair Little, Vice Chair Greer and Commissioner Baker
separated the 12 finalist photos into two categories, as best representing the following criteria:

Central Library Gallery Display of Ocean Quest Collection
RECOMMENDATION:
Staff presents a proposal to display items from the Ocean Quest collection in the Central Library
display cases.
FUNDING:
No funding requirement.
DISCUSSION:
The Discovery Cube, a nonprofit science center that educates more than 600,000 children a year,
is selling its oceanfront property on the Balboa Peninsula. The property is home to the nonprofit’s
Ocean Quest center, a marine-science education facility that had been offering exhibits,
educational programs, and ocean science boat tours. Some of the programs and exhibits will be
moved to Discovery Cube Orange County, and the Ocean Quest boat will continue to provide tours
and opportunities for ocean education to school groups.
Staff met with Colleen D'Aluisio, the Director of Operations for Discovery Cube's Ocean Quest. Ms.
D’Aluisio explained that Ocean Quest has many local history, marine/nautical, and natural history
artefacts that they would be willing to loan for exhibit in the Central Library, in lieu of placing the
items in storage. Many of these items can be accommodated in the two display cabinets that are
approximately 24” high x 24” deep x 24” wide and can be placed in the lobby gallery.
Staff recommends that the City Arts Commission approve the rotating display of these artefacts
in the lobby gallery. Staff will work with Ms. D’Aluisio in the coordination of the displays.
Cultural Arts has a similar arrangement with the Balboa Island Museum that has proven to be
mutually beneficial.
