Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed with
the application process.
The following documentation is required to complete the application:
Plan Clarifications/Corrections (also see mark ups on plans)
1. Remove landlord design sheets from plan set. These sheets include Objective and
Sign Criteria sheets.
2. Dimension width of the northern tower element.
3. Dimension width of building frontage excluding middle tower element.
4. Clarify which tenant signs are optional locations for Primary Tenants 1 and 2. It
appears that the tenant signs on northern tower element and building frontage
immediately next to the tower should be the two optional locations. In other words,
if Tenant Sign 1 is on tower element, the optional location on building frontage next
to tower is eliminated. The Tenant signs on southern side of building would be
fixed locations.
5. To avoid confusion and if my comments in 4 above are correct, please re-
designate signs as follows:

a. Primary Tenant 1 (Signs P1a and P1b; P1b should be the optional locations)
b. Primary Tenant 2 (Signs P2a and P2b; P2b should be the optional locations)
c. Secondary Tenant 3 (S3)
d. Secondary Tenant 4 (S4)
e. Multi-Tenant Wall Sign (M1)
f. Address Sign (A1and A2)
6. On 2nd Level Tenant Signage Details, please dimension how far sign face projects
from building face. Code limits projection to 12 inches; if larger, I need to include
deviation in sign program.
7. Fix rendering on last page to illustrate backer plate behind signage.
8. For Multi-Tenant Signage Details, please dimension total possible length of sign. I
need to know what maximum sign area will be so I can add a limit in sign program.
Design Changes
1. Revise sign program to limit maximum sign/letter heights to 36 inches
maximum (backer plate may be larger). Given how close the building is located
to the street and the many signs proposed, staff is unable to recommend approval
of sign heights larger than 36 inches as permitted by Code. Letter heights larger
than 36 inches are not necessary to improve sign visibility at this location,
particularly since tenants may have two signs, and may result in signs that are
out of scale with the building and signage located on surrounding buildings. For
example, the UC Irvine Health sign located on the building at 401 Old Newport
Boulevard and fronting Hospital Road is only 2’ 1” tall, but is readily visible and
legible. Similarly, letter height of wall signage for Klein & Wilson at 326 Old
Newport is only 2’ 2” high and clearly legible. See exhibits attached. Ideally,
proposed upper level signs shall be limited to 36 inches and proposed lower level
signs limited to 30 inches in height. Logos may be permitted an additional 6 inches
in height.
2. Limit sign placement within wall element. Per Sign Code Section
20.42.080.I.6. wall signs shall be located within the middle fifty (50) percent of the
building or tenant frontage measured from lease line to lease line. The Director
may waive this requirement where it can be clearly demonstrated that it severely
limits proper sign placement. In this case, staff is supportive of allowing deviations
from this requirement to allow flexibility of sign placement; however, signs shall
not overcrowd the architectural building element/wall upon which it’s located.
Therefore, please add note that signs will be limited to each wall element as
follows:
a. Northern Tower Element: Middle 80% (we understand that tower is limited
in width, but sign should not be mounted edge to edge)
b. Northern Wall Element: Middle 50%

c. All other walls: Middle 60%
3. Revise Allowed Sign Area. Staff supports a larger sign area for large wall
frontage on northern half of building (Optional Signs P1b and P2b); however, for
all other wall elements, staff recommend that max sign area be limited to 75
square feet and fit within the allowed percentage of wall placement per the
comment above.
4. Remove extra address sign. Staff supports the large address signs on middle
tower element (Signs A1 and A2); however, please remove address signage on
north wall element to avoid sign clutter on building due to large number of signs
requested for this office building use.
Upon verification of completion, the application will be processed and scheduled for a
Zoning Administrator Hearing. Should you have any questions regarding submittal
