Planning Permit Application
The Koll Center Residencts, Newport Beach, CA
April 14, 2020
1. Location
The Property is located on approximately 12.7 acres at 4400 Von Karman Avenue in the City of
Newport Beach. The Property includes the following APNs: 445-131-04, -09, -29, and -30.
2. Existing Uses
The Property provides a common pool of structured and surface parking spaces to serve office
tenants within the Koll Center office park (see image below) There are no existing residential
units on the Property.

3.Project Description
The Koll Center Residences is a proposed development located on approximately 12.7 acres of
existing surface parking at the Koll Center office park between Von Karman Avenue and Birch
Street. The development will include 260 base units and is seeking a 20% density bonus. With
the density bonus the development will include 299 market-rate units and 13 very-low
affordable units for a total of 312 residential apartments and 852 stalls in the apartment
garage, a detached 278 stall parking structure and a 0.5 acre public park. This development will
also include a 0.45 mile jogging trail connecting the neighboring buildings and the park that
provides shaded lounging and opportunity for outdoor workspace.
The apartment building consists of 4 stories of residential units over 1 level of on-grade parking
and 2 levels of below grade parking with an overall building height of 65’ (per CBC) and other
elements like stairwells, parapets and elevator overruns that are allowed to go above 65’ and
will be at +/- 70’. The free-standing garage will consist of approximately 3 levels of parking with
an overall height of 40’.
4. Site Plan
A site plan for the Property is shown in the submitted Architectural package . As shown, the
Property is located south of Birch Street and east of Von Karman Avenue. The design and
materials will be high-quality with lush landscaping and activated pedestrian spaces. The colors
will be compatible with the surrounding natural and built environment. The square footage
and massing of the new residential and parking structure buildings will be compatible with
existing buildings and will include articulated façades.
Shaded lounging will be provided in the Paseo Park as well as opportunities for outdoor
workspace. The Public Park will be programmed with a mix of active and passive uses which
may include multi-purpose lawn for recreation, bocce court and shade pavilion. Streetscapes
will be well landscaped with pedestrian walkways to match neighborhood character. The main
entry drive is enhanced with seating nodes and lush landscape to soften the building façade.
Podium courtyards are designed to be amenity rich with pool, spa, outdoor fitness and lush
gardens for resident comfort and recreation.

5. Proposed Entitlements
The current General Plan land use designation is (MU-H2) and the zoning falls under the Koll
Center Newport Planned Community Development Plan (PC-15 Koll Center). The project
includes the following entitlement requests:
Planned Community Text Amendment: An amendment to the Koll Center Newport
Planned Community Development Plan (PC-15 Koll Center) to allow for residential
development.
Development Agreement: A development agreement between applicant and City
describing development rights and public benefits for the residential
development pursuant to section 15.45.020.A.2.a of the Municipal Code.
Traffic Study: a traffic study pursuant to Chapter 15.40 (Traffic Phasing
Ordinance) of the Municipal Code.
Major Site Development Review.
Lot Line Adjustment.

6. Environmental Conditions
The Project does not include any new point sources of air or water pollutants. Stormwater from
the Property will connect to the City’s existing storm drain system. The Project will comply with
all State and City requirements that regulate air and water discharges from the Property.
There are no species of special concern known to occur on the Property. The Property is fully
developed and surrounded by urban uses.
The Property is not located within a very high fire hazard severity zone or a special flood hazard
area. It does not contain wetlands, a delineated earthquake fault zone, any known historic or
cultural resources, or a stream or other resource that may be subject to a streambed alteration
agreement. The Property is not listed as a hazardous waste site and would not conflict with the
City’s Coastal Land Use Plan.
7. Public Easements
The Property contains recorded public easements, such as easements for storm drains and water
lines. The Applicant will work with the City to identify and preserve and/or replace utilities, as
necessary, on the Property.
