Current Version of Council Policy Ai:
Council Policy A-1 provides that a Council Member may place an item on the
agenda to determine if there is support for bringing the matter back for
further discussion and/or action by the Council.
Traditionally, the initial decision to determine if there is Council support to
bring a matter back has been treated as a non -discussion item.
Proposed Change to Council Policy Ai:
Council Member Brenner has proposed that Council Policy A-1 be revised to
allow for discussion at the initial decision stage.
In support of this position, Council Member Brenner has stated that allowing
discussion ensures the City Council is making an informed decision.

Potential Options :
• Council Member Brenner's Proposed Change: Allow for full discussion by Council
Members at the initial decision stage.
• Memorandum in Support: Allow a Council Member to include in the agenda packet
a short memorandum explaining why the Council should have an in-depth discussion
of a matter.
• Brief Statement / Clarifying Questions: Before voting, allow the Council Member
requesting the A -i item to make a brief statement explaining why the Council should
support having an in-depth discussion of the matter and/or allow Council Members to
ask clarifying questions.
• No Change: Keep Council Policy Al as is.
