Background: Section 5.15 of the Municipal Code requires the City Council to designate two official Police tow truck services within the City. The official Police tow truck services are on-call, on a weekly rotational basis, for any Police emergency situation where a tow truck is required. Service agreements between the tow truck ser- vices and the City are executed for a two-year period, with one agreement expiring each year. The current agree- ment with Harbor Towing expires January 28, 1984. In response to a request for bids from the City Clerk for the official tow truck service, Harbor Towing was the only qualified respondent. As indicated on the attached reports from the Police Department, Harbor Towing has provided excellent service for thirteen years and meets all standards required by the Police Department and the Municipal Code. A copy of the proposed agreement is attached. KENNETH .
