Background
On March 8, 1982 the City Council awarded a contract for the
refurbishment and operation of the Balboa Pier concession to
Mr. Douglas Cavanaugh. Section 4(c) of the approved agreement
provides as follows; "Concessionaire shall not place or allow
any signs, placards, or advertising matter to be placed or
maintained on, or attached to, the buildings or elsewhere on
said pier or associated parking lot without the prior written
consent of City....".
Generally, the above referenced provision would require that
the concessionaire merely obtain appropriate sign, building
and related permits through the normal channels. In the case
of the proposal on the evening's agenda, however, it was felt
that Council review and affirmation was appropriate.
Proposed Sign
The concessionaire has proposed the installation of a neon sign
on the landward side of the concession building. Attached are
sketches of the proposed sign dimensions and its suggested area
of placement on the building.
Suggested Course of Action
It is suggested, unless there are Council objections, that the
concessionaire be advised that he may proceed with installation
of the sign, subject, of course, to the requirement that he
obtain a sign permit.
A copy of this report has been sent to the Balboa Improvement
Association for review.
