TITLE: Resolution No. 2021-32: Repealing Resolution No. 8195 and
Designating Portions of 30th Street and 31St Street as Two -Way
Streets
ABSTRACT -
Under current conditions in Cannery Village, 30th Street between Lafayette Avenue and
Villa Way operates as a one-way street in the easterly direction, and 31St Street between
Lafayette Avenue and Villa Way operates as a one-way street in the westerly direction.
In February 2020, staff collected new traffic count data on all streets in the Cannery
Village area. The traffic data has been reviewed, and the results indicate that traffic
circulation in the area could improve by changing both portions of 30th Street and
31 st Street to allow for two-way traffic.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Adopt Resolution No. 2021-32, A Resolution of the City Council of the City of
Newport Beach, California, Repealing City Council Resolution No. 8195 and
Designating Portions of 301h Street and 31s' Street in Cannery Village as Two -Way
Streets.
DISCUSSION:
Newport Beach Municipal Code Section 12.52.010 establishes that an ordinance or
resolution may designate any street as a one-way street, and the City Traffic Engineer
shall place and maintain signs giving notice thereof.
On February 11, 1974, the City Council approved Resolution No. 8195 designating
portions of 31St Street and 30th Street in the Cannery Village area as one-way streets. At
the time, it was decided that one-way street designations for 31 st Street, westerly between
Lafayette Avenue and Villa Way; and 30th Street, easterly between Lafayette Avenue and
Villa Way, would facilitate the flow of traffic and eliminate traffic hazards. Resolution
No. 8195 is Attachment C.

The other portions of 30th Street and 31s' Street, between Newport Boulevard and Villa
Way, are both currently two-way.
Within the last few decades, there has been increased development in the area, with new
mixed-use residential, retail and office projects. In addition, the new Lido House Hotel
opened in 2018. Extensive new traffic counts have been collected on all streets in
Cannery Village. The new traffic counts indicate that the traffic circulation in Cannery
Village could be improved by reverting the existing one-way designations on 31St Street
and 30th Street, between Lafayette Avenue and Villa Way, to allow for two-way traffic.
Attachment A shows the portions of 31 st Street and 30th Street with the proposed changes.
A letter was mailed to the area residents/property owners notifying them of the proposed
changes. As of the writing of this staff report, no responses to the letter have been
received. The letter is Attachment D.
FISCAL IMPACT:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION NO. 2021- 32
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH, CALIFORNIA, REPEALING CITY
COUNCIL RESOLUTION NO. 8195 AND DESIGNATING
PORTIONS OF 30TH STREET AND 31ST STREET IN
CANNERY VILLAGE AS TWO-WAY STREETS
WHEREAS, Section 12.52.010 (Placement of Appropriate Signs) of the Newport
Beach Municipal Code ("NBMC") directs the City Traffic Engineer to place and maintain
signs giving notice of any street or alley designated one-way by the NBMC, ordinance or
resolution,
WHEREAS, on February 11, 1974, the City Council approved Resolution No. 8195
designating portions of 31St Street and 30th Street in the Cannery Village area as one-way
streets; and
WHEREAS, a review of new traffic data indicates that a change in street
designation would facilitate the overall flow of traffic in the Cannery Village area.
NOW, THEREFORE, the City Council of the City of Newport Beach resolves as
follows:
Section 1: The City Council does hereby repeal Resolution No. 8195 and
designates 30th Street between Lafayette Avenue and Villa Way, and 31St Street between
Lafayette Avenue and Villa Way as two-way streets.
Section 2: The recitals provided in this resolution are true and correct and are
incorporated into the operative part of this resolution.
Section 3: If any section, subsection, sentence, clause or phrase of this
resolution is, for any reason, held to be invalid or unconstitutional, such decision shall not
affect the validity or constitutionality of the remaining portions of this resolution. The City
Council hereby declares that it would have passed this resolution, and each section,
subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses or phrases be declared invalid or
unconstitutional.
Section 4: The City Council finds the adoption of this resolution is exempt from
environmental review under the California Environmental Quality Act ("CEQA") pursuant
Resolution No. 2021 -

to Section 15301 of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because the project involves a negligible change in traffic circulation.
Section 5: This resolution shall take effect immediately upon its adoption by the
City Council, and the City Clerk shall certify the vote adopting the resolution.

RESOLUTION NO. 8195
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH DESIGNATING ONE-WAY
STREETS IN CANNERY VILLAGE (PORTIONS OF
30TH STREET AND 31ST STREET)
WHEREAS, Section 12.52.010 of the Newport Beach
Municipal Code provides that whenever any resolution of this
City designates any one-way street or alley, the City Traffic
Engineer shall place and maintain signs giving notice thereof,
and Section 12.52.020 of the Municipal Code provides that
when signs are erected on any one-way street or alley giving
notice thereof, no person shall drive, or park any vehicle in
a direction contrary thereto; and
WHEREAS, the streets hereinafter described are streets
which should be designated as one-way streets in order to
facilitate the flow of traffic and eliminate traffic hazards;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Newport Beach that the following streets in
Cannery Village are hereby designated as one-way streets, in
the areas and directions noted:
31st Street, westerly, between Lafayette and
Villa Way;
30th Street, easterly, between Lafayette and
Villa Way.
BE IT FURTHER RESOLVED that the City Traffic Engineer
is authorized and directed to appropriately sign or mark said
streets to indicate the above designations.
ADOPTED this 11th day of February, 1974.

Within Cannery Village, there are several streets that are designated one-way streets.
Villa Way is a one-way street in the southbound direction. 31St Street between Villa Way
and Lafayette Avenue is a one-way street in the westbound direction. 30th Street between
Villa Way and Lafayette Avenue is a one-way street in the eastbound direction.
In February 2020, the City Public Works Department collected traffic volumes on all
streets in Cannery Village. The data collected indicates that overall traffic circulation
within Cannery Village could be improved by eliminating the one-way designations on
the segments of 30th Street and 31s' Street between Villa Way and Lafayette Avenue. A
map of the proposed changes is on the back of this letter.
The City Council will be considering this item at their meeting scheduled for April 27,
2021 in the City Council Chambers, 100 Civic Center Drive, Newport Beach. If you
