It has been some time since our last community meeting at Newport Crest, so I thank you for including me in this
communication. I hope you and yours are doing well, and would you kindly pass along my regards to Sharon Aboles
the next time you see her.
I can certainly address a number of the points of concern listed in your email:
Construction Duration: We are on target to complete construction by the end of October. Of course, the
schedule could experience delays, but I can assure you -we are doing all we can to complete the project on
schedule.
Noise: I agree with you, this stage of construction is noisy. I know this is especially difficult for our neighbors
working from home due to the impacts of COVID-ig. For this, I am sincerely sorry, and our team is doing all
we can to move through this stage of construction quickly.
As we discussed in one of our meetings at Newport Crest, you shared a belief that our neighbors would not
prefer the school to pursue demoing the building and constructing a new facility. We agreed with your
concerns and pursued an improvement project. That said, the existing structure is comprised entirely of
concrete and steel. To bring the building up to code, we must strengthen the footings of the building. To date,
we have excavated the necessary footings and are finishing the rebar and steel shoring process. We are close
to pouring new footings and then our sheer walls.
Additionally, alongside the property line most adjacent to Newport Crest, we have completed the process of
installing a new water management system to ensure the proper handling of rainwater, returning it to the
water table. Simultaneously we have installed the vast majority of the subterranean infrastructure required for
the building. Unfortunately, we discovered several slabs of concrete buried in the ground that needed to be
broken up and removed to complete this work during this process. This has certainly added to the noise you
are experiencing. I am told we have removed the vast majority of this concrete that is required for the project.
This week, I inquired with my- superintendent regarding his estimates for completion for this portion of the
project. He believes we will likely finish mid to late June with the foundation and shoring work. I believe this
work is the most significant contributor to the noise due to its nature and heavy machinery requirements.
From there, we anticipate installing the new curtain wall system that encloses the building in early July. This
should significantly- reduce the noise that comes from the remainder of the improvements from inside the
building.
Sound Barriers: As -we have discussed in the past, Pacifica seeks to be a good neighbor and to add value to
the residents around the school. With this in mind, last fall, we had our construction manager reach out to
several construction sites within the area that were nearing completion and were using sound barriers.
Thankfully, we found a location and negotiated to relocate their barriers to our project once theirs completed.
Unfortunately, as their project is much larger than ours in scope, it is behind schedule, and we have not been
able to acquire the panels. Our team reached out to the site last week inquiring about the status of their
project.
The school researched purchasing sound panels, however the cost was prohibitive. These are undoubtedly
challenging times, and as a non-profit, this additional cost was too much for us. I assure you, if we get access
to the panels mentioned above, we will install them at our site promptly.
Public Outreach: Before construction, Pacifica earnestly sought the input of our neighbors with this project.
We met several times at the Newport Crest community- room and invited the residents to join us. On our last
visit, we brought requested landscaping and lighting plans for feedback. I had similar conversations with
Betsy Malone (the president of the Newport Knolls HOA) and other residents from around the neighborhood.
Since then, we have not been as proactive, and for that, I ask for your understanding. In the last 13 months, all
of us have been responding to a global pandemic that has upended how we work and the acceptable decorum
for community and engagement. This reality has certainly disrupted our plans for how this year might go in
almost every possible way. Much of my year has been devoted to the well-being of our students, their families,
and our staff. Considerable time and creativity diverted to a noble and worthy cause. Gathering neighbors
from various groups and communities has not seemed prudent thus far.
Before construction, we sent several email communications to our school community-. These communications
outlined our expectations during construction, with particular consideration for our neighbors. I have
personally shared similar messages via zoom calls with parents and students on several occasions.
Since construction commenced, I have received two calls to the school concerning our construction. Both calls
were from residents at Newport Crest. I returned their calls the same day I received the message. I shared
with them much of what I have written here. They were very appreciative of the information and seemed
satisfied with the response. I will continue to respond to each call I receive promptly and do what I can to keep
the project on schedule and reduce noise where possible.
Additionally, we increased our staffing presence at the corner of 15th Street and Monrovia to ensure the well-
being of our students and neighbors and to be a visible presence for the community. On several occasions, I
(along with other staff members) have had delightful conversations with residents about our project and their
lives.
Pacifica will continue to contribute to the common good of our wonderful city and seek to add value to the excellent
work being done in every sector. We care about these concerns and will do all we can to mitigate or reduce the
negative externalities through the remainder of our construction project.

Hi Makana,
I hope you and your family are doing well.
There is lots of construction noise coming from 1499 Monrovia. I spoke to the on-site supervisor and understand what's
going on. However, a notice of some kind (eg., NextDoor post from Public Information Officer) to surrounding
communities about the work underway and how long this noise will continue would seem appropriate. This request may
be "outside" what the City is required to do, but some sort of communication would be a neighborly gesture.

I ask for your support in reducing a significant tax on all residents that often times goes unnoticed.
Are you aware that the Transportation Corridor Agency ("TCA") has taxed OC homeowners to the tune of $754 Million Dollars since
is was established in 1987. This tax comes in the form of Development Fees that are assessed on new residential & commercial
properties built or remodeled in OC.
The TCA Formed in 1987 with the explicit purpose of constructing the Toll Roads.
At the time that the TCA was established bonds were issued to pay for construction of these the Toll Roads.
The promise made by the TCA at the time was that the debt taken on by the TCA for construction of these new Toll Roads would be
paid off through a combination of Development Fees & Tolls collected.
100% of the debt was to be paid off and the Toll Roads were supposed to become Freeways after 30 years.
The TCA has horribly mismanaged & squandered these silent taxes paid for by your constituents.
Not only are the Toll Roads not Freeways, but the TCA is still owes over $4.7 BILLION for construction. This is a dereliction of duty &
a travesty for OC Taxpayers.
By the time the bonds are repaid it will cost 11 Billion - the debt is going in the WRONG direction.
The TCAs new Vision Plan demonstrates serious mission creep and is trying to become a regional bank.
It is time to the TCA solely focus on paying down the bonds, instead of driving up housing & the cost of business with these empty
toll roads.
Please make them pay down the bonds and get traffic moving.
OCTA & Caltrans can do what is needed there is no need for this redundant wasteful agency. Tax payers deserve better. The TCA
spends hundreds of Millions of Dollars regularly on contracts outside of our state, if they want Orange County Tax payers to be able
to afford the ever increasing tolls they need to be more mindful and keep the money in California. Stop the hemorrhage to taxpayers
with these economically discriminating toll roads.

I am writing to you as Orange County desperately needs your assistance to right an ongoing wrong!
There is massive and ongoing fraud.
In short: the public was promised that tolls on the 73 would cover that facility's debt
service and, after OVER 30 years (by now), what started as a toll road would become a
freeway, i.e., a public road with no tolls.
That promise has been broken. The insult to this injury is that presently there is no discernible
earnest effort to do anything to rectify the situation. Indeed, the 73's debt, which started below
$900 million, now stands above $2.4 billion. Meanwhile special interests enrich themselves, bond
holders enjoy a sweet deal... even as the traveling public continues to get stiffed.
The upshot, given the rising tolls, is that traffic on the other public roads is more congested than it
should be, notably traffic on the 405 and Coast Highway. Each day tens of thousands of vehicles,
for example, drive twice through Laguna Beach, merely to avoid the tolls.
There is a documented history of how the toll road agency — and its enabling partner agencies of
Caltrans, OCTA and the County Board of Supervisors — has abused the public trust. Additional
forensic audits may be in the offing. However, what does, what will it matter?
I ask that question as none of this information has begun to provide a meaningful remedy. And any
new insights will similarly fail to provide a remedy. The lone remedy is for the original public
promise to be fulfilled — for the toll road to become a freeway.
I am writing with hope you will consider helping to advance the righteous remedy. Honestly it's
hard to imagine — absent the involvement of someone like you, our elected official — how the
debt, still climbing, can ever be retired.

Please look into removing the City for the TCA Joint Power Agreement so they can finally commit

Hi David,
Thank you for your email. I realize you have a busy schedule and appreciate the time spent to send this summary. I have a few
comments.
As I recall, the last meeting with you, myself, other Crest residents, and a Crest board member was over 2 years ago in late
March/early April 2019. I reached out to the city planner for an update in August 2019, and was told that a plan check resubmittal
had not been receive. And that "the proposed administrative office use at 1499 Monrovia is currently authorized through an
abatement extension, which is allowed through February 1, 2022, and if the applicant would like to continue the use beyond this
date, a General Plan amendment would be necessary. If an application is submitted, the change of land use and associated potential
housing impacts would be analyzed at that time".
Since then, we've had no advance knowledge that building reconstruction was starting soon, and that a zoning amendment to
change the use from office use to private institution was in the city's queue. So, I hope you understand that without notice we were
caught off guard when the noise and banging started up, and the heavy equipment brought in. In my opinion, Zoom would have
been an acceptable form of community engagement to bring Pacifica's neighbors up to speed, answer questions, and have a
neighborly discussion.
I believe you're aware of the dirt and dust that's blown over into some adjacent Crest homes, both inside and outside. The dirty
windows and dust within the units is substantial. Additionally, the Crest recently completed a community -wide painting project, and
we are also concerned about the dirt settling into the newly painted exterior walls. It's appreciated that you plan to do all you can to
mitigate or reduce these negative impacts to our community. When will you let us know what those mitigation measures are and
when they'll be implemented? Hopefully, you'll be able to obtain those unused sound barriers from other construction sites and that
you'll continue your follow-up so this generous opportunity isn't lost over time. It's expected that they'll be needed to block out noise
from the school when the building is fully operational. With construction scheduled for completion in October, will the 1499 Monrovia
building also be a fully operational educational facility?
The lack of public outreach related to the impending use of 1499 Monrovia as a private high school and not administrative offices has
many of us worried. We are concemed about what other impacts will emerge when school operations are underway. Therefore, we
respectfully request that the school coordinate with appropriate city representatives to have a constructive public study session to
discuss traffic, parking, noise and air quality problems and solutions at your earliest convenience. This could easily be achieved as a
Zoom meeting. Let me know how I can assist in organizing this discussion.

Why are the homeless people allowed to take up an entire seating area with their
belongings? Why are they afforded more luxuries than the tax paying citizens of our
city? The owner of some of this garbage was a little to the left yelling at the imaginary
people he was envisioning as a result of what appeared to be complete,
incoherent intoxication.
Public space must be ale to be used by the entire public, not just one particular group of
people. Why are you dragging your feet on this issue?
If they can not afford to live in Newport Beach, then they should relocate to a city that they
can afford. And when the O.C. Sherriff's Department is reporting "that nearly all of the
transients to whom they reached out declined help" why are we continuing to enable this
illegal and unhealthy lifestyle? What is your new excuse? I'm curious.
Your last response was met with laughter, as many concerned citizens were extremely
perplexed as to how you can boast about your menial accomplishments while the same
circumstances are still very much prevalent.
This is ridiculous. There are more than enough funds, not to mention an exorbitant amount
of man -power to handle this matter once and for all.
