Ms. Crager:
We are submitting the enclosed application and supporting materials for amendments and revisions to
the Uptown Newport Planned Community (PC-15). The revisions were discussed with Newport Beach
staff during a meeting back on February 6, 2020. The following summarizes the proposed revisions:
1. Amending Tentative Tract Map No. 17438 to provide a substantial conformance determination
for a revised street layout within Phase 2. The spine street was revised to allow for a more
efficient subdivision of the parcels within Phase 2. In addition, the number of lots within Phase 2 was reduced. Additional details of the Tentative Tract Map modifications are provided under
separate document attached hereto.
2. PC 15 revisions based on the TTM revisions. Land use and zoning exhibits have been revised to provide for consistency with the revised tentative tract map design. The following exhibits
have been revised and are attached for your review:
a. Figure 1-6: Master Site Plan
b. Figure 2-1: Uptown Newport Land Use Plan
c. Figure 3-2 Building Height Limit Plan
d. Figure 3-4: Plan of Setback Requirements
e. Figure 4-1: Master Site Improvements
f. Figure 3-25: Horizontal massing breaks (from the Uptown Newport Design Guidelines)
3. Modifying the Phase 2 mitigation measures to allow for development of individual parcels prior
to getting RWQCB clearance on all of Phase 2 (see attached redline). Also revise COA No. 66
based on MM revisions. Based on our review of the soil and groundwater impacts at the site, the impacts are limited to a relatively small portion of Phase 2. We have discussed this concept
with our environmental consultant and feel confident that this approach will be acceptable to the
RWQCB and will be meeting with them in the near future. See attached redline showing the proposed changes to the mitigation measures and COA No. 66.
