It is a part of the Master Plan formulated as an effort to assure the highest character of social and economic development, for the com- munity. It has been prepared by the Planning Commission and the City Council, under the guidance of planning con- sultants, with the helpful assistance of citizens and civic organizations. The Planning Commission entered into an extensive amount of research to develop this Zoning Law. The zoning plans and ordinances of some twenty cities and counties in California were studied. Their experiences were carefully explored to find regulations which would most adequately meet the existing zoning problems, and those which may be expected to develop in this area in the future. The Planning Commission of the City of Newport Beach dedicates its entire efforts to the application of this Zoning Law to the City's zoning problems in a manner that will promote and protect the best interests of the City and its property owners in every respect. To successfully accomplish this end, your help and suggestions are sincerely invited. CITY COUNCIL L. L. ISBELL, MAYOR BRADEN L. FINCH DALLAS K. BLUE DALE C.
