Copy of Resolution No. 635 of the Planning Commission in which it recommends the adoption of Precise Plan No. 4 to establish building setback lines on 31 t Street and Lafayette Avenue between 31st and 32nd Streets. 2. Copy of drawing No. 78-2750 on whic the proposed precise plan is shown. 3. A resolution which, if adopted by the City Council, will, adopt Precise Plan No. 4 as shown on the attached drawing. The Planning Director has transmitted to the City Manager for each member of the City Council a copy of Planning Commission Resolution No. 635 and a copy of drawing No. 78-2750. The matter should be brought to the attention of the City Council and set for hearing at a subsequent Council meeting. After the hearing, if the City Council approves Precise Plan No. 4, the resolution adopting said plan should be adopted by the City Council. ASdalter W. California (COPY) January 13, 1959 To the Honorable The City Council of the City of Newport Beach City Hall Newport Beach, California Gentlemen: Pursuant to your authorization of December 22, 19589 there is submitted herewith a traffic study of Lafayette Avenue between Via Lido and 31st Street. This study was initiated to determine the improvements that must be provided on Lafayette Avenue in light of contemplated changes in land use on Lido Peninsula and the northeast corner of Lafayette Avenue and 31st Street. The detailed report follows: Factors Considered In the development of this plan consideration was given to the following items and their effect on the future traffic in the area: 1. Existing traffic volumes and movement patterns. 2. The mature of the development proposed on the northeast corner of Lafayette Avenue and 31st Street. 3. The probable future land use on the Lido Peninsula and the area generally. 4. Probable future traffic loads and, patterns. Assum3utions The following assumptions were made as to future land use and resulting travel patterns: 1. The ultimate development of Lido Peninsula into mul- tiple dwelling units will generate traffic volumes on 31st Street east of Lafayette Avenue of approximately 6,000 vehicles per day. 2. Lafayette Avenue will be required to carry large volumes (4,000-6,000) between 31st Street and Via Lido, but only moderate volumes (2,000-3,000) south of 31st Street. 3. Principal traffic movements in the section under study will be from Lido Peninsula to west on 32nd Street and Via Lido and return, and from Lido Isle to 32nd Street and Via Lido return. to-. Vehicles using these streets will be mostly of local origin. y_ --Sity council of New* Beach, January 13, 1959 Page Two S. Speeds of vehicles will be 20 miles per hou to 25 miles per hour. 6. Passenger cars and delivery trucks will constitute the greatest bulk of the traffic. 7. Because of somewhat restricted widths on Lafayette Avenue (to minimize right of way require>Rents), occasional inbound large trucks to Lido Peninsula will use 31st Street from . Newport Boulevard to gain access. Egress presents no problems and can be via Lafayette Avenue. 8. Traffic signals will not be required. 9. Adequate street illumination will be provided. Recommendations The recommended re-design of Lafayette Avenue between Via Lido and 31st Street is shown in Figure 1. This design provides for effective move- ment of present and future traffic without any unduly restrictive controls. Description of Proposed Re-Design The re-design requires the following: 1. Replacement of the evAstiog channelizing island at Via Lido and Lafayette Avenue with three islands which designate travel paths and lessen the number of decisions required of drivers. Left turn refuge for west to southbourid vehicles is provided for at this intersection. 2. construction of a channelizing island on 32nd Street at Lafayette Avenue to define the desired travel path for eastbound vehicles. 3. Provision of twelve feet of additional right of way on the west side of Lafayette Avenue for left turn refuges on this street at 31st Street and 32nd Street. Additional right of way is needed on the east side of Lafayette Avenue if more than four feet of sidewalk is desirable. It is necessary to widen Lafayette Avenue to the west between 31st Street and 32nd Street in order to maintain continuity of traffic lanes through the three inter- sections on Lafayette Avenue. 4. Creation of a right turn lane and island on 31st Street east of Lafayette Avenue. A 74 foot radius for this movement is considered adequate for the speeds involved. S. prohibition of curb parking on both sides of Lafayette Avenue between 31st Street and 32nd Street Tie would be happy to elaborate on any of the details not readily apparent in Figure l or this report.
