In 1941s Orange County adopted a Master Plan of Shoreline Develop-
ment which set forth recormuerdations for develoxyment of various por-
tione of the seashore and li.ted desirable acquisitions for public
u.e. Since its adoptions events have occurred to warrant a review of
the county's 'shoreline plan, and particularly a restatement of the
acquisition program as was outlined. in the 1941 Shoreline Master Plan.
That program did not classify various properties into firs' , second
and third priority, and the 1941 Shoreline &faster Plan did not receive
approval of the State Park Commission. In 1945 the State of California
enacted legislation which appropriated 4�15,000,000 foil acquisition of
State parks, of which 110,000,000 was designated for the purchaso of
ocean beaches. This Act also specified the procedure by which shore-
line counties could include properties of their choice in the State
Park System under the matching provisions of the Act. In the absence
of a plan acceptable to the State Park Commission, 94[400,000 was set
aside for Orange County.
In April, 1948, Orange County, by amendment of its 1941 Shoreline
• Master Plan, outlined the various portions of shore front recommended
for acquisition under first, second and third priorities and submitted
the amendment to the State Division of Beaches and Parks. That Divi-
sion, after review, reported back to Orange County that the amendment
was not sufficiently detailed to receive approval of the State Park
Commission and urged that it be redrafted. This report is prepared
especially to present the amendment in detail where necessary and to
state desired acquisitions along the Orange County shoreline in •the
light of present day conditions.
Attention is directed to designation of ,priorities and the sub-
division of each priority by alphabetical sequence; i.e . , I-A, l-B
or 2-A9 2•-B, 2-C2, etc . The alphabetical sequence is intended by this
report to designate the sequence of acquisition within each priority.
For instance, a property or section designated Priority 1-A is rec-
omiiended and intended for acquisition prior to another property or
section designated Priority l-B, although both are considered of such
importance as to justify classification in first priority.
In accordance with your instruction at your meeting of August 139
1948, and at subsequent meetings, this report has been prepared for
your approval and adoption as an amendment of the Master Plan of
Shoreline 'Development of Orange County.

Orange County has a frontage of �2 miles on the Pr,cific Occavm
ie.,Ltondin,r, from the San Gabriel River at the City of Ser.l Beach on
tha ,t3st to the mouth of San Mateo Creek at the City of San Clemenie
on the east. Of this ocean frontage, 191 miles .lies within the
fi +ru incorporated cities of Seal Beach, Huntington Beach, Newport
B, ,ach, Laj}una Beach and San Clemente. Five unincorporr:ted corsnu-

SF'AL BEACH
The City of Seal. Beach has a total ocean frontage of 1.66
miles. It owns nearly a mile of this frontage lying bet� e� ln the
mouth of the Scan Gabriel River and the harbor entrance of the
U. S. Naval Amin-unition and Net 'Depot, the latter large establishment
occupying the remainder of the cityos ocean front. Se<.l Beach hes
nos requested inclusion of any of its ocean front in the State Park

HUId'TINGTON BEACH
The City of Huntington Beach, with a total ocean frontage of
nearly 3ry miles within 3 s limits, owns slightly over s. mile of
bathing beach extending from the municipal pier at Main Street
• easterly to Huntington Beach Blvd. , where the beach connects with
Huntington Beach State Fark.
In compliance with the City' s approval, the privately-owned
portion of its ocean front is indicated for second and third pri-
ority of acquisition as shown on ;.lap No. 1 and discussed under
Priority 2-C and Priority 3-A.
NhkiPORT BEACH
The City of Newport Beach has an ocean frontage of 6.21 miles
within its corporate limits. Slightly over 5 miles of this frontage
is owned by the city; nearly a quarter. -mile in Corona Del Mar Beach
is• o,med by the State of California; slightly over a tentq of a mile
is held by the United States Government at the base of each jetty
at the harbor entrance, and nearly a quarter-mile lies in the harbor
entrance. The remainder, about 6-tenths of a mile, is privately
held.
In accordance with action. of the City of Newport Beach, portions
of its ocean frontage are specified for first and second priority
acquisition and other portions are, submitted as matching land as
shown on Map Nos. 4, 5 and 6 and discussed under "Priority 1-B,
China Cove and Corona Del Mar Beach."

LAGUNA BL=ACH
The City of Laguna Beach has 32% miles of ocean frontage of which
it owns nearly a mile, consisting of bluffs, several small bathing
coves and a quarter-mile of excellent beach opposite the downtown
area. Laguna Beach does not have any ocean frontage that it wishes
to have placed in the State Park system.
SAN CLEF ENTE
Publicly owned ocean frontage in the City of San Clemente amounts
to 1.66 miles. Slightly over a half mile of this belongs to the City
and a little over a mile belongs to the State of California as part
of San Clemente State Park. This leaves 2.8 miles of the City' s
total ocean frontage of 42 miles in private ownership. The City
Council has formally requested that this privately-held frontage be
ding

ORANGE COUNTY MATCHING POLICY.
. There are no funds nor lands available for matching purposes
in the unincorporated area of Orange County. Such beaches as the
County now owns or has under its control by dedication are not
suitable for matching purposes either by their location in the
coastal hills section or by reason of the form of dedication under
which they are held, which makes it impracticable to transfer title.
The fact that several 'million dollars annually has accrued to
the State for beach acquisition out of royalties from Huntington
Beach oll drilling precludes taking other County funds from taxation,
or otherwise, to provide beach playground areas for people who live
outside of the County, but who annually visit Orange County beaches
in great numbers.
Consequently, first priority acquisition in respect to property
in the unincorporated portion of Orange County is confined to Bolsa
Chica Reach on the assumption that present ne.otiations for its so-
quisition by the State at half the appraised value will be consum-
mated, thus obviatin€ the necessity for matching on the part of the
County.
The cost of Bolsa Chica Beach is estimated at 4541,100 which
If purchasable at half price will require ;270,550 of the $4002000
allotted to Orange County. This will leave an estimated balance
of el29,450 to apply on other first priority acquisitions.

FIRST PRIORITY RECOMMENDATIONS
Prime 1-A2 Bolsa Chica Beach
Extends from Los Patos Avenue to the westerly boundary of
Huntington Beach.
Lengtht 150460 feet.
Area. 71 Acres. Estimated value, 1541,100.
This stretch of beach is designated for first priority acqui-
sition since it lies close to the metropolitan area of Los Angeles
and is a part of the Orange County coast which lends itself to de-
velopment for mass bathing purposes as well as other shoreline
recreational activities. Almost two-thirds of this frontage lies
within property taken by the United States Army for coastal defense
purposes within the holdings of the Bolsa Chica Land Company.
The Army is in the process of turning its interest in the prop-
erty back to the possession of the Bolsa Chica Land Company, and
negotiations are under bray whereby the Company will in turn transfer
title to the ocean front to the State of California at half its
appraised value, thus eliminating the necessity on the part of
. Orange County to match the cost of the acquisition in lands or
money. The area included within this acquisition is the strip of
sand beach lying between the Right of 19:ay of the Pacific Electric
Railway and the ocean, extending from Los Patos Avenue to the
westerly boundary of the City of Huntington Beach as shown on Map
No. 2.
Recently the Pacific Electric Company has declared its inten-
tion to discontinue passenger service on this rail line. It may
be possible to acquire the railroad right-of-way which separates
the beach from the Coast Highway, and any acquisition program
should take that possibility into consideration. Lrosion just
west of. Huntington Beach limits has made it necessary for the
railway company to protect its tracks by bulkheads and rip-rap.
Continued erosion will jeopardize the rail line and may even nec-
essitate re-location of the Coast UiEhway.
This beach is at present in a very unkempt condition. It
should be cleaned up and kept clean. Development should include
automobile parking space, rest rooms, life guard service, fire
rings and regulated concessions where food and refreshments can
be bought.

Prioxity 1-B, China Cove and Corona Del Mar Beach
Extends from Dahlia Avenue to Beach Drive (Buck Gully) .
China Cove - Length: 800 feet.
Area: 3.6 Acres . Estimated Value, 197,500.
Corona Del Mar Beach - Length: 1800 feet.
Area: 18.2 Acres. Estimated Value, �:179,400.
The acquisition of beach property in China Cove and Corona Del
Mar Beach has ,been pending since 1944, when the State Legislature
appropriated $200,000 for that purpose. That amount was estimated
to cover purchase of the privately owned portion of Corona Del Mar
Beach, the bluff property overlooking that beach, all waterfront
lots and adjacent unimproved lots in China Cove, the rocky point
between China Cove and Corona Del Mar Beach (Block A-342 Map No. 6) 9
and all of Carnation Cove which lies north of China Cove.
The above-described shorefront some 5700 feet in length was ap-
proved in 1944 for a public beach park by formal endorsement of the
Corona Del Mar Civic Association, the Newport Beach City Planning
Commission, the Newport Beach City Council, the Orange County Plan-
ning, Commission and by the Orange County Beard of Supervisors .
• Procrastination in preparation of deeds, in acquisition proce-
dure and delays by litigation postponed definite acquisition until
1948. During that delay additionaLl residences and business conces-
sions were built in the area. Property values increased to such a
degree that the 5�2009000 appropriation was not enouLh to pay for
the entire area as originally proposed and acquisition officials
deemed it advisable to devote available funds to Corona Del Mar Beach
proper and omit the bluff property, Carnation Cove and China Cove.
To meet this situation the Corona Del Mar Civic Association proposed
an assessment district of Corona Del Mar proper to finance purchase
of China Cove. Residents of the community would not support the
proposal principally because it was felt inequitable to assess a
small community for the purchase of a park area used by the public
at large.
After abandonment of the assessment district proposal it was
decided to include the desired land purchases in the Acquisition
Program then in preparation by Orange County as an amendment of its
Master Plan of Shoreline Development.
The original ;,2001000 appropriation required matching of pro-
posed acquisitions by Newport Beach and the City deeded to the State i
its three large ovinersbips in Corona Del Mar Beach. Subsequently,
the State has also acquired various privately owned lots in ,that
• same beach area as shown on Maps Nos. 5 and 7.

• The State Park Commission at its meeting in April, 1948, affirmed
by -resolution its intention to acquire China Cove subject to the
furnishing of adequate matching land or funds. Sinca property values
have risen to the point where the original appropriation does not
cover desired acquisitions in China Cove, the City has taken formal
action to provide two blocks of city owned property on the peninsula
at 15th Street as matching land. These two blocks, as shown on Map
No. 4, are accordingly designated as first priority acquisition and
made a Dart of this recommended amendment. After careful considera-
tion by Newport Beach citizens and officials, this property was
chosen as suitable for State owned public beach in that:
a. It is one of the nicest stretches of ocean beach on the
peninsula.
b. It is subdivided land, taken in for taxes and as such
can be sold by the City and so lost to the public.
Therefore it is desirable that the State take it over,
thus insuring its perpetuation as a public beach.
c. Three blocks away, on the opposite side of the peninsula,
is the City owned Trailer Park with its still water bathing
beach. The two beaches are connected by 15th Street, which
is extra wide and zoned for business. Considered in rela-
tion to each other, these beaches constitute the nucleus
• of an excellent public recreational facility.
Residents of Newport Beach and of Corona Del Mar in particular
have taken a very decided stand on the issue of setting aside the
China Cove area as a quiet water bathing beach. This small beach
has been used for many years as a public bathing beach, particularly
by women and small children in Corona Del Mar %Yho have found it a
convenient and desirable beach protected from the ocean waves, yet
not affected by moored ships or tidal currents as is the case farther
into the harbor. It is also readily accessible to residents who
customarily have used this beach for many years, and is looked upon
locally as an integral part of the Corona Del Mar beach front.
Map No. 5 shows acquisition proposals as approved by the City of
Newport Beach in March and April, 1948, for inclusion in the Orange
County Shoreline Acquisition Program amendment of that time . It is
included in this amendment as a part of the official record, since
it shorts property then proposed to be acquired as well as city prop-
erty given for matching purposes.
Map No. 6 snows all property depicted on Map No. 5 for acqui-
sition, and also additions to first priority proposals and areas
proposed for second priority acquisition which were not a part of
the former program but which have been approved by the City of
Newport Beach for inclusion in this amendment . Furthermore.., such
. areas as land now in public streets and unplotted land in Corona
Del Mar Beach on each side of Shore Avenue have been added to the
former first priority program.

The streets should be vacated upon completion of acquisition so
th{it the ground within them can be used as a part of the whole area
for park development. Obviously a properly coordinated desi n cannct
be carried out if broken into irregular blocks by a street pattern
-which has no reason for existence when the abutting property ie pub-
licly ovmed for a seashore park. The large unplotted portions are
also included for acquisition, since they are privately held, .costly
under water, and they are a part of the sand area, now used for surf
bathing purposes. They should also be acquired to preclude the pos-•
sibility of their later reclamation under privabe ovnership as sits:z
for possible concessions or similar uses which would •tend to shut off
part of the public ' s access to the surf and the sand beach. In time
this beach area may extend farther out into the ocean as a result of
natz rd_ accretion of sand surface and there should be no question
left as to title to this area when such accretion occurs. It must
be made public area by acquiring title to these portions.
Priority 1-C, Beaches in San Clemente
Three separate parcels of 570, 130 and 2835 feet it length.
Total length: 3535 feet.
Area: 16.2 acres. Estimated Value, $229,775,
• The two smaller parcels of 570 feet and 130 feet are located
at the northerly end of the City' s shorefront opposite the point
where the Coast Highway departs from its contiguity with the
Santa Fe Railroad. These parcels are adjoined by two city-owned
beach strips totaling 413 feet in length. This beach area lies
opposite the Santa Fe station grounds and has been used for beach
camping, it being possible to drive close to the beach on Avenida
Estacion and from thence reach the beach by walking across the Santo
Fe tracks which. separate the entire beach front from the City.
The longer parcel of 2835 feet in length extends southerly
from City-owned beach at the Municipal Pier to connect with State-
owned beach just north of San Clemente 6tate Park.
The above-described parcels are shown on .Map .No. 9.
Although the San Clemente City Council has not formulated a
matching policy, it has taken formal action to request that the above-
described parcels be designated under first priority acquisition in
order to place the city in a position to negotiate purchase of
these privately-owned lands so as to increase the extent of pub-
licly owned beach which they adjoin.

SECOND PRIC21TY R.'_,;COM W,DIDATIONS
• Priority 2-A - Bluff Land. and Rocky Point. in
Corona Del Mar, ._P. ach
Area: 9.5 Acres. Value not estimated„
A series of rock: outcroppings situated between the unimproved
extensions of Goldenrod and Ileliotrope Avenues lies between China
Cove and Corona Del Mar Beach. Although privately orined, this
"Rocky Point", as it is called locally, of about 32 ,acres, has been
used regularly by the public for picnics, art classes and vista
point as a part of this general recreation area.
The China Cove-Corona Del Mar Beach area should eventually be
bo:uzd together In one complete development, thus making the entire
portion of this shore front usable for quiet water bathing, pic-
nicking, art classes, surf bathing, or the quiet recreation of
viewing the interesting and varied scene of the harbor enbrance
and the activity on the beach from the bluffs above. In v:iev7 of
thlo, Map No. 6 has been prepared showing the bluff property along
Ocean Boulevard above China Cove, the bluff property above Corona
Del Mar Beach, and the Rocky Point in Block A-3R. all in second
priority acquisition.
• The property along the bluff, although platted in lot; , is nob
directly accessible from Ocean Boulevard, since it is separated .froaa
the paved portion of the Boulevard by the :Landscaped public sb-reeb
right-of-way, the ocean side of which lies well below the top of the,
bluff. This makes most of the bluff properties inaccessible except
by the construction of an access road at considerable expense. Fur-
thermore, the erection of residences on the. bluff property would
prevent the public from enjoying the view of the public beach below
and would separate the narrow upland park from the beach park: by a
physical barrier of privately--held buildings. map No. 6 showing both
first and second priority acquisitions was approved by the Newport
Beach City Council on February 28, 1949, by Resolution No. 3607.
Pr'ority 2•-B, Capistrano Beach
Extends from Doheny Beach State Park to Capistrano Beach
Pier (Map No. 8) .
.Length: 3,500 feet.
Area: 21. Acres. Value not estimated.
This beach is desirable for fubure expansion of Doheny Basch
State Park. The property is at present under one ovinership, that
of the Los Nietos Company. Although separated from Coast r!igh-
way by the Santa Fe Railway, it can be reached fron. Doheny ..',each
• State Park which it adjoins and it may be possible to also arrange
access at its southerly and from the roadway that no+v gives entrance

Priority 2-C, In Citv of Huntington Beach
• Extends from Ninth Street easterly to Municipal Pier (Map No.l) .
Length: 1,535 feet.
Area: 10.6 Acres. Value not estimated.
This bathing beach is leased by the City of Huntington Beach
from the Huntington Beach Company, It is partly occupied at its
easterly end near the pier by a bath house, pool and concession
buildings. The City apps?oved second priority acquisition for this
beach under the former amendment, and it continues in that priority
in this amendment.
Priority 2-D - Salt Creek Beach and Area NorthorjL of Dana Point.
Salt Creek Beach - Length: 1,800 feet.
Area: 22.5 Acres. Value not estimated.
Area Northerly of Dana Point - Length: 4,300 feet.
Area: 64.5 Acres. Value not estimated.
A series of proposed second priority acquisitions are shown on
Map No. 8, extending along the coast from Salt Creek Beach just
south of Three Arch Bay to the Capistrano Pier. This area is in
the southern portion of the County farther removed from population
centers that make intensive use of the beach. It contains several
• properties that will be desirable eventually for public ownership.
Salt Creek Beach lies adjacent to a County road which was
formerly part of the Coastal highway prior to the construction of
the present route. There is room between the road and the beach
to provide automobile parking space and other necessary facilities
for a public bathing beach. Only the widest portion of the beach
at this point has been designated for acquisition.
Northerly of Dana Point another beach strand which lies below
the steeply sloping bluffs should also be considered for eventual
acquisition together with a portion of the upland, so as to provide
space for public access, automobile parking, points from which to
enjoy the excellent view and facilities for picnics. It is antic-
ipated that the flat area Dying between the bluff and the Coast
Highway will ultimately be subdivided. By acquiring; indicated
portion of shore front ahead of development, it will be possible
to avoid the problem which now exists along the Corona Del Mar
bluffs.
Priority, 2-B - Beaches in San Clemente
Five Separate Parcels North of Municipal Pier.
Total Length: 4,271 feet.
Area: 19.6 Acres. Value not estimated.
• These parcels shown on Plop No. 9 range in length from 11.25 feet
to 1150 feet, and are separated from each other by smaller City-owned
parcels. In total length they represent about a fifth of the whole

• San Clemente shoreline. Their acquisition, after acquiring first
priority portions, will place the major part of the beach strand
in public ownership, constituting the portion which lies in front
of the city proper.
Priority 2-F - Dana Point
Situated at south end of Street of the Golden Lantern.
Length of shoreline: 1,000 feet .
Area: 8 Acres. Value not estimated.
The 1941 Shoreline Master Plan showed the entire liana Point
upland down to the water line in the proposed acquisition program
for public park purposes. Under this amendment only a small por-
tion of about eight acres at the southeasterly corner of Dana Point
is indicated for second priority acquisition as a public monument
site because of its historical significance and to enable the public
to continue to .enjoy the magnificent view of the ocean and the coast
line which can be had from this location9 it being accessible at
present from a public County road and has always been used as a
vista point . It should be properly fenced, appropriately landscaped,
and automobile parking space should be provided.
Priority 2-G - Regents of University of Cal ifornia Property
• Adjoining Doheny Beach State Park on the west.
Length of shoreline: 2,500 feet.
Area: 100 Acres. Value not estimated.
Lying between the community of liana Point, the Coast Highway
and the present west boundary of the Doheny Beach State Park is an
upland area of about 100 acres owned by the Regents of the University
of California. This large parcel of land is shown in second priority
and it was also indicated for acquisition in the Shoreline Master
Plan of 1941. The property is readily accessible from the Coast
Highway, its terrain is a combination of flat upland and irregular
arroyos leading down to the sea. It is large enough to provide
space for automobile parking, appropriate landscaping, and camping
and other recreational pursuits. Its proximity to the present Doheny
Beach State Park makes it possible of coordination with that park
for administration and maintenance. Furthermore, this area is well
located in anticipation of future growth of the communities of Dana
Point, Capistrano Beach and San Juan Capistr m o, only a few miles
inland, and is readily accessible by the present State Highway system.

THIRD PRIORITY RLCOiZIBNDA'PTONS
Priority 3-A - In City of IIuntington Beach
Extends from westerly city boundary to Ninth Street .
Length: 11,000 feet.
Area: 25.3 Acres. value not estimated.
This portion of shorefront (shoran on Thap No. 1) is partly sandy
beach and low bluffs, the latter separating the beach from the Coast
Highway and being occupied by the oil wells of the Standard Oil
Company. This area also lies in front of the portion of the City
given over to oil drilling. The City approved third priority for
this beach portion under the former amendment and it continues in
that priority in this amendment.
Priority 3 B Beaches in San Clemente
Two separate parcels of 3077 feet and 3,800 feet each in length.
• Total length; 7,177 feet.
Area: 32.9 Acres. Value not estimated.
These two parcels as shown on Map No. 9 lie at each extreme
of the City' s shorefront and are designated in third priority in
accordance with the request of the City Council.
The northerly parcel, 3377 feet long, extends from the north-
erly city limits (near the southerly end of Capistrano Properties
subdivision) to the northerly end of the city proper.
The southerly parcel, 3800 feet long, connects at its north-
erly end with the State- owned beach of San Clemente State Marx and
from thence extends to the southerly city boundary. This section
lies in front of the H. Ii. Cotton estate which occupies the upland
between the Santa Fe Railway and the Coast highway.

hON-PRIORIT1Z SHORELINE
• Various portions of the Orange County shoreline are under public
ownership or control, or are not suitable for public park use:
SURFSIDI AND STJNSBT BEACH
Surfside Colony has its own beach in relation to the residential
development. It has suffered erosion as a result of the construction
of the jetties at the Ammunition Depot harbor and this portion of
beach has been replaced in 1948 by dredging sand onto it from the
Naval Ammunition Depot harbor. The ocean front at Sunset Beach is
under county jurisdiction down to Los Patos Avenue as a part of the
dedication of Ocean Avenue, which reserves this stretch of ocean
front for public use.
HUNTINGTON BEACH STATE PARK
The excellent beach lying between Huntington Beach Blvd. , which
is also the easterly boundary of the City of Huntington Beach, and
the mouth of the Santa Ana River is in the unincorporated terri-
tory of the County, and has been acquired by the State of California
under special appropriation as a public beach park known as Huntington
Beach State Park* it is in process of improvement.
LAGUNA HILLS SHOREFRONT
• The shore front from Corona Del Mar to Three Arches is not
included in any priority for acquisition because it is for the most
part rugged in character with steep bluffs and rocky beachen, except
for the publicly owned beach in the City of Laguna Beach, a few
small privately owned beaches and a County-owned beach in South
Laguna. The City of Laguna Beach does not desire to include any
of its frontage in the State Beach Park System, and the portion of
County beach in South Laguna is not suitable for a State beach be-
cause of its rather inaccessible character and the lack of adequate
automobile parking space. It is principally desirable as a beach
for the people who live in the immediate vicinity,
DANA POINT COVE
The water front below Dana Point at the mean high tide line
has been dedicated to the County as a public beach but it is not
suitable for bathing purposes, it being a rocky beach and the water
line hugs the base of the bluffs very closely. This space is at
present occupied by a few small residences perched on the edge of
the bluff and a fishing pier in very poor condition.
CAPISTRANO BEACH
The portion of Capistrano Beach from Capistrano Pier southerly
to the boundary of the City of San Clemente is not included in any
priority for acquisition. It has been subdivided into residential
• lots and at present is occupied by the Beach Club near the pier and
also by 38 residences which have been built at irregular intervals all
along the beach practically to the San Clemente city boundary. A
roadway lies along the ocean side of the Santa Fe Railroad and there
are many dedicated walkways extending from this roadway to the water
line, so that the water is accessible from the road.

The regular meeting of the City Council met and was called to
order at 7:30 P.M, by Mayor Bartlett.
Councilmen present: Greer, Terry, Langenbeek, Bartlett
Councilmen absent: Hawes (Councilman Hawes arrived at 7:40 P.M. )
The Clerk read a letter received from Charles H. Diggs,
Orange County Planning Director, requesting that the City Council
take formal action approving the recommendation of the Orange
County Planning Commission in regard to the proposed acquisition
of shoreline within the City be included in the acquisition pro-
gram and eligible for consideration by the State Parke Commission.
On motion by Langenbeck seconded by Hawes, that the City Clerk
be instructed to forward a communication to the Orange County
Planning Director to the effect that the City of Huntington Beach
• approves of the proposed program for the acquisition of shoreline
within the City and eligible for consideration by the State Park
Commission, was approved.
On motion by Langenbeck, seconded by Terry, the meeting was
adjourned until 7:00 P.M. Monday, April 19, 1948.

ciding that the City does not. have any ocean frontage
that it wishes to have placed in the California Park
System.

WHEREAS., under Chapter 1422, Statutes of 1945, the Department of
Natural Resources, through the State Park Commission, have been au-
thorized and directed to make such supplemental surveys as may be
necessary to determine what lands are suitable and desirable for in-
clusion in a Well balanced system of State Parks and Beaches; and
WHEREAS, no portion of the appropriation made by said Act, Chap-
ter 1422, Statutes of 1945s may be expended for the acquisition of
Ocean Beaches and Beach Parks, except as provided for by Section 3
of said Act, in any county which has not adopted the master Plan of
Shoreline Development for that county, which Plan shall set up prio-
rities of acquisition and use of the shore line of that county; and
WHERLAS, the County of Orange, in the State of California, has
under consideration an amendment to the master Plan of Shoreline
Development for said County of Orange, which amendment proposes to
set up priorities of acquisition and use of said shore line; and
l7IiEREAS, •there has been submitted to the City of Newport Beach
a General Plan and Priority Program for the acquisition of lands
within said City, all as shown on Plat and map hereto attached
• marked exhibits "A" and "B" and by this reference made a part of
this Resolution; and
WHEREAS; by Sections 5150 and 5151 of the Public Resources Code,
the City of Newport Beach may assist the State of California in ac-
quiring any park, playground, recreational center or beach to be used
for recreational purposes, and by the same Sections of the said Pub-
lie Resources Code, it is provided that such assistance may take the
form of a donation, conveyance, or grant to the State of any real
property owned by the City of Newport Beach; and
WHEREAS, the State of California has agreed, through its Divi-
sion of Beaches and Parks, to purchase certain lands in the City of
Newport Beach on the condition that all purchases by the State be

WHEREEAS, it has been found necessary to amplify and revise said
"SHORELIVE ACQUISITION PROGRAM, ORANGE COUNTY, CALIFORNIA" , and
WHEREAS, the acquisition program contained in the "Master Plan
of Shoreline Development of Orange County, California", adopted by
said Commission October 17, 1941, because of changed conditions does
not adequately set forth acquisition requirements as pertain to the
present day, and
WHEREAS, the Planning Commission finds that said certain docu-
ment and maps designated "Revised General Plan and Priority Program"
is in proper form for adoption as an amendment to said "Master Plan
of Shoreline Development of Orange County, California" ,
• NOW9 THLRBPOR19 BE• IT RESOLVED: That said hereinbefore described
document and maps entitled "Revised General Plan and Priority Program" ,
be and the same is hereby approved and adopted as an amendment to
said Master Plan of Shorelins Development by the Orange County Plan-
ning Commission, and
BE IT FURTHER RESOLVED: That the Secretary of this Commission
is hereby instructed to certify an attested copy of said document
and maps to the Board of Supervisors with the recommendation of this
Commission that said document and maps be adopted by said Board as
an amendment to the said Master Plan of Shoreline oevelopment of
Orange County.

On motion of Supervisor Gordon, duly seconded and carried, the
followings Resolution was adopted:
WHEREAS, this being the time and place' set up for the public hear-
ing on the "Revised General Plan and Priority Program" as an amendment
of the Master Plan of Shoreline Development of Orange County, Califor-
nia; and notice of said hea:^ing having been given in the manner and time
required by law; and
WHEREAS, this Board of Supervisors is in receipt of and has before
It a certified and attested copy of said �'Hevised General Plan and Pri-
ority Program" from the Orange County Planning Commission; and
69HEREAS, this matter having now regularly come before this Board
and all interested persons having been heard in regard' thereto; and
WHEREAS, the Board of .Supervisors of Orange County is convinced
that the conservation and promotion of the public health, safety and
general welfare requires the amendment of the Master Plan of Shoreline
Development of Orange County, California, as set forth by said "Revised
General Plan and Priority Program."4
• NOW, THEREFOREO BE IT RESOLVED AND ORDERED, that the idaster Plan
of Shoreline Development of Orange County, California, be amended by
repealing and removing from said Master Plan that certain amendatory
map entitled "Shoreline Acquisition Progran, Orange County, California,"
as adopted by said Board of Supervisors on June 8, 1948, and by approval
and adoption of that certain document and maps entitled "Revised General
Plan and Priority Program" as approved by the Orange County Planning
Commission, as an amendment of said Shoreline Acquisition Progran of
Orange County, California.
BE IT FURT[i�R RESOLVED, that the Clerk of said Board be, and the
same is hereby directed to certify this action upon the document and
maps of said 'Revised General Plan and Priority Program," and to transmit
the necessary copies thereof, together with a copy of this resolution,
to the Park Commission, Division of Beaches and Parks, Department of
Natural Hesources, State of California.

The attached amendment to the Orange County Master Plan
of Shoreline Development was officially adopted by the
Board of Supervisors June 24# 1959.
Amendment of the Plan to include these privately-owned#
underwater lots in Lower Newport Bay under first
priority was requested by Resolution of the City Council
of the City of Newport Beach.
The inclusion of these properties in the Plan with a
first priority status is necessary to qualify for State
appropriations to acquire them.

4 On motion of Supervisor Nelson, duly seconded and carried, the
5 following Resolution was adopted:
6 • WHEREAS, pursuant to the Conservation and Planning Law, the
7 Planning Commission of the County of Orange did on June ' S, 1959, adopt
6 an amendment and map designated "Exhibit C" as an amendment to the
9 Master Plan of Shoreline Development of the County of Orange, which
10 amendment and map propose to amend and supersede the p portion of the
it Master Plan of Shoreline Development applicable to the City of Newport
12 Beach, and
13 11HEREAS, said Planning Commission has submitted to this Board a
14 certified and attested copy of said Plan and its report and recommends-
otl 15 tions thereon;

WHEREAS, as provided by the Conservation and Planning Law, one
8 17 public hearing has been held by the Board of Supervisors of the County
16 of Orange on the 24th day of June, 1959, at which hearing all present
19 were given an opportunity to express themselves; and

21 that the -conservation and promotion of public health, safety and
22
general welfare requires the amendment of the Master Plan of Shoreline

Development of the County of Orange as set forth in said Amendment.

NOW, THEREFORE, BE IT RESOLVED AND ORDERED that the Master Plan

of Shoreline Development of Orange County, California, be amended, as

set forth in the amendment and map designated "Exhibit C' as adopted

BE IT FURTHER RESOLVED that the Clerk of this Board of Super-

Re: Amendment of Master Plan of Shoreline
Development, Lower Newport Bay, Piraters Cove
Gentlemen:
Pursuant to the State Conservation and Planning Law,
there is transmitted herewith a certified copy of a plan
entitled, Amendment of Master Plan of Shoreline
Development, County of Orange, California, Revised
General Plan and Priority Program and is designated-
EXHIBIT 11011. Also transmitted herewith is a copy of
Resolution No. 5017 of the City Council of the City of
Newport Beach as adopted by said Council on May 15a 1959s
which Resolution sets forth the desired objectives of
• the City of Newport Beach relative to the amendment as
here recommended. Furthermore, there is also transmitted
a Resolution of the Commission setting forth its finding
and recommendation on this requested amendment.
This property now being recommended for addition to the
Corona Del Mar State and City Beach Park was designated
for first priority acquisition in the Orange County
Master Plan of Shoreline Development in 1949, and was not
included in the revision of that plan in 1953. The City
of Newport Beach feels that failure to achieve public
ownership of this land would seriously interfere with the
planned development of a choice quiet water swimming
beach in lower Newport Bay, and would substantially
reduce the value of the Staters and the Cityrs previous
large investment in adjacent properties.
The State Conservation and Planning Law provide's that
before adopting all or any part of, or amendment or
addition to, a master plan, the legislative body shall
hold at least one public hearing. A notice of the time
and place of the hearing shall be published at least once
in a newspaper of general circulation in the city or
county at least ten days before the hearing.

RECOMMENDING TO THE BOARD OF SUPERVISORS THE ADOPTION OF AN AMEND-
MENT TO THE MASTER PLAN OF SHORELINE DEVELOPMENT OF ORANGE COUNTY,
CALIFORNIA, AS AMENDED.
WHEREAS, pursuant to the Conservation and Planning Law, and
request of the City of Newport Beach by its Resolution No. 5017
of May 15, 1959, the Orange County Planning Commission has caused
to be prepared a map designated EXHIBIT "Off, which map proposes to
amend and supercede the portion of the Shoreline Master Plan
applicable to the City of Newport Beach, and
WHEREAS, as provided by the Conservation and Planning Law one
public hearing has been held by the Planning Commission on said
request of the City of Newport Beach and amending plan EXHIBIT "C"
on June 3, 1959, at which hearing all present were given
opportunity to express themselves and no opposition was received,
and
WHEREAS, the Planning Commission has duly considered the
changes as proposed by the Resolution of the City of Newport
Beach and finds that said amendment designated EXHIBIT "C" is in
proper form for adoption as an amendment to said Master Plan of
• Shoreline Development of Orange County, California.
NOW, THEREFORE, BE IT RESOLVED, that said amendment and map
designated EXHIBIT "C" is hereby approved and adopted by the
Planning Commission and recommended to the Board of Supervisors for
adoption as an amendment of said Shoreline Master Plan of
Development in accordance with the provisions of the Conservation
and Planning Law.
BE IT FURTHER RESOLVED, that the Secretary of the Planning
Commission is instructed to transmit a certified copy of said
amendment to the Board of Supervisors.

WHEREAS, the California Legislature in recent weeks
passed Assembly Concurrent Resolution No. 84 requesting t FI A E

WHEREAS, there is also pending in the Legislature
Senate Bill No. 401 which would appropriate funds "for acquisi-
tion of additional beach lands in Orange County pursuant to plans
as mutually agreed upon by the State Park Commission and the
Board of Supervisors of Orange County"; and
WHEREAS, such purchase and addition to said Park by
• law is contingent upon approval of the State Park Commission and
approval of the Orange County Board of Supervisors, the latter
such approval in the form of inclusion of such lands in the
Orange County Master Plan of Shoreline Development; and
WHEREAS, on May 15, 1959, the State Park Commission
gave approval to the acquisition of such lands contingent upon
their inclusion in the Orange County Master Plan of Shoreline
Development and upon the passage by the Legislature and approval
by the Governor of Senate Bill No. 401 appropriating funds for
their acquisition; and
WHEREAS, such lands constitute privately-owned, sub-
divided underwater lots immediately adjacent to Block A-34, com-
monly known as "Rocky Point" and "Pirate's Cove", heretofore
purchased by the State and the City for inclusion in said Park;
and
• WHEREAS, failure to achieve public ownership of such
lands would seriously interfere with the planned development of
a choice quiet water swimming beach in Lower Newport Bay, would
substantially reduce the value of the Staters and the City's

previous large investment in adjacent properties, and would pre-
vent the logical development of said Park in accordance with
• general plans previously adopted in principle by the City of
Newport Beach and endorsed by the State Park Commission at its
meeting in this City in January, 1958; and
WHEREAS, such lands were included for first priority
acquisition in the original Orange County Master Plan of Shore
line Development in 1949, and were omitted in the revision of
that Plan in 1953;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby urges that the Board of Super-
visors undertake the necessary steps as rapidly,as possible to
accomplish the amendment of the Master Plan of -Shoreline Develop-
ment for the County of Orange to include the properties described
as follows and shown on attached Exhibit "A":
First Priority: Block D-33 and Block E-33,
Corona del Mar, being subdivided underwater
lots westerly of Rocky Point and adjacent to
• the swimming beach, commonly known as Pirate's
Cove.
BE IT FURTHER RESOLVED, that when effected, advice of
such amendment be communicated immediately to the City of Newport
Beach, Senator Murdy, Assemblyman Sumner, and the State Division
of Beaches and Parks.
This resolution was adopted by the City Council of the
City of Newport Beach at a regular meeting on the 25th day of May,

Madam Mayor and Gentlem$n:
The Committee appointed September 27th, 1954 for the
purpose of recommending to your Honorable Body a method that the
City should follow in the acquisition of Block "C" in Buck
Gulley, Corona del Mar; Inspiration Point tLots 9, 10, 11, 12
of Tract 1257); Lot '23 of Block A-35; end Block A-34; has,
after considerable investigation and deliberation arrived at a
decision, and furnishes herewith the following recommendations:
1. It is recommended that the acquisition be made by the use of
matching lands.
2. It is recommended that the following City-owned beach front
property be offered to the State as matching lands in the
following priority.
Priority #1. Blocks A-21, A-22 and A-23 west of the Newport
Pier and in front of the Business District on the Ocean front,
excluding a strip of land west of the Pier to be retained for
pier control and use by the Dory Fishing Fleet.
Priority #2._ Block 13-A on the ocean front in front of the
Newport Beach Elementary School.
The above recommendation was given with the fuil knowledge of
the existence of an Indenture, made the 25th day of May, 1922,
between Pacific Electric Land Company of California and the Sity
of Newport Beach.

My dear Mayor Miller:
I am attaching herewith copy of a letter I have written
to the Orange County Board of Supervisors regarding the
Newport Beach acquisition as provided for under the re-
cent amendment to the County Master Plan. As you were
at the recent meeting of the State Park Commission you
are familiar with the action taken on this matter.
The enclosed copy letter will be self-explanatory; how-
ever, 'I do want to point out that before we can proceed
further with the project it will be necessary to deter-
mine when the matching will be available and in what
form. If you propose using cash we will proceed immed-
iately with appraisals but if you propose to use lands
as matching our staff must first pass upon the suitabil-
ity of the lands for State park purposes and have them
appraised at the same time we appraise the Parcels under
the Master Plan,
Mr. Powell is asking Mr. Hennessey of our Los Angeles
office to handle this matter and he no doubt will be
in touch with you very shortly.

E. Powell,, Chief Drury recommended the adoption of the amended
master plan, as submitted and requested that appraisals be
Dauthorized as soon as sufficient matching funds are made avail-
able for acquisition purposes. It was moved by Commissioner
Kasch that the Orange County Master Plan, as amended by resolu-
tion of the Orange County Board of Supervisors on September 220
1953, be approved by ,this Commission and that appraisals be
authorized as soon as sufficient matching funds are made
available for acquisition purposes. - Seconded by Commissioner
Burns and approved.

ona del Mar is included in this list for the reason
that it was shown on the county map as a parcel to be
placed in priority #1 and we are advised that the rec-
ommendation was made by the Park Commission for the
purpose of a proposed roadway to the beach.

Dear Sir:
Pursuant to the action taken by the Newport Beach
Planning Commission last night relative to shoreline
development in the Corona del Mar area please find enclosed
two maps labeled Exhibit "B" and dated June 19, 1953, which
have been prepared in our office to illustrate the desired
change in priority of acquisition.
There is also enclosed a copy of your cityts
Resolution No. 4049 on which is indicated by marginal notes
and strike-outs certain revisions which should be included
in a new resolution. Resolution No. 4049 might be with-
drawn by separate motion if you desire. Such withdrawal
should not be made by the new resolution because a copy
of the new resolution will be sent to the State Park Com-
mission upon completion of the Countyts amendment procedure .
The State has no record of your Resolution No- 4049-
When the new resolution has been adopted please
furnish us three copies of it all signed and also one of
the enclosed Exhibit "B" maps signed by the mayor and city
clerk in the space provided on the map. The other copy
is for your file.
Please note that this amendment will eliminate
the second priority now applicable to bluff lots above
China Cove and Big Corona Beach. These bluff lots are
not shown on your Master Plan of Park Recreation and
Waterfront Development as adopted by your Planning Commis-
sion and now pending before your City Council for adoption.
Said master plan was adopted by your Planning Commission
after the Orange County Shoreline Master Plan amendment
of 1949 and consequently your plan remains the most recent
official expression as to shorefront development within
your city. By the proposed amendment the only properties

the limits of Newport Beach will be those named in your
new resolution and as shown in red color on Exhibit "B"
herewith.
