A RESOLUTION OF THE COUNCIL OF
THE CITY OF NEWPORT BEACH
ADOPTING A MASTER PLAN.
WHEREAS, the Planning Commission of the City of Newport
Beach has certified-and transmitted a ,Master Plan for -land-use,
streets and highways and parks and recreation, to the Council for
consideration; and
WHEREAS, the Council has set the matter for hearing on this
13th day of January, 1958, at 7: 30 P. M. ; and
WHEREAS, notice of said hearing was published at least ten
(10) days prior to this date; and
WHEREAS, the Council has considered the Master Plan and held
a hearing thereon; and
WHEREAS, the adoption and use of the Master Plan is necessary
in order to
(a) serve as a general guide for the development of public and
private lands and streets and highways;
(b) Promote the public health, safety, convenience and welfare;
(c) Provide a comprehensive guide for capital outlays on
streets, highways and recreational areas;
(d) Provide an authoritative source of information for residents
and investors in the City; and
(e) Promote the public safety and protect property values by
making adequate provision for city planning;
NOW, THEREFORE, BE IT RESOLVED that the Council of the City
of Newport Beach hereby adopts the Master Plan of the City consisting
of land use,- streets and highways, and parks and recreation heretofore
recommended by the Planning Commission of the City of Newport Beach by
Resolution No. 618 on December 19, 1957 .
This resolution was adopted at a regular meeting of the

appreciation for your action in adopting the Master
Plan for the City of Newport Beach.
The present members of the Planning Commission wish
to assure you that it is their sincere intent and
ambition to provide continuous and active research on
the Master Plan.
The staff which you are providing will enable the
Commission to make necessary studies and develop amend-
ments to keep the Master Plan up-to-date with the growth
and development of the City.
The Planning Commission appreciates the compliments you
expressed during your meeting on January 13th and shall
endeavor to perform its duties in a manner satisfactory

Re: Proposed Master Plan
At the request of Mr. William Cagney, we
submit the adoption of the following proposal
with respect to the contemplated zoning of his
property lying to the north of U.S. Highway 101:
That all of his property bordering on
Highway 101 for a depth of 200 feet be
zoned as C-1. The property immediately
behind that, we feel, should be zoned
for hotel and multiple unit development
down to approximately the hospital road,
at which point we feel that the balance
of the property should be zoned C-1.

Gentlemen: ���•,
We have reviewed Master Plan of Newport Beach dat
1957, prepared by Hahn, Wise and Associates and dealing
with streets and highways, land use, parks and recreation.
In view of the fact that much of this plan deals with the
property of this company in the area of probable expansion
of your city landward, we feel it incumbent on us to indicate
wherein we differ in our concept of the proper development
of this area from the aforementioned report. We in no way
intend, in our following remarks, to include any lands other
than those of this company as we believe this to be the
concern of others. We realize that the plan is in prelimin-
ary form and possibly may not be adopted by you without
proper reservations for modifications which the future will
help determine.
Referring to the map titled "Master Land Use Plan" we
believe that the various small areas indicated for commercial
and professional and apartment use are vague and in one
instance presuppose the realignment of the Coast Highway
presently under study. We believe, however, that there should
be shown some provision for commercial development in the
following areas :
1. On the landward side of Bayside at Marine Avenue.
2. The area adjoining the City Aquatic park on the
west, and
3. The area lying northerly of 17th Street at Irvine,
(approximately 20 acres) .
The industrial park, we think, should be revised to
the area recently annexed, part of which to be occupied by
Aeronutronic Company and known as "Jamboree Road Annex" .
Referring to the map "Master Street and Highway Plan" ,
we recommend the elimination of the dotted highway line
apparently adjacent to the Palisades on the westerly side of
Upper Newport Bay and recommend that highway traffic be confined
to a projection of Dover along the Orange- County Flood Control
channel to an intersection of Irvine Avenue and thence to
City of Newport Beach

follow possibly the projection of Mesa Drive to a point
of intersection with Jamboree Road. The map should also
be revised to show the new alignment of Jamboree Road
which straightens the course and eliminates the heavy
curve indicated on the present map. The cross-roads being
shown roughly paralleling Coast Highway further inland and
the other road starting at the bay in Big Canyon following
a loop course, we believe should not be shown but should
await further study and conform to development.
The map designated "Master Plan of Parks and Recre-
ation" contains also proposed school locations which we
think should be left open and to be determined by school
boards. We do not approve the numerous smaller recreation
areas indicated in the Upper Bay, feeling that the aquatic
park of the county is adequate for that area of the bay and
that provision should be made probably in the neighborhood
of the projection of 23rd St. and also in the extreme upper
bay area, more or less in conformity with the Harbor
Commission plans for recreation areas . The park in our
Irvine Terrace development is indicated as a school site and
should be corrected accordingly.
We trust that our remarks above may be helpful in
arriving at your decision as to your formal action in the
consideration of this Master Plan.

development of proper information to formulate such a plan which,
said Planning Commission feels should be adopted in the interest
of public health, safety and general welfare of the people of
Newport Beach; and
WHEREAS, said Planning Commission has taken the following
steps in the development of said Master Plan:
1. The Planning Commission, with the help and guidance of
the consulting firm of Hahn, Wise and Associates, have made an
extensive survey and study of the City of Newport Beach and adjacent
areas. A Master Plan has been developed consisting of the following
,units:
a) Land Use
b) Streets and Highways
c) Parks and Recreation
2. The Planning Commission in May 1957 received a complete
report and recommendations from the Planning Consultants for a
Master Plan for the City of Newport Beach.
3. The Planning Commission has distributed this Master Plan
report to members of the City Council; Citizens' Advisory Committee;
department heads of the City; Newport Beach Elementary School District;
Newport Harbor High School District; Orange Coast College; Parks,
Beaches & Recreation Commission; individuals and civic organizations
presumed to be interested and affected by the Master Plan.
4. The Planning Commission, in order to advise those con-
cerned with areas adjacent to the City, has also filed copies of
the Master Plan report with the following:
a) Irvine Company
b) Orange County Planning Commission
5. The Planning Commission has published notice of hearings
on the Master Plan and has held four hearings at which the matter was
considered.
NOW, THEREFORE, BE IT RESOLVED, that said Planning Commission
does hereby adopt said Master Plan in accordance with the Master Plan
report attached herewith.
BE IT FURTHER RESOLVED that the Chairman and Secretary of the

Enclosed, please find additional protests in regard to the Master
Plan relative to that part which proposes to fill in the Grand
Canal. These are in addition to those which are already on file
and are submitted on behalf of the following property owners:

4. Pearl K. McInnis, new owner of realty formerly in
the name of Mildred C . Graham.
I might state that, although the undersigned wrote and requested
official notice as to when the meetings on this proposal were to
be had, no notice was received as to the meeting of August 15th.
It will be appreciated if you will inform me, by postcard or by
letter, as to future meetings.
I would also like to add rotest to the proposal of filling

Grand Canal.

the proposal to fill in the Orsnd Ctftal.

the value of our property. The Canal is as important to
us as the bay is to the owners of barfront property, In
Fast, in some ways, Canal property is more attractive them
bayfront property. To destroy the Canal., would be to des-
troy much of the value of the property 'bordering; it$ which
was purchased An waterfront property.

character of this property. It some peoplqprefer to live

the opportunity, But. the fact that some families hav*
made this *holes should not be permitted to change the
character of the community. sobools and playgrounds are
needed in residential ammunition. They are not needed it
a resort comatuuity. If it is inoonvenient for residents of
Balboa Island to send their children off the Island to at-
tend schoolt that is the choice they *ads when they deeided
to take up year around residence on the Island. It is not
a sufficient reason to penalise those who bought property
on the Island for vacation use.
Children visiting the Island have a 'wealth of natural reerar-
ational facilities in the beaoho the bay and the canal. Tboy
come to the beach to enjoy the types of recreation that are
available only at the beach. They have the usual run of ln-
land recreational facilities at home. To destroy the Canal,,
which is enjoyed by dozens and even hundreds of children
every day--partioularly small children--would be to destroy
a large part of the thin,- that brings families with children
to Balboa Island.
g. I. along with Ay neighbors who have purchased property on
the Canal, an unalterably opposed to this scheme to destroy
one of the major assets of Balboa Island, I beseech you,
the members o the City Planning Commission, to visit the
Canal if you are not f9r.+21=ar with its attractiveness and
then to delete this ill-considered and unjust proposal frft
the proposed Master Plan.

This letter is to register my protest against any plan for turning
Grand Canal Street into a school and playground. Following are my '
reasons for opposing this:
1. This house was purchased for a retirement home �uu A

2. There is over 840p000.00 invested in this property FUt.
which would be ruined both in value and as far as
the use for which it was originally intended.
3. This property has never been., nor was ever intended
to, be, for rental or income.
Further., I have never been notified of any proposed bills or hear-
ings concerning such changes and would like to be notified of any
future ones in connection with the Balboa property.
