WHEREAS, the Planning Commission of the City of Newport Beach has certified-and transmitted a ,Master Plan for -land-use, streets and highways and parks and recreation, to the Council for consideration; and WHEREAS, the Council has set the matter for hearing on this 13th day of January, 1958, at 7: 30 P. M. ; and WHEREAS, notice of said hearing was published at least ten (10) days prior to this date; and WHEREAS, the Council has considered the Master Plan and held a hearing thereon; and WHEREAS, the adoption and use of the Master Plan is necessary in order to (a) serve as a general guide for the development of public and private lands and streets and highways; (b) Promote the public health, safety, convenience and welfare; (c) Provide a comprehensive guide for capital outlays on streets, highways and recreational areas; (d) Provide an authoritative source of information for residents and investors in the City; and (e) Promote the public safety and protect property values by making adequate provision for city planning; NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Newport Beach hereby adopts the Master Plan of the City consisting of land use,- streets and highways, and parks and recreation heretofore recommended by the Planning Commission of the City of Newport Beach by Resolution No. 618 on December 19, 1957 . The property immediately behind that, we feel, should be zoned for hotel and multiple unit development down to approximately the hospital road, at which point we feel that the balance of the property should be zoned C-1. In view of the fact that much of this plan deals with the property of this company in the area of probable expansion of your city landward, we feel it incumbent on us to indicate wherein we differ in our concept of the proper development of this area from the aforementioned report. We in no way intend, in our following remarks, to include any lands other than those of this company as we believe this to be the concern of others. We realize that the plan is in prelimin- ary form and possibly may not be adopted by you without proper reservations for modifications which the future will help determine. Referring to the map titled "Master Land Use Plan" we believe that the various small areas indicated for commercial and professional and apartment use are vague and in one instance presuppose the realignment of the Coast Highway presently under study. We believe, however, that there should be shown some provision for commercial development in the following areas : 1. On the landward side of Bayside at Marine Avenue. 2. The area adjoining the City Aquatic park on the west, and 3. The area lying northerly of 17th Street at Irvine, (approximately 20 acres) . The industrial park, we think, should be revised to the area recently annexed, part of which to be occupied by Aeronutronic Company and known as "Jamboree Road Annex" . Referring to the map "Master Street and Highway Plan" , we recommend the elimination of the dotted highway line apparently adjacent to the Palisades on the westerly side of Upper Newport Bay and recommend that highway traffic be confined to a projection of Dover along the Orange- County Flood Control channel to an intersection of Irvine Avenue and thence to City of Newport Beach Honorable City Council Dec. 20, 1957 Page 2 follow possibly the projection of Mesa Drive to a point of intersection with Jamboree Road. The map should also be revised to show the new alignment of Jamboree Road which straightens the course and eliminates the heavy curve indicated on the present map. The cross-roads being shown roughly paralleling Coast Highway further inland and the other road starting at the bay in Big Canyon following a loop course, we believe should not be shown but should await further study and conform to development. The map designated "Master Plan of Parks and Recre- ation" contains also proposed school locations which we think should be left open and to be determined by school boards. We do not approve the numerous smaller recreation areas indicated in the Upper Bay, feeling that the aquatic park of the county is adequate for that area of the bay and that provision should be made probably in the neighborhood of the projection of 23rd St. and also in the extreme upper bay area, more or less in conformity with the Harbor Commission plans for recreation areas . The park in our Irvine Terrace development is indicated as a school site and should be corrected accordingly.
