Subject: FW: 4302 Ford-Examples of why Phase I traffic analysis is inadequate
Hi Ben,
I sent you an email explaining a number of failings I see in the Initial Study and
Mitigated Negative Declaration dated April 2019 (IS/MND) on the 4302 Ford Rd
project, and wanted to support why the traffic estimating section is so
inadequate.
For history – It was an unexpected side effect that when Mesa View opened
during the Bonita Canyon Sports Park development, the section of Ford Rd.
between San Miguel and Mesa View became a thoroughfare for commuters
bypassing MacArthur. This is why there is such an extraordinary amount of traffic
right there at the intersection where the proposed 21 new housing units’
occupants will enter/exit the community. If you don’t live here, you wouldn’t
know that. It is also one of the reasons why using the national averages for
estimating traffic impact contained in the IS/MND would be negligent.
This morning at 9:15, I took these pictures of traffic backed up at that intersection
and a car turning right onto Mesa View from the wrong lane, going around the
sitting traffic. This is an everyday, all-day-long occurrence. These pictures
weren’t even taken during rush hour.
I also took the pictures below of the damage to a tree from a car accident this
week where someone ran the stop sign at the same intersection.
I ask that the Planning Commission require a legitimate Environmental Impact
Report rather than relying on the skimpy and grossly inaccurate data contained in
the IS/MND on which your Staff Report relied. I can’t imagine how much worse
the traffic would get if more homes were added where this intersection is their
way in and out of the neighborhood.
