Re: Disestablishing the Corona del Mar Business Improvement District
Dear Business Owner,
On May 11, 2021, the City of Newport Beach (City) City Council adopted a Resolution of
Intention to disestablish the Corona del Mar Business Improvement District (CdM BID). The
action reflects a recommendation made by the BID Board of Directors to have the BID
disestablished, given that the BID has fulfilled its original mission to make Corona del Mar a
desirable location to conduct business. Thanks to the many years of volunteer work and
City support, the CdM BID was able to complete a majority of its Vision Plan, which included
various beautification elements and enhancements, as well as marketing and promotion of
the business district.
The BID was formed in 1997 pursuant to the Parking and Business Improvement Area Law
of 1989 (California Streets and Highways Code Section 36500 et seq.) (Act) for the purpose
of financing activities and programs to benefit businesses located and operating in the
territory of the CdM BID. The BID's territory encompasses the area generally located along
East Coast Highway from Hazel Drive to Avocado Avenue in Corona del Mar.
Pursuant to the Act, the City Council was required to adopt a resolution of intention (see
attached Resolution 2021-40) prior to holding a public hearing to consider adopting an
ordinance formally disestablishing the CdM BID. The public hearing is scheduled for
Tuesday, June 8, 2021, during the City Council meeting that begins at 4 p.m. in the City
Council Chambers, located at 100 Civic Center Drive, Newport Beach, California 92660.
If you would like to participate in the June 8 public hearing, you have several options for
doing so. First, you may submit your questions and comments in writing for City Council
consideration by sending them to the City Clerk at cityclerk newportbeachca.gov. To give
the City Council adequate time to review your questions and comments, please submit your
written comments by Monday, June 7 at 5 p.m. Correspondence received by this deadline
will be uploaded to the agenda packet by June 7 at 5:30 p.m. Questions and comments
received after the deadline and prior to 3 p.m. on Tuesday, June 8 will be provided to the
City Council in hard copy and will be available to the public at the meeting.

Next, you may also attend and participate in the meeting by going to the City Council
Chambers or the Civic Center Community Room for overflow (both locations have limited
occupancy due to social distancing) located at 100 Civic Center.
You can also participate in the meeting via computer by joining through Zoom. Please visit
the City's website, newportbeachca.gov, to register for the meeting using a valid email
address. You will receive a confirmation email allowing you to join the meeting.
In addition, members of the public can participate in this meeting telephonically by calling:
1-669-900-9128. The meeting ID will be published on the City's website prior to the
meeting. During Public Comments, press *9 to add yourself to the queue and wait for City
staff to announce your name/phone number and press *6 to unmute your line when it is
your turn to speak. Comments are limited to 3 minutes, or as otherwise directed.
Please know that it is important for the City to allow public participation in this meeting. If
you are unable to participate via the options set forth above, please contact the City Clerk at
(949-644-3005 or cityclerk newportbeachca.gov) and staff will attempt to accommodate
you. While the City does not expect there to be any changes to the above process for
participating in this meeting, if there is a change, the City will post the information as soon
as possible to the City's website.
If, following the public hearing, the City Council votes in favor of disestablishment, the CdM
BID would continue to operate through June 30, 2021. The disestablishment would be
effective as of July 1, 2021 at which time business owners within the CdM BID would no
longer be required to pay the CdM BID's annual assessment. In addition, your business will
receive a refund of a portion of your paid assessment, due to the disbursement of monetary
assets the BID had in their possession on June 30, 2021.
