My name is Oscar Almendarez and will be helping out Winkle Custom Homes to help finalize the project. Chelsie Noell with Winkle Custom Homes has been in communication with the city and Chelsea Creager to get the additional information required. Before the city had shut down I had visited the planning department to get a better understanding of the visual impact analysis. The subject slope in its current condition is considered prone to long-term erosion, and raveling, and the colluvium mantling portions of this slope may be prone to surficial instability. A “softer” approach is recommended herein that uses the favorable inherent conditions of the slope to advantage. This method includes the following main components: -Slope manicuring to the extent feasible to mitigate potentially unstable conditions. -Improve the drainage character along the base of bluff slope. -The installation of protective cover assembly consisting of wattles and an anchored “Pyramat” mating across the slope face to reduce / control erosion and simultaneously secure an envelope of engineered hydromulch that emulates a soil horizon to facilitate vegetative cover and development. This geotextile matting is intended to provide interim protection of the slope from attack and degradation from an erosion control standpoint, as well as literally stitch an emulated soil horizon onto the slope and allow the developing vegetation to become established. An anchoring system will be required to support the “Pyramat” mating and wattles assembly. The cover is considered to be an “engineering assisted living thing.” The toe structures receive and control runoff from this cover assembly. Through proper and successful implementation of the Revegetation Program and proper maintenance, the cover will allow the vegetation to become established while protecting the slope face from attack and degradation. As the vegetation becomes established it will grow into and through the cover to provide stitching of the soils and develop significant anchoring. The mature vegetation palate is envisioned to ultimately conceal the cover mat from view.
