Please be advised that after reviewing the subject application, your submittal has been deemed
incomplete and further information is required before we are able to proceed with the application
process.
The following documentation is required to complete the application:
1. An alternative setback(s) may be requested pursuant to Zoning Code Section 20.30.110C:
Alternative Setback Area Location. In cases where the orientation of an existing lot and
the application of the setback area are not consistent with the character or general
orientation of other lots in the vicinity, the Director may redefine the location of the front,
side, and rear setback areas to be consistent with surrounding properties. The
reorientation of setback areas is not applicable to the Bluff Overlay District.
In this particular case, the lots in the direct vicinity are of a similar orientation and size.
According to records on file in the City, the existing lot was created through a record of survey
in 1943 along with adjoining lots. Therefore, comparison of floor area ratios, buildable areas
and other methods for comparison should consider similarly zoned and oriented Multi-Unit
Residential (RM) zoned lots. The use of standard 30’ x 118’ R-1 and R-2 lots does not provide
the adequate information for comparison.
2. The term “virtual setback” is used in the written justification and exhibits. Please clarify in
writing what this term means and how it’s applied in your request.
3. Please provide an exhibit and written explanation that depicts and describes any easements
and how the property is accessed.
4. Please provide an exhibit that depicts the default setbacks and includes the buildable area
and floor area limit calculations. This exhibit must also include any access easements on the
site.

5. Please include a setback exhibit that includes the proposed setbacks and includes buildable
area and floor area limit calculations. This exhibit must also include any access easements
on the site.
