SUBJECT: CLOSING 21ST PLACE TO VEHICULAR TRAFFIC
LOCATION: 21st Place between Ocean Front and McFadden Place,and the south-
easterly 50 feet of the alley intersecting 21st Place
RECOMMENDATIONS:
1. Hold public hearing; close hearing.
2. If desired (a) adopt a resolution ordering the closure of
21st Place and the adjacent alley to vehicular traffic; and
(b) direct the City Clerk to have the resolution recorded by
the Orange County Recorder.
DISCUSSION:
On April 12, 1982, the City Council set April 26, 1982 as the date for a
public hearing to consider closing 21st Place and a portion of the adjacent
alley to vehicular traffic. A copy of the April 12, 1982 memo is attached for
reference.
As indicated in the previous memo, it is desired that 21st Place
and 50 feet of the alley be utilized as a pedestrian area. The existing as-
phaltic concrete paving would be reconstructed with tile pavers and with
planters. Plans for the reconstruction would be approved by the Public Works
Department.
The resolution ordering the closure (and the plans for the recon-
struction) provide for the following requirements:
1. That emergency and utility vehicles be allowed access as
needed for emergencies and repairs.
2. That a 12 -foot -wide clear area shall be maintained on 21st
Street for emergency and utility vehicular access.
3. That Mr. Lawrence and/or the adjoining property owners agree
to construct and maintain the non-standard improvements at no
cost to the City; and that the City be held free from any
liability relating to the non-standard improvements.
4. That a fire hydrant be installed at 21st Place and Ocean Front.
