SUBJECT: REQUEST OF LAWRENCE J. O'ROURKE, JR. OF 2244 WEST COAST HIGHWAY
TO INSTALL A SIGN WITHIN A CITY PUBLIC UTILITY EASEMENT ADJACENT
TO AND CONTIGUOUS WITH WEST COAST HIGHWAY
RECOMMENDATIONS:
1. Approve issuance of an Encroachment Permit for construction of
non-standard improvements.
2. Approve an Agreement for Non -Standard Improvements; authorize
the Mayor and the City Clerk to execute the Agreement; and
direct the City Clerk to have the Agreement recorded with the
Orange County Recorder.
DISCUSSION:
Lawrence J. O'Rourke, Jr., the owner of 2244 West Coast Highway,
is proposing to install a sign within a City public utility easement. Prior
approval of City Council is required for private structural improvements such
as retaining walls, raised planters, signs, etc. in public easement or right-of-
ways. The Agreement will allow installation of the sign within the public
utility easement as approved by the Public Works Department.
The property owner will be responsible for maintenance of the
improvements and hold the City harmless of all liability for the non-standard
improvements.
