On March 12, 2020, Governor Newsom issued Executive Order N-25-20, which allows Council Members and Finance Committee Members to attend meetings telephonically. Please be advised that to minimize the spread of COVID-19, some, or all, of the Newport Beach City Council and Finance Committee Members may attend this meeting telephonically. Also, please be advised that on March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows for the public to participate in any meeting of the City Council and Finance Committee telephonically or by other electronic means. As a member of the public, if you would like to participate in this meeting, you can participate via the following options: 1. You can submit your questions and comments in writing for City Council and Finance Committee consideration by sending them to the City Clerk at cityclerk(cDnewportbeachca.gov. To give the City Council and Finance Committee adequate time to review your questions and comments, please submit your written comments by Monday, May 24, 2021, at 5:00 p.m. 2. You can attend and participate in the meeting by going to the City Council Chambers or the Civic Center Community Room for overflow (both locations have limited occupancy due to social distancing) located at 100 Civic Center Drive where the meeting will be broadcasted, and you can address the City Council and Finance Committee. You can connect with a computer by joining through Zoom. Click the link below to register for the meeting using a valid email address. If you are unable to participate in the meeting via the process set forth above, please contact the City Clerk at (949-644-3005 or cityclerk@newportbeachca.gov) and she will attempt to accommodate you. While the City does not expect there to be any changes to the above process for participating in this meeting, if there is a change, the City will post the information as soon as possible to the City's website. Special Joint Meeting Agenda May 25, 2021 Page 2 NOTICE TO THE PUBLIC This City Council and Finance Committee are subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that their agenda be posted at least twenty-four (24) hours in advance of a special meeting and that the public be allowed to comment on agenda items before the City Council and Finance Committee, and items not on the agenda but are within the subject matter jurisdiction of the City Council and Finance Committee. The City Council and Finance Committee may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the City Clerk 24 hours prior to the scheduled meeting. CURRENT BUSINESS Review of the Proposed Fiscal Year 2021-22 Operating Budget (the proposed budget is available online at newportbeachca.gov/budget) Staff will be reviewing the revenue assumptions, expenditure requirements, and program enhancement recommendations included within the proposed budget, as well as any revisions required to the proposed budget as originally distributed. 2. Review of Resources and Service Levels to Maintain City Beaches Staff will review current services levels to maintain, manage and secure the City's beaches and what is proposed in the FY 2021-22 Budget. Staff will also present options for enhanced service levels related to trash pickup, boardwalk ambassadors, lifeguard coverage and code enforcement. IV. PUBLIC COMMENTS Public comments are invited on non -agenda items generally considered to be within the subject matter jurisdiction of the City Council and Finance Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The City Council and Finance Committee have the discretion to extend or shorten the speakers' time limit on non -agenda items, provided the time limit adjustment is applied equally to all speakers.
