PA2021-122 2 Map of Small Cell Node CRAN_RLOS_NWPTB_003 and Alternative Sites On this aerial map, AT& T's proposed Small Cell Node NWPTB_003 is designated by a yellow marker and the alternative sites are ident ified by red markers. ~ ~ ~AT&T --= PA2021-122 3 Proposed Small Cell Node CRAN_RLOS_NWPTB_003 • AT&T is committed to providing and improving wireless telecommunications services and faster data rates throughout the City of Newport Beach. • Rather than construct traditional macro facilities, AT& T's solution is to deploy very small facilities, called "small cells;' that can be installed on utility infrastructure in the public right-of-way. • A small cell is a low-powered cell site, which, when grouped with other small cells, can provide coverage in areas where traditional macro wireless facilities are discouraged. • Small cells are effective tools to provide and improve critical wireless services with a minimal impact. By placing small cells in areas where AT& T's existing facilit ies are constrained and where AT&T experiences high network traffic, AT&T can address existing and forecasted demands. • Small Cell Node CRAN_RLOS_NWPTB_003 will improve signal quality and capacity within AT& T's wireless network in this portion of Newport Beach. POLE • Photo Simulation of Proposed Smal l Cell • AT&T proposes to place a Small Cell Node on a replacement streetlight pole in the public right- of-way. (Lat/Long 33.629561, -117.900128). The proposed node is located on the east side of Ruth Ln. • AT&T proposed node is a stealth facility under City Code §20.49.030{N) and is designed to be as visually inconspicuous as possible. • The streetlight is located in the public right of way in a residential neighborhood. • AT&T has determined that this location is viable in that necessary utilities are available and this location is feasible from a radio frequency perspective. The location is free of obstructions and has good line of site to meet coverage objectives. AT&T will need to replace the existing streetlight with a new streetlight to accommodate a Small Cell. ~ ~ ~AT&T ~ PA2021-122 Small Cell Node CRAN_RLOS_NWPTB_003 -Proposed Location City Streetlight No. 1523 located on the east side of Ruth Ln. approximately 175' north of Marian Ln. • Additional Photographs of Proposed Small Cell location 5 PA2021-122 6 Small Cell Node CRAN RLOS NWPTB 003 -Alternative Site #1 - -- City streetlight pole located in the right of way on Doris Ln . approximately 120' east of Dover Dr. • Alternative Site #1, is a city owned concrete streetlight. It is approximately 120' east of Dover Dr. and 215' northwest of the proposed node. • The pole is similar in size and style to our proposed location. • This design is also a stealth facility under City Code §20.49.030(N} and can be designed to be as visually inconspicuous as possible. • This streetlight was initially considered but was not chosen for two reasons: The first reason is that this alternative site is located very close to a tree and the roots of the tree come very close to the proposed foundation and may be an issue during construction. The second reason is that the site would require extensive trenching to get fiber to the location. PA2021-122 7 Small Cell Node CRAN RLOS NWPTB 003 -Alternative Site #2 -- City streetlight pole located 347' southwest of the proposed location on the east side of Dover Dr. and approximately 200' north of Nottingham Rd. • Alternative Site #2 is also a a city owned concrete streetlight. It is located approximately 347' southwest of our preferred node on the east side of Dover Dr. approximately 200' north of Nottingham Rd. • The design used here would also be a stealth facility under City Code §20.49.030(N) and can be designed to be as visually inconspicuous as possible. • This site was originally considered but not chosen due to its close proximity to a very dense tree located directly behind it. • Another reason this site was not chosen is because it would require extensive trenching to bring fiber to the location. PA2021-122 Small Cell Node CRAN_RLOS_NWPTB_003 -Alternative Site #3 City streetlight pole located on the north side of Marian Ln. approximately 100' east of Ruth Ln. and 210' southeast of our proposed location. • Alternative Site #3, is a city owned streetlight 8 located in the public right-of-way on the north side of Marian Ln. approximately 100' east of Ruth Ln. and 210' southeast of our proposed location. • Th is design is a stealth facility under City Code §20.49.030(N) and can be designed to be as visually inconspicuous as possible. • A small cell at this alternative location is feasible but was least preferred for the fol lowing three reasons. • First, the pole is located near what appears to be a very large underground vault. Typically, sites like this are avoided due to the close proximity to other potential underground substructure in the area. • Second, this alternate location is very close to several trees which could possibly interfere with signal. • Third, this alternate location is furthest from the servicing sector and would fail to meet the coverage objectives. PA2021-122 9 Proposed Small Cell Node CRAN_RLOS_NWPTB_003 Conclusion • • • • • The proposed small ce ll node CRAN_RLOS_NWPTB_003 is an integral part of an overall small cell solution to help close AT& T's significant service coverage gap in this portion of Newport Beach. The proposed small cell will provide wireless telecommunications service and faster data rates to the area businesses, residents & visitors. The proposed small cell is the best available and least intrusive means to help AT&T provide and improve critical wireless services in the surrounding areas, adding low-power, low-profile equipment to utility infrastructure in the public right-of-way. The use of a replacement streetlight allows a stealth design for the proposed equipment and antenna . The proposed installation will enhance wireless communication with the least visual impact to this residential community. PA2021-122 AT&T PA2021-122
