HVAC Noise Level Measurement Test Results

Dear Barry:
In accordance with your request, we have conducted acoustical measurements of the noise levels
generated by the air conditioning units serving the three new modular trailers located on the lower
campus of the Hoag hospital property. Measurements were conducted to determine if the noise
levels generated by the installation of the new trailer air conditioning equipment is in compliance
with the applicable noise regulations at the nearby property line to the north of the trailers.
Acoustical measurements were conducted on 25 May 2021 between 10:30 and 11:30 a.m. at the
property line which is shown on the site plan as being 58' north of the new trailers. The
measurement location is approximately the midpoint up the hill between the retainer wall directly
behind the trailers, and the Sunset Park Lane service road at the top of the hill.

the position used for our measurements at the property line on the following Figure 1.
NOISE STANDARDS AND PROJECT SPECIFIC CRITERIA

If the ambient noise level exceeds the resulting standard, the ambient shall be the standard.
Project Specific Noise Level Conditions
Noise level requirements for this specific project are different than the noise ordinance stated
above and are included in the project documents in the section titled "City of Newport Beach
Notes". Note number two in this section states "Sound level shall be field measured at the adjacent
property line and shall not exceed 50 dB(A)." This note is included in the site plan on Figure 1.
The City of Newport Beach requires that noise measurements be conducted and averaged over a 15
minute period, with a sound level meter set for a slow response averaging time. The result is
termed a "15 minute Leq", (Equivalent Noise Level) and is measured and presented in A -weighted
decibels levels. By definition, a 15 minute Leq is the A -weighted sound level corresponding to a
steady-state sound level containing the same total sound energy as a time -varying signal over the
15 minute period.
TEST EQUIPMENT
Sound level measurements were conducted utilizing the following equipment which was calibrated
prior to and immediately subsequent to the tests:
Bruel & Kjaer Type 2250 sound level meter
Bruel & Kjaer Type 4189 microphone2250 sound level meter
Bruel & Kjaer Type ZC0032 preamplifier
Larson Davis Model CAL200 acoustical calibrator
Sound measurements were conducted with equipment that exceeds the City of Newport Beach
requirement for utilizing sound measuring equipment which meets the American National
Standard's Institute 51.4-1971 for Type 2 sound level meters.
SITE CONDITIONS AND MEASUREMENTS
During our site visit, the primary noise source was vehicular traffic on nearby Pacific Coast Highway.
There were no aircraft overflights observed during our site visit.
It is our understanding that the trailers and potentially the air conditioners would only be used
during the daytime hours and not used during the nighttime hours, therefore, ambient noise levels
were measured in the daytime during off-peak traffic hours when the noise levels from Pacific Coast
Highway would be the lowest.

The ambient noise levels at the property line with the trailer air conditioners off between the mid-
morning hours of 10:45 and 11:00 am, was found to be Leg - 58.8 dB(A). These ambient noise levels
already exceed the 50 dB(A) criteria of the requirements included in the site plan notes.
Immediately following this test, the trailer air conditioners were turned on and verified to be
generating cold air by the undersigned. Measurements were then conducted again at the property
line with all four (4) trailer air conditioners operating. Noise levels for the 15 minute measurement
period were found to be Leg - 58.6 dB(A).
The air conditioners were inaudible at the property line closest to the trailers. The lower ambient
levels measured with the air conditioners on, was due to a minor 0.2 dB(A) variance in the traffic
noise.
SITE CONDITIONS AND MEASUREMENTS
Rounding the measured noise levels of the ambient conditions and noise level conditions with the
air conditioners operating to whole integers, the measured levels are the same Leq - 59 dB(A) for
both tests. Mathematically, for there to be no increase in levels when the air conditioners are
operated, the contribution of the air conditioners must be at least 10 dB(A) lower than the ambient
measured conditions or no higher than 49 dB(A).
On site, noise at the property line from air conditioning operation was found to be inaudible. By
calculation, we determined that the noise contribution of the air conditioners could not be greater
than 49 dB(A) which satisfy both the City of Newport Beach Noise Ordinance and the specific
requirements noted in the project drawings.
