Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Balboa Peninsula Crosswalks Improvements Project — Notice of Completion for Contract No. 7288-2 (19T11) On November 10, 2020, City Council awarded Contract No. 7288-2 for the Balboa Crossing Improvement Project to GMC Engineering, Inc. The project consisted of removal and reconstruction of sidewalk and drainage improvements, pavement refurbishment, landscape improvements, signing/striping, new traffic signal installation, and modifications at 26th and 28th Streets on the Balboa Peninsula (for the new Fire Station No. 2 facility). The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. DISCUSSION: Overall Contract Cost/Time Summary Awarded Final Cost at Contingency Actual % Due to % Due to Contract Amount Completion Allowance Contract Directed Unforeseen Change Change Change $880,000.10 $965,585.93 10% 9.7% 4.0% 5.7% Allowed Contract Time + 132 Actual Time 0 Approved Extensions (days) = Under (-) or Over (+) 9-1 Balboa Peninsula Crosswalks Improvements Project — Notice of Completion for Contract No. 7288-2 (19T11) June 8, 2021 Page 2 The work necessary to complete this contract consisted of removal and reconstruction of approximately 3,345 square feet of sidewalk; removal and reconstruction of seven sidewalk curb ramps and creating two new curb ramps; removing and replacing concrete driveways; removing and replacing a concrete cross gutter and spandrel; removing and reconstruction of a new catch basin, constructing new curb inlets, removing and replacing street pavement within selected areas of the work limits; removing and replacing all street markers, striping, and painting; installing a new traffic signal; removing and replacing street signage and appurtenances in the field; and other incidental items to complete the work in place as required by the contract documents. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final Contract Cost: $880,000.10 $842,263.60 $123,322.33 $ 965,585.93 Several change orders were issued as the result of both directed and unforeseen conditions in the field discovered during construction. The significant change orders are described and listed below: Additional pavement removals and rehabilitation totaled $32,776. Installing an additional catch basin and modifying a storm drain junction structure totaled $17,852.50. Quantity increases for bid items totaled $72,693.83.
