The process to fill the vacancies is provided in City Council Policy A-2 (Board, Commission, and Committee Appointments), City Charter Section 702, and the Maddy Act. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Make appointments to the Boards and Commissions from the nominees listed below. Debbie Stevens DISCUSSION: The nominees listed above were confirmed by the City Council at the June 8, 2021 City Council meeting and were selected from applications received and on file in the City Clerk's Office. Copies of all the nominees' applications were included with the June 8, 2021 staff report and are also attached to this staff report. All new terms will be effective on July 1, 2021, with an expiration date of June 30, 2025. Appointment Process Pursuant to City Council Policy A-2 (Boards, Commissions and Committees), appointments to the Boards and Commissions will take place in the following manner: A. The City Council will vote on all appointments simultaneously via paper ballot. The City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the City Council will cast the appropriate number of votes for Boards and Commissions on the paper ballot. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. It is my goal in becoming active in the community to preserve Newport Harbor for the enjoyment of future generations. My wife, daughter and I are avid boaters and spend nearly all our free time on the water. We are members at Balboa Yacht Club and participate in various other community organizations throughout Newport Beach. I am both a powerboater and have sailed extensively throughout the world. I have owned over two dozen boats in my life and have extensive knowledge in boat and yacht handing, angling and the shipwright trades.
