Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: 16th Street Pump Station Upgrades and Back-up Generator — Award of Contract No. 7693-2 (18W13) ABSTRACT: Staff has received construction bids for the 16th Street Pump Station Upgrades and Back- up Generator project and requests the City Council's approval to award the construction contract to R.I.C. Construction Co., Inc. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(b) Class 1, (existing facilities of publicly -owned utilities used to provide electric power, natural gas, sewerage or other public utility services) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No 7693-2 to R.I.C. Construction Co., Inc. for the total bid price of $2,508,905.00, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $251,000.00 (approximately 10 percent of total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The City of Newport Beach (City) received nine bids for this project. At 10 a.m. on June 15, 2021, the City Clerk opened and read the bids: 4-1 BIDDER TOTAL BID AMOUNT Low R.I.C. Construction Co., Inc. possesses both California State Contractor's License Classification "A" (General) and "C-10" (Electrical), as required by the project specifications. A review of references for R.I.C. Construction Co., Inc. shows satisfactory completion of similar contracts for other municipalities. The low bid was 2.4 percent above the Engineer's Estimate of $2,450,000. The slight disparity between the low bid amount and the Engineer's Estimate may be attributed to the increases in the costs of materials that have occurred during the COVID-19 pandemic. Many manufacturers have raised prices due to low supplies of materials. The 16th Street reservoir and pump station is an integral part of the City's potable water infrastructure. All four of the City's groundwater wells pump to this facility, and the groundwater is then pumped into the City's water system. This pump station is currently powered by electricity. The proposed project includes removal of three solid state soft starters; replacement of three vertical turbine pumps; replacement of five pump motors; installation of new control valves, three new variable frequency drives (VFDs), and three slanted check valves; modification of existing busway; installation of an automatic transfer switch; and installation of a 1,000kW diesel back-up generator with a 4,000 -gallon diesel storage tank. The existing pumps, motors and starters were put into operation in 1997. The existing starters are showing signs of failure, parts are becoming more and more difficult to obtain, and the technical support for these 25 -year-old electronics is no longer available. The new pumps, motors and VFDs will be more energy efficient and provide a stronger, more reliable, pump station for serving the City into the future. Pursuant to the Contract Specifications, the Contractor will have 400 consecutive working days to complete the work. Work is scheduled to start in August 2021. Procurement of material is anticipated to take approximately six months since many parts must be custom made for this project. Construction activities will be coordinated with groundwater pumping to minimize impacts to our water supply. FISCAL IMPACT: The adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(b) Class 1, (existing facilities of publicly -owned utilities used to provide electric power, natural gas, sewerage or other public utility services) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
