SPECIAL NOTICE REGARDING COVID-19
The City remains committed to holding public meetings in a transparent manner, with public participation, ensuring City
business continues in this challenging environment. Based on recent guidelines from the OC Health Agency, the City of
Newport Beach will proceed with the Board of Library Trustees meeting with face coverings required for unvaccinated
members of the public in attendance.
The Board of Library Trustees meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular
meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but
are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a
reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will
attempt to accommodate you in every reasonable manner. Please contact Tim Hetherton, Library Services Director, at
least forty-eight (48) hours prior to the meeting to inform us of your particular needs and to determine if accommodation

V.NOTICE TO THE PUBLIC
The City provides a yellow sign-in card to assist in the preparation of the minutes. The
completion of the card is not required in order to address the Board of Library Trustees. If the
optional sign-in card has been completed, it should be placed in the tray provided.
The Board of Library Trustees of Newport Beach welcomes and encourages community
participation. Public comments are generally limited to three (3) minutes per person to allow
everyone to speak. Written comments are encouraged as well. The Board of Library Trustees
has the discretion to extend or shorten the time limit on agenda or non-agenda items.

enacted by one motion in the form listed below. Board of Library Trustees have received

Chair Watkins noted that 92% of the year is over and the Library is underbudget by 6% for maintenance and operation. He suggested that in good faith and within reason anything needed should be requested before June 30, 2021. He and Library Services Director Hetherton discussed potential Wi-Fi hotspot devices.
In response to Secretary Kost’s question, Library Services Director Hetherton explained that the merchandise for the passport office could not be preordered as several spending
deadlines had passed.

Motion made by Vice Chair Coulter, seconded by Trustee Glabman, and carried (4-0-0-1) to approve the Consent Calendar with edits to the Minutes.

6.Corona del Mar Branch UpdateBranch Librarian Nadia Dallstream presents an overview of Corona del Mar
Branch’s activities and resources.
CdM Branch Librarian Nadia Dallstream explained her background and introduced Library
Clerk Debbie Williams-Lopez, who has worked for the Library for 25 years and is retiring at the end of the month. The Board applauded Library Clerk William-Lopez. CdM Branch Librarian Dallstream reported on the CdM personnel.
Chair Watkins confirmed that story time programming will resume at the CdM Branch on July 12, 2021.

Page 3 CdM Branch Librarian Nadia Dallstream stated the team was excited to resume story time
programming. She further reported on the period of June 2020 to May 2021, as described by Librarian II Annika Helmuth’s Annual Report. Over the past year the CdM offered curbside pickup for patrons which was well received. This service ended on June 7, 2021, upon branch reopening. A total of 25,851 items were checked out utilizing curbside pickup. Reference assistance is occurring by phone, and they handled 2,675 reference questions in the past year. CdM also served as a hub for the virtual story times and Tune-In Tuesday programs. Librarian II Helmuth was instrumental in producing hundreds of story time videos for patrons. CdM also handed out 150 craft kits curbside. The Fire Station adjoining the CdM has been an excellent neighbor and the building design received national attention and awards.
Chair Watkins thanked CdM Branch Librarian Dallstream, complemented the facility, and received and filed the report. 7. Review of the Children in the Library Policy (NBPL 4) Staff recommends that the Board of Library Trustees review and approve revisions to Library Policy NBPL 4, Children in the Library.
Library Services Director Hetherton reported the Children in the Library Policy works well, that Newport Beach is leading on the issue, and that staff recommends no changes to the policy other than minor grammatical revisions. Chair Watkins stated he made minor changes and thought the document was in decent shape. He called for Board or public comments, but there were none. Motion made by Vice Chair Coulter, seconded by Trustee Glabman, and carried (4 0 0-1) to approve the Children in the Library Policy (NBPL 4) as revised.

Financial Report Comparison of Beginning Budget to End of the Year Amended Budget Circulation and Technical Processing Coordinator Melissa Hartson will report on Budget Amendments for FY 2020-2021. Circulation & Technical Processing Coordinator Melissa Hartson reviewed the Budget Amendments over the past year. The Friends gave $210,000, and the Foundation gave $13,000, which covered materials and programing. The California Library Literacy Services (CLLS) Grant was $45,000. Chair Watkins confirmed that was the approximate annual CLLS Grant amount.
Circulation & Technical Processing Coordinator Hartson said it was close and explained that the grant amount was based on the number of tutors and students amongst other things. The Foundation also gave $5,000 toward literacy. The final Budget Amendment

Page 4 for the 2020-21 Budget was Santiago Library System reimbursed the Library $5,307 for
e-book content. In response to Trustee Glabman’s question, Circulation & Technical Processing Coordinator Hartson explained the Santiago Library System is part of a cooperative group that the Library is a member of that also includes Orange County Public Library, Orange County Law Library, and city libraries in Mission Viejo, Huntington Beach, Anaheim, Placentia, Yorba Linda, Orange, Santa Ana, and Fullerton. Chair Watkins called for additional comment, but there was none. The Board received and filed the report.
9. Friends of the Library Wish List Staff recommends that the Board of Library Trustees approve the annual wish list request for funding from the Newport Beach Friends of the Library.
Library Services Director Hetherton presented the wish list for funding to the Newport Beach Friends of the Library for $200,000 and recommended the Board accept the gift.
In response to Chair Watkins’ question, Library Services Director Hetherton explained that in addition to hosting the Sunday Musicales, the Friends host the summer reading program, the 1,000 Books Before Kindergarten program, the teen programming, author events in the Friends Room, and other similar events. The City Arts Commission (CAC) hosts the concerts on the green. Chair Watkins called for comments, but there were none. Motion made by Secretary Kost, seconded by Trustee Glabman, and carried (4-0-0-1) to approve the annual wish list request for funding from the Newport Beach Friends of the

10. Grant Acceptance from California Library Literacy Services Staff recommends the acceptance of a grant in the amount of $4,500 from the California Library Literacy Services to support the Newport Beach Adult Literacy Program. Chair Watkins explained the California Library Literacy Services offered a grant of $4,500 to support the Newport Beach Adult Literacy Program. He called for discussion, but there was none. Motion made by Trustee Glabman, seconded by Vice Chair Coulter, and carried (4 0 0-1)

ABSENCES: Ray 11. Lecture Hall Update Staff will report on activities related to the Library Lecture Hall project. Library Services Director Hetherton reported the design concept was approved by the Board of Library Trustees (BLT) and the Foundation. The Memorandum of Understanding (MOU) proposed by the City is not yet final and is with the City Attorney’s Office for review. Approval by the Irvine Company is still in progress and there is a meeting scheduled for the end of June. The BLT’s Agreement for Use is being augmented and revised.
In response to Chair Watkins’ question on fundraising, NBPL Foundation President Karen Clark stated that the Foundation is looking for the Irvine Company’s approval and the MOU before moving forward. Overall, things are moving slower than they hoped.
Chair Watkins confirmed that the Capital Improvement Projects were discussed in January 2021 and the Lecture Hall and the Balboa Branch were moved to 2022-23. He hoped that
In January 2022 the Lecture Hall would be approved. 12. COVID-19 Update Staff will update the Trustees on the Library’s activities during COVID-19. Chair Watkins voiced hope that they would not have to place such focus on COVID-19 in the coming months. Library Services Director Hetherton agreed and reported that as of June 18, 2021, the City is no longer requiring that staff wear masks. Vaccinated members of the public also are not required to wear masks and the City is allowing self-attestation for proof of vaccination. Staff is looking forward to providing full service and the summer.
Chair Watkins called for comments and questions, but there were none. The Board received and filed the report. 13. Library Services Report of Library issues regarding services, patrons, and staff.
Library Services Director Hetherton honored and thanked Library Clerk Debbie Williams-Lopez before her retirement. The Library is waiting for Finance to obtain a reseller’s permit. The Friends Meeting Room and children’s story times reopen Monday, July 12, 2021. The Foundation will hold their board meeting in the Friend’s Meeting Room. The City Council passed the photocopying fee under consent and will review it a second time before implementation on July 22, 2021. Mr. Hetherton presented an overview of the Library to the Newport Beach Foundation. Chair Watkins called for comments and questions, but there were none. The Board received and filed the report.

NBPL Foundation Board Member Dorothy Larson stated the Foundation had been meeting over Zoom and otherwise the report given at the May BLT meeting was current. In response to Chair Watkin’s question Foundation President Karen Clark stated that the Library Live Lectures selections were made. Library Services Director Hetherton thought Witte Lectures were still looking at prices and availability. Ms. Clark noted that the process was delayed by staff changes and that there was plenty
of time to organize the Witte Lectures. Pricing for the lectures was less while they were on Zoom and they were very well attended. All sponsors remained on board, and they were able to remain on budget for both Library Live and Witte. There are still questions on how
patrons will feel about attending live lectures and that will be considered. Chair Watkins called for comments, but there were none. The Board received and filed
the report. B. Library Live Lectures Committee – Report on the most recent activities. Trustee Glabman had no report. C. Witte Lectures Committee – Report on the most recent activities. Secretary Kost stated that they are mostly on hiatus but are working on contacting agents and getting contract prices for selected authors. He hoped that next season could be a convergence of live lectures and Zoom coverage.
Chair Watkins called for comments, but there were none. The Board received and filed the report.
15. Friends of the Library Liaison Report Trustee update on the most recent activities of the Friends of the Library.
Vice Chair Coulter reported on the Friends’ June sales promotions. He praised the group’s creativity and marketing. At the June 8, 2021 meeting, the Friends approved the $200,000 donation for the Library’s Wish List. May sales were $16,436 in the Bookstore, $85 from PBA, and $1,313 from Amazon. Saturday, July 3, 2021, will be the last day of operation in the Friends Meeting Room before they return to the bookstore. He praised the Friends and noted that they are planning a luncheon for November at the Ayres Hotel. Chair Watkins called for comments, but there were none. The Board received and filed the report. 16. Literacy Services Liaison Report Trustee update on the most recent activities of Literacy Services.

Page 7 Chair Watkins reported there are currently 70 tutors and 102 learners in the program. They
are planning their International Literacy Day Celebration on September 8, 2021, at 10:00 a.m. and a happy hour in the Bamboo Courtyard in October. New Learner Orientation is scheduled for June 23, 2021, with 17 people signed up. Tutor Training starts in July. They have purchased several radio spots with KOCI and KXFM for promotion and branding. However, they didn't feel included and felt the session was really directed (only/mainly) toward boys, so they lost interest half-way through. A main example of this is that only heroes were discussed, from what I heard, not any heroines. Also, only heroes were named/mentioned/drawn in the part I heard/my girls watched. I think girls might have felt more included if there was a bit of discussion and/or at least one example of a female comic book character, in addition to male ones. Just a suggestion for the future. We are grateful for all the opportunities to learn which you guys offer!...Thank you for being open to honest feedback. I believe my daughters had already logged out before Malachi was discussed/shown. We always appreciate all that you guys do! Thanks so much!Thank you for taking the time to provide honest feedback. We did a random drawing for artwork he created of Malachi and he asked me to make sure a girl won. But you are correct, during the sketch demonstrations and tutorials, only male heroes were taught. the secrets of the world, most of the thoughts that men and women have had. And when you are reading
a book, you and the author are alone together—just the two of you. A library is a good place to go when
you feel unhappy, for there, in a book, you may find encouragement and comfort. A library is a good
place to go when you feel bewildered or undecided, for there, in a book, you may have your question
answered. Books are good company, in sad times and happy times, for books are people—people who
have managed to stay alive by hiding between the covers of a book. “

Friends Gift Shop/Foundation Passport Services
The Library will resume its passport service on Monday, July 19. In regard to notary service, two staff
members have gone through the LiveScan/fingerprinting process, but we haven’t heard back yet from
the State regarding their commission. One staff member is retaking the notary test on August 21.
Another staff member who received the training was out on FMLA leave and has rescheduled their exam
date.
City Finance is working on acquiring a reseller’s permit for the Library. Once the Library has the permit,
merchandise can be purchased at cost for resale. Staff has approved a signage package for the space
and has submitted a requisition – installation should follow soon. Staff has obtained and arranged the
furniture and equipment for the space.

DEBBIE WALKER, BRANCH AND YOUTH SERVICES COORDINATOR
Branches
The biggest branch related news concerned Balboa and CdM, which opened to the public and in-person
usage on Monday, June 7. All locations eased social distancing requirements by June 15, which meant
making all public computers available at Balboa and Mariners starting that date.
As announced last month, Nadia Dallstream became the Branch Librarian at CdM and officially began
her assignment there on June 8. CdM was also the site for the Board of Library Trustees Meeting on
June 21. Nadia gave a tour of the facility and presented Annika Helmuth’s final yearly Branch Report in
her role as departing Branch Librarian. In other personnel news, PT Library Clerk Debbie Williams-Lopez
retired on June 30, after 25 years of service. Most recently, Debbie was a member of the Balboa team
but covered every Monday at CdM. During her time with NBPL, Debbie worked at every location and
did so with a smile and real commitment to great customer service. Debbie will be missed but promises
to stop in to visit when she can. We wish her well in this next phase of her life.
Youth Services
Summer Reading Program (SRP) began on a strong note on Saturday, June 12. Because of the ever-
shifting landscape regarding COVID and restrictions caused by the pandemic, SRP was designed to be a
hybrid of virtual and in-person participation. The program is being hosted online by Beanstack, a
computer platform for reading events, and by the end of the month had well over 800 registrants for
the Children’s version. Over 1000 SRP welcome kits were given out between all locations, and all 500
Grab & Go craft kits for the first event were snapped up by eager participants. Book reviews continued
to be a big hit with both paper and online forms submitted throughout the month. Submission of any
number of book review forms makes participants eligible for a drawing at the end of SRP in July. As part
of the Youth Services Virtual Programming grant, an online Superhero Comic Book Illustrating Workshop
was held via Zoom on June 19. Thirty-four eager participants learned the basics of drawing techniques,
and even Photoshop, from instructor Jerry DeCaire, an illustrator for Marvel Entertainment. The first
twenty who enrolled received a complimentary art package with art supplies to be used in the class,
thanks to funding provided by the grant.
Teen Services
The Young Adult Advisory Council (YAAC) held their last virtual meeting this month and won’t resume
meetings again until September when the plan is to reconvene in-person. Those who did check in talked
about doing more library scavenger hunts and expressed interest in volunteering throughout the
summer. Teen SRP is doing well with some 106 registrations, 79 reviews written and 214 books read by
the end of the month.
Facilities
With Eddie Flores doing the lion’s share of the work (he did have some help from me, Tim, and Michael
Tran), Central furniture was all put back in place the morning of June 15 to accommodate the lifting of
the social distancing mandates. The smaller branch staff, with Eddie’s assistance, did the same. At

Mariners, Eddie, and the plumbing service contracted by the City, worked on toilets in the public and
staff restrooms. On Tuesday, June 8, Eddie, Andy Kachaturian – Mariners Branch Librarian – and myself
met with Public Works and Recreation Department staff to do a walk-around at Mariners to discuss a
City funded project to upgrade and improve the exterior lighting at the Branch. At CdM, Public Works
staff repaired stones on the front pony wall and filled in cracks in front of the Library that had been
caused by building settlement over the past year.
MELISSA HARTSON, CIRCULATION AND TECHNICAL PROCESSING COORDINATOR
Staff Vacancies
Second-round interviews for the part-time Library Clerk vacancies were held the last week in May and
the first week in June. Multiple offers were made to potential hires. All offers were declined. Another
round of interviews is set for July.
Second-round interviews for Library Pages took place mid-month. We are in the process of working
with HR to move forward with six candidates. Additional interviews to fill the remaining vacancies will
be held in July.
Passport Services
The Library’s Passport Facility recertification paperwork was submitted to the U.S. Department of State
and accepted this month. Passport Services will reopen in the new Foundation Passport Office space on
Monday, July 19.
Budget
The end of June marked the close of FY 2020-21. Final year-end expenditures will be reported next
month as the Library continues receive and pay invoices for goods received and services performed prior
to July 1.
REBECCA LIGHTFOOT, ADULT SERVICES COORDINATOR
Programming
The first Virtual Superhero Comic Book Illustrating Workshop was held on Saturday, June 19 via
Zoom. Our instructor, Marvel Entertainment illustrator Jerry DeCaire zoomed in from Michigan. We
had 34 enthusiastic participants, 20 of whom received the complimentary art package which included
art supplies that would be used during the class. Mr. DeCaire took them through the basics of drawing
techniques, incorporated math concepts, introduced blue-line art coloring, and did a brief intro to
Photoshop.
Teens had a webinar on the Secrets of College Admissions on June 8 and a Test Prep webinar on June 26.
These both had about 25-30 students and parents. Our first ACT practice test, held on June 30, had six
participants.
Staffing
Librarian I interviews were held with an internal panel on July 8. A candidate is currently in the
background check process.
Media Lab
The Media Lab reopened to the public on July 12, after City IT completed updates.

ABSTRACT:
An adjusted schedule for this holiday period will enable the Library to provide appropriate staffing levels
for public service while accommodating staff leave requests. Library usage is typically low during the
winter holidays and the adjusted schedule will have minimal impact on Library patrons.
RECOMMENDATION:
Staff recommends that the Board of Library Trustees adopt the following proposed holiday hours:
Close at 1 p.m. on Friday, December 24, and Friday, December 31.
Close all locations on Sunday, December 26, with Central and Mariners maintaining normal
Sunday operating hours (12 p.m. to 5 p.m.) on January 2.
All locations close at 6:00 p.m. on December 27, 28, 29, and 30 (Monday, Tuesday, Wednesday,
and Thursday).
Normal schedule resumes on January 3 (Monday).
FUNDING REQUIREMENTS:
No funding requirement.
DISCUSSION:
As an organization that operates seven days a week at multiple locations, the Newport Beach Public
Library differs from the majority of City departments, who operate Monday through Friday, 9 a.m. to 5
p.m.
For the 2021 winter holidays, City departments, with the exception of the Library, Police, and Fire
departments, and in compliance with the City’s MOU with employee bargaining units, will work a half day
on Thursday, December 23, and observe the Christmas holiday on Friday, December 24, since the City is
closed on Saturdays. These same City departments will work a half day on Thursday, December 30 and
observe the New Year’s Day holiday on Friday, December 31. City Hall will remain closed from 1 p.m. on
December 23 until Monday, January 3, and City staff typically take leave during this closure.
The Library proposes to have staff work a half day and close at 1 p.m. on Friday, December 24 and Friday,
December 31, and observe the Christmas holiday on Saturday, December 25. New Year’s Day will be
observed on January 1, 2022. Management also proposes closing the Library on Sunday, December 26,
to facilitate staff leave requests.
Library management proposes to offer a 9 a.m. to 6 p.m. public services schedule at all locations from
Monday, December 27 through Thursday, December 30. The Library will maintain normal 12 p.m. to 5
p.m. hours at Central Library and Mariners on Sunday, January 2. Maintaining open hours during the

DISCUSSION:
On Monday, June 7, Central Library resumed regular hours of operation, including evenings and
Sundays. Also, on June 7, Balboa and Corona del Mar branches reopened for in-person services with
their regular hours of operation. Mariners resumed their regular hours of operation beginning Tuesday,
July 6.
On June 15, in compliance with the State’s new face coverings guidance, members of the public who
self-attest that they are fully vaccinated are allowed to enter City facilities, including all Library locations,
without having to wear face coverings. The City provides information to the public regarding
vaccination requirements and permits fully vaccinated individuals to self-attest that they comply prior to
entry. Employees do not need to follow up with members of the public on their vaccination status;
those without masks are assumed to be vaccinated.
On Thursday, June 17, the California Occupational Safety and Health Standards Board approved revised
workplace pandemic rules that allow employees who are fully vaccinated against the coronavirus the
same freedoms as when they are off the job, including ending most mask requirements. The rules
conform with general state guidelines that took effect on June 15 by ending most mask rules for
vaccinated people.
Unvaccinated members of the public and unvaccinated employees are still required to wear masks
inside City facilities.
Story times resumed on Monday, July 12. Staff has opted to hold story times outdoors to help provide a
safe environment for our youngest patrons:

Bookstore. The bookstore hours are Monday through Saturday, 10:30 a.m. to 3 p.m.
Newport Beach Public Library will continue to follow the State Library’s guidance for the re-opening of
public libraries for in-person services. Staff continues to review published library re-opening plans,
related public health research, feedback from Library Directors across the state, and guidance published
by the State of California for the retail sector.
