REGARDING: Tentative agreement with the Newport Beach Police Empolyees Association (N.B.P.E.A.) THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE N.B.P.E.A. AND THE CITY'S NEGOTIATORS. FINAL AGREEMENT IS SUBJECT TO RATIFICATION BY THE MEMBERS OF THE N.B.P.E.A-AND THE CITY COUNCIL. SWORN PERSONNEL 1. Total compensation increase for sworn personnel of 3%. For the period July 1, 1989 to June 29, 1990. 2. The city will cap its contribution to employee health care plans at $400.00 per month. 3. The City will modify its contract with P.L.S. to allow for the best/highest year calculation. The City will pay the total extra cost of the highest year benefit for the first year and phase it into total comp. at the rate of an additional 20% per year until it is 100% included in the total comp. calculation. Employees who elect to do so will still be allowed to pay their own P.E.R.S. contributions in their last year of employment. 0 0 4. The City will modify the current policies regarding sick and vacation leave into a flexible paid leave policy. 5. The City agrees to modify the "duty incentive" (DI) formula to include a broader cross section of the Police Department's personnel. 6. Effective January 1, 1990, the City agrees to establish a two and one half percent (2 1/2%) pay differential for sergeants who have than five (5) years if continuous service in rank. The motivational intent in creation of this pay differential is to insure that promotion to the rank of sergeant will continue to be attractive to all police officers, including the master officers. The City and the N.B.P.E.A. understand that this action brings more desirable balances into the range differentials between ranks of all levels of employees represented by the N.B.P.E.A. It is also understood that the City and the N.B.P.E.A will review the functional utility of this differential during next year's meet and confer sessions. NON -SWORN PERSONNEL 1. For non -sworn personnel the total compensation increase is 4% for the period July 1, 1989 to June 29, 1990. 2. The city will cap its contribution to employee health care plans at $400.00 per month. 3. The City will modify its contract with P.E.R.S. to allow for the best/highest year calculation. The City will pay the total extra cost of the highest year benefit for the first year and phase it into total comp. at the rate of an additional 20% per year until it is 100% included in the total comp. calculation. Employees who elect to do so will still be allowed to pay their own P.E.R.S. contributions in their last year of employment. This modification will be implemented as soon as all miscellaneous groups have agreed to accept the benefit. n 4. The City will modify the current policies regarding sick and vacation leave into a flexible paid leave policy. 5. The City agrees to change the classification titles of "Police Records Assistant" to "Police Records Specialist" 6. The City agrees to modify the "duty incentive" (DI) formula to include a broader cross section of the Police Department's personnel. (detailed explanation attached) 7. Position of Chief of Police Secretary will be a benchmark for 1990-91 total compensation comparisons.
