SUBJECT: Tentative agreement with the Newport Beach Police Employes
Association (N.B.P.E.A.)
THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE
NEGOTIATORS FOR THE N.B.P.E.A. AND THE CITY'S NEGOTIATORS.
FINAL AGREEMENT IS SUBJECT TO RATIFICATION BY THE MEMBERS
OF THE N.B.P.E.A.AND THE CITY COUNCIL.
Total compensation increase for sworn personnel of 7%, and a total
compensation increase for non -sworn employees of 9%, for the period
July 1, 1989 to June 29, 1990.
2. The city will cap its contribution to employee health care plans at
$400.00 per month.
3. The disability insurance will be improved at no additional cost to the
employee as follows:
When an employee having five years of continuous
service, but less than ten with the City is on approved
non -industrial leave of absence (up to one year), the City
will pay one-third of the cost of the employee's group
insurance premiums (health, life, and disability); for an
employee with ten years of continuous service , but less
than fifteen , the City will pay two-thirds of the cost; the
City will pay the entire cost for an employee with fifteen
or more years of service.
4. Tuition reimbursement will be increased from $490.00 annually to $620
annually. Benefit may be accessed in a lump sum.
5. Benchmark in future years for Police Officer will be Newport Beach
Police Officer to the average of the J-1 cities Police Officer instead of the
present system which compares Master Officer to Master Officer.

6. Benchmark for Sergeants in future years will be based on a comparison
of the most populated class of Sergeants to the average of the most
populated class of Sergeant in the three J-1 cities.
7. Access to the old sick leave bank in the paid leave program will be after
one work shift per illness.
