THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE P/T ASSN. AND THE CITY'S NEGOTIATORS. FINAL AGREEMENT IS SUBJECT TO RATIFICATION BY THE MEMBERS OF THE P/T ASSN AND THE CITY COUNCIL. 1. Total compensation increase of 5% for the period July 1, 1989 to June 29,1990. 2. The City will cap its contribution to employee health care plans at $400.00 per month. 3. The City will modify its contract with P.E.R.S. to allow for the best/highest calculation. The City will pay the total extra cost of the highest year benefit for the first year and phase it into total comp. at the rate of an additional 20% per year until it is 100% included in the total comp. calculation. Employees who elect to do so will still be allowed to pay their own P.E.R.S. contributions in their last year of employment. This benefit will be implemented as soon as all miscellaneous groups have agreed to accept this benefit. 0 0 4. The City will work with the P/T Assn. leadership, through its department managers, to establish labor/management committees departmentally whenever it is mutually determined it is appropreiate to do so. S. The City will modify section #502 of the personnel resolution to clarify the method by which employees may request consideration for reclassification of their position. 6. The City will meet with the president of the P/T Assn., at the request of the association, to consider modifications in the benchmarks. These meetings will be limited to the month of January of each year. 7. The City will consider changes in the design of the payroll check stub recommended and approved by the P/T Assn. Board. 8. BACKGROUND: The City representatives and representatives of the recognized employee associations have been engaged in the meet and confer process, which is required by City policy and State law, since March of this year. This process, thus far, has resulted in four tentative agreements. Attached are the agreement summaries and memorandums of understanding between the City of Newport Beach and the following employee associations: 1. The Newport Beach Professional and Technical Employees Association 2. The Newport Beach Firefighters Association 3. The Newport Beach Police Employees Association 4. The Newport Beach Ocean Lifeguards Association
