FINAL AGREEMENT IS SUBJECT TO RATIFICATION BY THE MEMBERS OF THE NEWPORT BEACH CITY COUNCIL. The bargaining representatives of the NBCEA and the City have reached agreement to "roll-over" their current agreement through December 1995, with the exception of the funding of retiree health care. 1 • 3. P.E.R.S. MEDICAL The City will offer PERS medical as an option as soon as it is procedurally possible. 4. OPTION FOR CITY PROVIDED MEDICAL COVERAGE Employees will be allowed to opt out of any of the City's health plans, and if they choose to do so they may receive $200 per month. To qualify the employee would be required to supply evidence of alternative coverage, and to sign a hold harmless agreement, releasing the City from any responsibility as a health care provider. 01 TO: FROM: 0 0 A ilk March 13, 1995 City Council Agenda Item No. cCRTY OF NEWPORT B EAtCH PERSONNEL IIDIEPAIlB'II'MIENT March 13, 1995 Honorable Mayor Hedges and Members of the City Council City's Negotiations Team RE: Tentative agreement with the Newport Beach Professional and Technical Employees Association (NBP&TEA) THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE NBP&TEA AND THE CITY NEGOTIATORS, AS A PRODUCT OF THE MEET AND CONFER PROCESS AS REQUIRED BY THE MEYERS, MILLIAS, AND BROWN ACT. FINAL AGREEMENT IS SUBJECT TO RATIFICATION BY THE MEMBERS OF THE NEWPORT BEACH CITY COUNCIL. The bargaining representatives of the NBP&TEA and the City have reached agreement to "roll-over" their current agreement through December 1995, with the exception of the funding of retiree health care, and the modifications required in the issues listed below: 1. RETIREMENT Allow them to explore the feasibility of a 2% at 55 modification to our agreement with PERS. 2. FUNDING OF RETIREE MEDICAL Resolve the future funding of retiree medical between now and the end of the contract. Until such time as this issue is resolved the employee contribution rate will be held at the present level. 1 0 • CCHTV US HIEWIFOII T 33ACCH IFIERSOHNIE1 DIEFARTMIEi` 7 March 13, 1995 C - z osl AGENDA ITEM €4 TO: Honorable Mayor Nedges and Members of the City Council FROM: Duane Munson RE: Tentative Labor Agreements RECOMMENDATION: Approve the attached tentative agreement summaries with the Newport Beach Professional and Technical Employees Association (NBP&TEA) and the Newport Beach City Employees Association (NBCEA). BACKGROUND: The MOU's for both the NBP&TEA and the NBCEA expired on December 31, 1994. Representatives from both associations have been meeting with representatives from the City since last Fall in an effort to negotiate successor agreements. The terms and conditions of both agreements have also been discussed between staff and the City Council at various times during the process in closed session. The attached agreement summaries are consistent with the direction and authority granted to staff by the City Council.
