Dear Council Members and City Manager,
The Staff Report for item 22 does not state the authority under which
staff propose to close a portion of Tustin Avenue, e.g., a specific
section of the Vehicle Code (and Municipal Code, if applicable).
It seems best to understand that authority in advance so that all
of the requirements of the Vehicle Code are met. For example,
in some cases an ordinance must be passed, a hearing held, etc.
before closing a road.
In addition, Berkeley encountered legal troubles when using barriers as
traffic control devices, though I admit to not understanding the details:

Hello City council members,
I am the home owner of 229 ocean view ave, Newport Beach ca, 92663.
I am in full support of closing one off one side of the loop- but my vote (along with every person I've talked to minus
Kathy Shaw) is that the loop should be closed at the bottom (Avon and Tustin) instead of at the top.
We should have a formal vote for the neighborhood, as right now it's just been a couple emails sent to Kathy Shaw, who
is in favor of closing it at the top. I've personally spoken with 6 other neighbors who completely agree it should be
closed at the bottom... What do we do here?
