SUBJECT: 1988-89 COMPENSATION NEGOTIATIONS SUMMARY OF
MEMORANDUM OF UNDERSTANDING WITH NEWPORT
BEACH EMPLOYEES ASSOCIATION
THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE
EMPLOYEES ASSOCIATION AND THE MANAGMENT NEGOTIATORS. THE AGREEMENT
HAS BEEN RATIFIED BY THE MEMBERS OF THE ASSOCIATION.
1. Continuation of Council Policy J-1.
2. Total compensation increase of 5.0% for period July 2, 1988 to
June 30, 1989.
3. Members of the Employees Association will be allowed to
purchase additional life insurance at City group rate through
payroll deduction.
4. For the purpose of calculating overtime, holidays occurring
during the regular work week will count as time worked.
Floating holidays (employee birthday and Columbus Day off) are
excluded from this provision.
5. For the purpose of determining service awards, if an employee
has been employed by the City on more than one occasion, non-
consecutive time will be considered as part of total service when
allowed by the system. Prior to system implementation, an
affected employee is required to individually notify the Awards
Committee of all time.
6. Acting positions will be compensation after appropriate time
served at an increase of 7.5%. For those at "E" - step in their
range, the Acting position will be compensated at the higher of
either 7.5% or the "A" step of the acting position.

7. During an employee's initial service in a position, the
Department Director may on a one-time basis grant a two-step
increase for an employee whose performance is exceptional.
8. Health coverage cost for new employees in the indemnity plan
will be as follows:
Employee plus two: 1st year $120; 2nd year $80, 3rd year $40.
Employee plus one: 1st year $60; 2nd year $40, 3rd year $20.
New employees enrolled in HMO's will be charged:
Employee plus two: 1st year $60; 2nd year $40, 3rd year $20.
Employee plus one: 1st year $30; 2nd year $20, 3rd year $10.
10. City will explore methods for the stabilization of the premium
paid by retirees in the City plan for health insurance.
11. City agrees to meet with representatives of the employee groups
and a spokesperson for the non -represented to discuss and
attempt to formulate a proposal for a consistent leave policy for
the City.
This Memorandum of Understanding will have a maximum annual
cost of $132,000.
RESOLUTION NO. 88-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH APPROVING THE MEMORANDUM OF
UNDERSTANDING (MOU) BETWEEN THE CITY AND
NEWPORT BEACH CITY EMPLOYEES' ASSOCIATION AND
AMENDING THE CITY'S CLASSIFICATION AND
COMPENSATION PLAN.
WHEREAS, the City Council of the City of Newport Beach, by
and through its designated representatives, has met and conferred
with the designated representatives of NEWPORT BEACH CITY
EMPLOYEES' ASSOCIATION (NBCEA) concerning salaries, benefits and
other terms and conditions of employment for fiscal year 1988-
89;_and
WHEREAS, the parties have reached agreement with respect
to the appropriate salaries, benefits and other terms and
conditions of employment for fiscal year 1988-89; and -
WHEREAS, the agreement with respect to appropriate
salaries, benefits, terms and conditions of employment for fiscal
year 1988-89 has been reduced to writing in the MOU which is
attached to this Resolution as Exhibit "A;" and
WHEREAS, the City Council desires to approve the MOU and
authorize the Mayor and City Clerk to sign the document.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby finds that the MOU attached to
this Resolution as Exhibit "A" reflects the agreement reached with
NBCEA with respect to the appropriate salaries, benefits and other
terms and conditions of employment for members of
NBCEA for fiscal year 1988-89; and

BE IT FURTHER RESOLVED by the City Council of the City of
Newport Beach that the Mayor and City Clerk are authorized to sign
the MOU.
