REGARDING: Agreement summaries referring to Memoranda of
Understanding (M.O.U.) covering F.Y. 1989-90
RECOMMENDATION: Approve the adoption of the reflected by the attached
agreement summaries memorandums of understanding.
BACKGROUND: The City representatives and representatives of the
recognized employee associations have been engaged in the meet and confer
process, which is required by City policy and State law, since March of this
year. This process has now resulted in six tentative agreements. These
agreements have been developed within the limits of authority granted by
the City Council.
Attached are the agreement summaries and between the City of Newport
Beach and the following employee associations:
1. The Newport Beach City Employees Association
2. The Newport Beach Employees League

REGARDING: Tentative agreement with the Newport Beach City Employees
Association (NBCEA).
THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE
NEGOTIATORS FOR THE NBCEA. AND THE CITY'S NEGOTIATORS.
• FINAL AGREEMENT IS SUBJECT TO RATIFICATION BY THE MEMBERS
OF THE NBCEA AND THE CITY COUNCIL.
1. Total compensation increase of 4.5% for the period July 1, 1989 to June
29,1990.
2. The City will cap its contribution to employee health care plans at
$400.00 per month.

3. The City will modify its contract with P.E.R.S. to allow for the
best/highest calculation. The City will pay the total extra cost of the
highest year benefit for the life of this agreement. Employees who elect
to do so will still be allowed to pay their own P.E.R.S. contributions in
their last year of employment. This benefit will be implemented as
soon as all miscellaneous groups have agreed to accept this benefit.
} 4. The City will work with the NBCEA leadership, through its
department managers, to establish labor/management committees
• departmentally whenever it is mutually determined it is appropriate to
do so.
5. The City will modify section #502 of the personnel resolution to clarify
the method by which employees may request consideration for
reclassification of their position.
