SUBJECT: 1988-89 COMPENSATION NEGOTIATIONS SUMMARY OF
MEMORANDUM OF UNDERSTANDING WITH NEWPORT
BEACH FIREFIGHTERS ASSOCIATION.
THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE
NEWPORT BEACH FIREFIGHTERS ASSOCIATION AND THE MANAGEMENT
NEGOTIATORS. THE AGREEMENT HAS BEEN RATIFIED BY THE MEMBERS OF THE
ASSOCIATION.
1. Continuation of Council Policy J-1.
2. Total compensation increase of 3%.
3. Acting positions will be compensated after appropriate time
served at an increase of 7.5%. For those at "E" - step in their
range, the Acting position will be compensated at the higher of
either 7.5% or the "A" step of the acting position.
4. Health coverage cost for new employees in the indemnity plan
will be as follows:
Employee plus two: 1st year $120; 2nd year $80,; 3rd year $40.
Employee plus one: 1st year $60; 2nd year $40; 3rd year $20.
Employees enrolled in HMO's will be charged:
Employee plus two: lst year $60; 2nd year $40,; 3rd year $20.
Employee plus one: l st year $30; 2nd year $20,; 3rd year $10.
It is understood that this does not impact the credit for lateral
service now in effect.
5. City agrees to meet with representatives of the employee groups
and a spokesperson for the non -represented to discuss and
attempt to formulate a proposal for a consistent leave policy for
the City.

6. Non -industrial disability insurance level ceiling increased to a
maximum of $90,000. Disability insurance for industrial leave
will maintain the current salary cap of $31,500.
7. During an employee's initial service in a position, the
Department Director may on a one-time basis grant a two-step
increase for an employee whose performance is exceptional.
8. The City will provide a mandatory "stress test" for employees
who are 39 or younger at the start of the fiscal year. Rating
reported to the City will only be on a "fit" or "not fit" basis. If
program remains with Rancho Santiago College, City will pay
for additional bloodwork. For employees who are 40 to 49 years
at the start of the fiscal year, this "stress test" will alternate with a
physical examination that will include cancer screening. Results
reported to City will be as above. For employees fifty years of age
and older, the physical will be annual and will replace the stress
test. Reporting will be as above.
This Memorandum of Understanding will have a maximum annual
cost of $160,000.
RESOLUTION NO. 88-58
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH APPROVING THE MEMORANDUM OF
UNDERSTANDING (MOU) BETWEEN THE CITY AND
NEWPORT BEACH FIRE FIGHTERS ASSOCIATION AND
AMENDING THE CITY'S CLASSIFICATION AND
COMPENSATION PLAN.
WHEREAS, the City Council of the City of Newport Beach, by
and through its designated representatives, has met and conferred
with the designated representatives of NEWPORT BEACH FIRE
FIGHTERS' ASSOCIATION (NBFFA) concerning salaries, benefits and
other terms and conditions of employment for fiscal year 1988-89;
and.
WHEREAS, the parties have reached agreement with respect
to the appropriate salaries, benefits and other terms and
conditions of employment for fiscal year 1988-89; and -
WHEREAS, the agreement with respect to appropriate
salaries, benefits, terms and conditions of employment for fiscal
year 1988-89 has been reduced to writing in the MOU which is
attached to this Resolution as Exhibit "A;" and
WHEREAS, the City Council desires to approve the MOU and
authorize the Mayor and City Clerk to sign the document.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby finds that the MOU attached to
this Resolution as Exhibit "A" reflects the agreement reached with
NBFFA with respect to the appropriate salaries, benefits and other
terms and conditions of employment for members of
NBFFA for fiscal year 1988-89; and
BE IT FURTHER RESOLVED by the City Council of the City of
Newport Beach that the Mayor and City Clerk are authorized to sign
the MOU.
