F.3.(I) BY THE CITY COUNCIL CITY OF NEWPORT BEACH HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL JUN 2 2 1887 City Negotiating Team — APPROVED 1987/88 COMPENSATION NEGOTIATIONS SUMMARY OF MEMORANDUM OF UNDERSTANDING WITH NEWPORT BEACH EMPLOYEE'S LEAGUE ASSOCIATION City J-1 offer of 2.0% 2. Employees will be allowed to pay their own PERS contribution during their declared last year or less with the City. The City will increase salary during this period by an offsetting amount equal to the employee's PERS contribution. 3. For the purpose of calculating overtime, holidays occuring during the regular assigned work week will count as time worked. Personal Leave days (employee birthday and Columbus Day) are excluded from this provision. 4. Supervisory training will continue. 5. The General Services Director will be designated as the coordinator to establish an operator training program. He will consult with the League prior to establishing any program 6. Family Sick Leave Policy language will be changed to include within its scope persons "dependent" upon the employee. 7. Shorts will be permitted throughout the year for a one year trial period. Shorts will be dark blue. Inseam length must not be less than 4-1/2" after shrinkage. Department Directors may make exceptions to this blanket permission based upon reasonable safety considerations. If shorts are wom they must be worn with white or blue socks. 8. Employees holding a City paid disability insurance level of sick leave (320 hours or 40 months accrual) who use six or fewer days of sick leave in a calendar year will be permitted to convert on an annual basis up to six days a year at 50% value for cash or vacation. Days converted will be deducted from the bank of time available for conversion at termination or retirement. 9. Disciplinary notification will be standardized throughout the City 10. Holiday pay will only be paid to employees who have been on the payroll for thirty calendar days. 11. Holiday pay will be paid only to employees who are at work on the day before and the day after a holiday or are on authorized leave (e.g. approved vacation or verified sick leave). 12. Tuition reimbursement formula will be formalized to reference Spring 1987 part time student rate and parking fees of University of California at Irvine.
