(c) JUN 271988 CITY COUNCIL MANAGEMENT NEGOTIATING TEAM SUBJECT: 1988-89 COMPENSATION NEGOTIATIONS SUMMARY OF MEMORANDUM OF UNDERSTANDING WITH NEWPORT BEACH EMPLOYEES LEAGUE. THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE EMPLOYEES LEAGUE AND THE MANAGEMENT NEGOTIATORS. THE AGREEMENT HAS BEEN RATIFIEDBY THE MEMBERS OF THE EMPLOYEES LEAGUE, 1. Continuation of Council Policy J-1. 2. Total compensation increase of 4.0%. 3. Newport Beach Employees League recognized as bargaining unit for miscellaneous employees in the field departments. 4. City will conduct a market survey of supervisory positions as jointly determined by League and City. Said survey to be completed prior to date set for filing of 1989-90 demands. 5. The City will offer Supervisory Training Courses for Supervisors and Crew Chiefs during fiscal year 1988-89. 6. The language of the 1987-88 MOU regarding uniform policy is reaffirmed and the policy as of July 2, 1988 has been affirmed and is no longer considered "experimental". 7. Section 402 of the Personnel Manual to be modified as follows: A.) 402.1 remove "immediately and" section will read as follows:"to participate in off-duty instruction which will be mutually beneficial to the employees and the City" B.) 402.2.2a: remove "directly' and "the", add "City' section will read as follows: "must be related to the duties performed by City employees." <3�j 0 C.) 402.2.2b: remove"...for resulting savings or more efficient service to the City." and add "...of resulting in cost saving, more efficient service, and/or increasing the pool of employees who have received training in City disciplines other than their immediate assignment. section will read as follows:" "Courses must have the reasonable potential of resulting in cost saving, more efficient service, and/or increasing the pool of employees who have received training in City disciplines other than their immediate assignment." 8. Annual payment for State certification to be as follows for those League represented employees holding valid and current State certification in areas indicated below on November 15th of each year: Water or Wastewater Operator Grade I: $50, Grade II: $100, Grade III: $150, and Grade N: $200 Backflow Certification $100 Qualified Applicator Certificate $50 for each category up to a maximum of $200. Brakes $50 I.ampns $50 9. Acting positions will be compensated after appropriate time served at an increase of 7.5%. For those at "E" - step in their range, the Acting position will be compensated at the higher of either 7.5% or the "A" step of the acting position. 10. City agrees to meet with representatives of the employee groups and a spokesperson for the non -represented to discuss and attempt to formulate a proposal for a consistent leave policy for the City. 11. Health coverage cost for new employees in the indemnity plan will be as follows: Employee plus two: 1st year $120; 2nd year $80,; 3rd year $40. Employee plus one: lst year $60; 2nd year $40,; 3rd year $20. Employees enrolled in HMO's will be charged: Employee plus two:1st year $60; 2nd year $40,; 3rd year $20. Employee plus one: l st year $30; 2nd year $20,; 3rd year $10. 12. During an employee's initial service in a position, the Department Director may on a one-time basis grant a two-step increase for an employee whose performance is exceptional. This Memorandum of Understanding will have a maximum annual cost of $240,000. RESOLUTION NO. 88-60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING THE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY AND NEWPORT BEACH EMPLOYEES' LEAGUE AND AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLAN. WHEREAS, the City Council of the City of Newport Beach, by and through its designated representatives, has met and conferred with the designated representatives of NEWPORT BEACH EMPLOYEES' LEAGUE (NBEL) concerning salaries, benefits and other terms and conditions of employment for fiscal year 1988-89; and WHEREAS, the parties have reached agreement with respect to the appropriate salaries, benefits and other .terms and conditions of employment for fiscal year 1988-89; and WHEREAS, the agreement with respect to appropriate salaries, benefits, terms and conditions of employment for fiscal year 1988-89 has been reduced to writing in the MOU which is attached to this Resolution as Exhibit "A;" and WHEREAS, the City Council desires to approve the MOU and authorize the Mayor and City Clerk to sign the document. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby finds that the MOU attached to this Resolution as Exhibit "A" reflects the agreement reached with NBEL with respect to the appropriate salaries, benefits and other terms and conditions of employment for members of NBEL for fiscal year 1988-89; and I I BE IT FURTHER RESOLVED by the City Council of the City of Newport Beach that the Mayor and City Clerk are authorized to sign the MOU.
