DRAFT CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT
2020-2021
NOTICE IS HEREBY GIVEN that on Tuesday, September 14, 2021, at 4:00 p.m., or soon thereafter as the matter shall be heard, a
public hearing will be conducted in the City Council Chambers at 100 Civic Center Drive, Newport Beach, and the City Council of the
City of Newport Beach will receive public comments and consider this matter.
DRAFT CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) 2020-2021 — The City prepared
the draft CAPER for the Fiscal Year, beginning July 1, 2020, and ending June 30, 2021, as required by the U.S. Department of
Housing and Urban Development. The draft CAPER provides a detailed account of how the City utilized its Community Development
Block Grant (CDBG) funds in Fiscal Year 2020-21 to pursue the strategies, goals, and objectives proposed in the 2020-2021 Action
Plan to address the housing and community development needs identified in the 2020-2024 Consolidated Plan. The purpose of the
Public Hearing for the CAPER is to allow the public the opportunity to comment on the draft CAPER.
NOTICE IS HEREBY FURTHER GIVEN that the review and approval of the draft CAPER is not subject to the California
Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the
environment, directly or indirectly.
NOTICE IS HEREBY FURTHER GIVEN that the publication of this notice commences a minimum 15 -day public review period.
Copies of the draft CAPER will be available during the public review and comment period from August 28, 2021 through September
14, 2021. The public is invited to submit written comments on the draft document to the Community Development Department on
or before 4:00 p.m. on September 14, 2021. Copies of the 2020-2021 draft CAPER will be available for public review on the City's
website at www. newportbeachca.gov/CDBGreports and at the following locations:

It is the objective of the City to comply with Section 504 of the Rehabilitation Act of 1973, as amended, the Americans with Disabilities
Act (ADA) of 1990 and the ADA Amendment Act of 2008, the Fair Housing Act, and the Architectural Barriers Act in all respects. If
you require public documents in an accessible format, the City will make reasonable efforts to accommodate your request. If you
require a disability -related accommodation to attend or participate in a hearing or meeting, including auxiliary aids or services, please
contact the City Clerk's Office at least 72 hours prior to the meeting at 949-644-3005, to inform us of your needs and to determine
if accommodation is feasible.

All interested parties may appear and present testimony at the public hearing in regard to this matter. If you challenge this matter in court,
you may be limited to raising only those issues you raised at the public hearing or in written correspondence delivered to the City, at, or
prior to, the public hearing. The matter may be continued to a specific future meeting date, and if such an action occurs additional public
notice of the continuance will not be provided. The immediate Friday prior to the public hearing the agenda, staff report, and documents
may be reviewed on the City of Newport Beach website at www.newportbeachca.gov. Individuals not able to attend the meeting may
contact the Community Development Department or access the City's website after the meeting to review the action on this matter.
