At the February 2.6, 1990 Study Session, the Council directed the
preparation of a contract for consideration that would specify the
central processing of the City residential waste stream for
recyclables recovery by CR Transfer Incorporated of Stanton,
California.
There are a significant number of advantages of utilizing a central
processing facility. The major advantages include: 100% citizen
participation and a guaranteed 25% recycling rate from the very start
of the program, a savings of over $1 million in avoided capital outlay
purchases for recycling vehicles and individual containers, and the
avoidance of hiring additional refuse workers.
The contract is attached and is summarized as follows:
1) Effective on August 1, 1990 for a ten year period.
2) Basic Service Rate: Transfer Fee $21.20 per ton
Recycling Fee 6.90 it
Total $28.10 if
3) CPI Index adjustment to the CRT base net cost of $18.30 per ton
annually starting August 1, 1991 not to exceed 6% per year nor be
less than 3% per year.
4) Obligates the City for 75% of any increase in the County landfill
fee which is presently $13.75 per ton.
5) Guarantees a minimum of a 25% recycling rate with supporting
documentation by August 1, 1990 on a continuing basis.
Recommendation:
1) Approve the contract.
