Sinacori, Assistant City Engineer, msinacori@newportbeachca.gov PHONE: 949-644-3342 TITLE: Via Lido Soud and Nord Water Main Replacement — Notice of Completion for Contract No. 7645-2 (20W12) ABSTRACT: On October 13, 2020, the City Council awarded Contract No. 7645-2 for the Via Lido Soud and Nord Water Main Replacement project to T.E. Roberts, Inc. The project replaced older cast iron water mains on Lido Isle that were identified in the Water Master Plan. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. These were older, deteriorated water mains installed in the 1930s that had outlived their design life and were due to be replaced. This project also included water main replacement for the existing, 10 -inch, cast iron water main located on Via Antibes. The contract specifically provided for the removal of existing deteriorated cast iron water mains and installing new PVC pipe, valves, fire hydrants, and water services; pavement restoration; traffic control; and other appurtenant work as required by the contract. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original bid amount: $3,787,401.00 Actual Cost of Bid Items Constructed: $3,399,370.00 Total Change Orders: $650,183.68 Final Contract Cost: $4,049,553.68 After award of this contract and during construction, City of Newport Beach staff discovered a water main break on a critical 12 -inch water main located nearby on Coast Highway near Superior Avenue. After extensive efforts by City staff it was necessary to bring in an outside contractor for assistance. The break ended up being over 15 -feet deep in ground water inside a casing that crossed under Coast Highway. As TE Roberts was mobilized with the crews and equipment necessary to complete the emergency repairs, they were re -directed to assist the City with the repair. The emergency repair work included potholing, repair clamps, relocation of an existing 3 -inch conduit that was interfering with repairs, and installation of a new 12 -inch butterfly valve, fittings, concrete thrust blocks, pipe lining inside the casing and a 2 -inch air/vac assembly. The other significant change order, was due to the existing street pavement on Via Lido Nord and Soud being thicker than originally planned. An additional 1,718 tons of asphalt were required for base paving operations. Four change orders totaling $650,183.68 in increased contract cost were approved as part of the project. With savings on the original bid items, approximately $388,000, the final contract was approximately 6.9 percent higher than the original bid amount. The final contract cost was $4,049,553.68. The savings on the original bid items included less 6 - inch PVC pipe constructed, minimal private property restoration work, and deletion of the asphalt pavement grind and overlay bid item due to the Lido Island Ring Roadway Pavement Rehabilitation project scheduled for January 2022. The project was substantially completed to the satisfaction of the Public Works Department by May 3, 2021. The contractor submitted an aggressive work schedule and was able to finish before summer, five months ahead of schedule. FISCAL IMPACT: Funds for this construction contract were included within the approved Capital Improvement Program budget and were expended from the following accounts: Account Description Account Number Amount Water Capital Distribution/Piping 70201931-980000-20W12 4,049,553.68 Total: 4,049,553.68 ENVIRONMENTAL REVIEW: On October 13, 2020, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2 (reconstruction of existing public facilities involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
